(iv) the encouragement of visits by scientists.

The decision whether any body shall be admitted as a member body of the Society shall be at the sole discretion of the Council, and no body shall be admitted unless the resolution admitting it is carried by a majority of two-thirds of the members of Council then present.

  1. Any body admitted as aforesaid shall cease to be a member body of the Society if the number of its members shall at any time become less than 25 or the amount of money subscribed by such members shall in any financial year be less than twenty-five pounds (£25) or if the Council shall resolve, by a majority of two-thirds of the members then present, that the body no longer complies with the provisions of Rule A.1 in regard to its objects and activities.

  2. Every member body shall, in each financial year, expend not less than one-quarter of its revenue from annual subscriptions of members on or towards the formation or support of some local public museum or library or other institution approved by the Council or by the publication of scientific papers or reports in a series approved by the Council or by contributing towards the expenses of visiting scientists or otherwise shall provide for the payment of not less than one-sixth of its revenue from annual subscriptions of members towards the extension and maintenance of the Royal Society of New Zealand.

  3. The bylaws of every member body admitted as aforesaid shall include a provision whereby members who belong to one or more specified categories shall be considered subscribing members of the Royal Society of New Zealand and every member body shall pay to the Society in each year the sum of 5s. for each of its members belonging to such category or categories. Any sum paid under this rule shall be considered as part of the one-quarter or one-sixth of the annual revenue required to be expended in terms of Rule A.3.”

The rules relating to Fellows now read as follows:

“SECTION G.I.—FELLOWS

THE original Fellows numbered 20 and included in the first place those Past Presidents and Hutton and Hector Medallists who held their distinctions and positions prior to 3 February 1919 and who at that date were members of the New Zealand Institute. The remaining Original Fellows were nominated as provided for in the Rules then in force and elected by the said Past Presidents and Hector and Hutton Medallists.

  1. The Fellowship of the Royal Society of New Zealand shall be an honour conferred for distinction in research and the advancement of science.

  2. The total number of Fellows at any time shall not be more than 100.

  3. The official abbreviation of the title “Fellow of the Royal Society of New Zealand” shall be F.R.S.N.Z.

  4. Not more than six Fellows shall be elected in any one year provided that the Council may elect in the year 1961 20 Fellows, and in each of the years 1962, 1963, and 1964, 10 Fellows in addition to any vacancies in the Fellowship caused by death. The number of those who may be elected in any year shall be decided by the Council at the previous annual meeting, but the Council shall not thereby be compelled to elect that number.

  5. No person shall be nominated or elected as a Fellow unless he has been resident in the Dominion of New Zealand for at least three years preceding his nomination. In giving his consent to nomination under rule 6 below each nominee shall express his willingness to comply with the conditions of Fellowship. Nothing herein contained shall render women ineligible for nomination or election.

  6. Nominations may be made by member bodies or by groups of Fellows. Nominations by Fellows must be signed by not less than three Fellows. Each of the member bodies may nominate as many persons as it thinks fit. Each nomination must be accompanied by a statement limited to about one foolscap sheet of typewritten matter of the qualifications of the candidate for Fellowship. When a candidate is nominated by more than one member body or group of Fellows it shall be sufficient to utilise the information supplied by one member body or group of Fellows. Where a candidate was also nominated in the previous year the statement utilised with that nomination may again be used; the consent of the candidate must be obtained in writing when he is first nominated. All nominations must reach the Secretary before 15 November in the year preceding the year of election.

  7. The Council shall set up advisory panels, each of four Fellows, one of whom shall be named convenor, in specialised fields, the number and nature of which shall be determined by Council. No one person shall serve on such a panel continuously for more than four years. The convenor of each panel shall receive from the Secretary five months before the annual meeting the names and qualifications of each of the candidates in his subject. The panel shall report on each candidate in the categories ‘strongly recommended’, ‘recommended’, or ‘not recommended’ and will place the candidates in order.

  8. The panel reports shall be referred to a Fellowship Selection Committee which shall comprise the conveners of panels under the Chairmanship of the President of the Royal Society of New Zealand. This Committee shall meet and, after discussion of the qualifications of the candidates, prepare a list of proposed Fellows.

  9. The list of proposed Fellows shall be reported at the annual meeting of the Council of the Society. Such meeting shall have the power only to accept each name or to refer it back to the Selection Committee. Those accepted will thereby be elected Fellows of the Society.

  10. (a) Commencing in the year 1963 every candidate for election as a Fellow shall, in giving his consent to nomination under rule 6, also undertake to pay to the Society on election an annual subscription of such sum as these rules shall prescribe.

(b) Every Fellow elected after the year 1963 shall pay to the Society within one month of his election his first annual subscription as prescribed in rule 10 (a), being the sum of £5, and the same sum not later that the 1st day of May in every succeeding year; providing that every such Fellow may at any time compound for all future annual subscriptions by paying to the Society such sum as may be resolved by Council in terms of a sliding scale determined on an actuarial basis.

(c) Every Fellow elected prior to 1964 may at any time give an undertaking in writing to the Society to pay an annual subscription to the Society. Every such Fellow shall, at the same time and not later that the 1st day of May in each subsequent year, pay to the Society his annual subscription as prescribed in rule 10 (b). Every Fellow giving such an undertaking shall be subject to the provisions of these rules regarding the payment of annual subscriptions and the consequences of non-payment thereof in all respects as though he had been elected a Fellow after the year 1963. Every such Fellow may at any time compound for all future annual subscriptions by paying to the Society such sum as may be resolved by Council in terms of a sliding scale determined on an actuarial basis.

(d) Every Fellow elected prior to 1964 who does not undertake to pay an annual subscription shall retain all the rights, privileges, and responsibilities of a Fellow as provided by the Royal Society of New Zealand Act 1933 and by these rules, except that he shall not be entitled to receive the publications of the Society except upon such payment as may be required from individual members of member bodies of the Society.

(e) On application from any Fellow elected after 1963 or who has given an undertaking to pay an annual subscription to the Society, the Council may, for any sufficient reason, remit payment of his annual subscription for such period as it sees fit.

(f) The Council may upon application remit by resolution the payment of all future annual subscriptions by any Fellow who has reached the age of 65 years or as soon thereafter as he has been a Fellow for 10 years.

(g) A notice of his obligation to pay an annual subscription to the Society shall be sent to each Fellow liable for such payment in the month of March in each year, and if any such Fellow shall, on the 1st day of May in any year, have failed to pay his subscription for the two preceding years he shall cease to be a Fellow and his name shall be removed from the register of Fellows unless the Council at the next annual meeting shall resolve to the contrary on account of exceptional circumstances.

  1. The Council shall cause to be kept a register of Fellows of the Society, with the dates of their election, their degrees, honours, and titles, in which shall be recorded the death of any Fellow, and the names of the deceased Fellows thus recorded shall be announced from the Chair at the next succeeding annual meeting of Council.”

A new rule was added under section H, relating to publications, etc., as follows:

Rule H(g):

“Every Fellow who has paid an annual subscription to the Society in any year shall be entitled to receive without further charge all publications issued by the Society during that financial year.”
