Declaring Area to be an Access Lane for the Purposes of the Motor Launch Regulations 1962
PURSUANT to the Motor Launch Regulations 1962, the Minister of Marine hereby declares that for a period of two years from the date hereof, subject to compliance with the conditions set out in the First Schedule hereto, the area of water described in the Second Schedule hereto shall be an access lane and that within such access lane regulations 11 and 12 of the Motor Launch Regulations 1962 shall not apply.
FIRST SCHEDULE
THE access lane shall be marked as follows:
- Brightly painted marker buoys each 50 yards apart commencing 50 yards from normal lake level shall be suitably moored along the southern boundary of the access lane;
- At the edge of the lake at normal lake level on the boundary of the access lane in line with the marker buoys there shall be placed a notice board measuring not less than 2 ft 6 in. by 2 ft painted white with black letters;
- The aforesaid notice board shall contain the following notice:
“NOTICE
Motor Launch Regulations 1962
Access lane extending in width 30 yards northwards and parallel to line of buoys and this notice.
Bathers are warned motor boats and water skiers may pass through the lane at speeds greater than 5 miles per hour.”
SECOND SCHEDULE
ALL that area of water in Lake Karapiro bounded on the sides by parallel lines 30 yards apart extending in an easterly direction 200 yards from the edge of the water, the southern boundary being in line with the northern bank of the Taipa Stream.

Authorising the Christchurch City Council to Use and Occupy a Part of the Bed of the Avon River as a Site for Two Bridges
PURSUANT to the Harbours Act 1950, the Minister of Marine hereby licenses and permits the Christchurch City Council (hereinafter called the licensee, which term shall include its successors or assigns unless the context requires a different construction) to use and occupy a part of the bed of the Avon River, Christchurch, as shown on plan marked M.D. 11648 and deposited in the office of the Marine Department at Wellington, for the purpose of erecting and maintaining thereon two bridges as shown on the said plan, such licence to be held and enjoyed by the licensee upon and subject to the terms and conditions set forth in the Schedule hereto.
SCHEDULE
CONDITIONS
- This licence is subject to the Foreshore Licence Regulations 1960, and the provisions of those regulations shall, so far as applicable, apply hereto.
- The term of the licence shall be 14 years from the 1st day of November 1963.
- The annual sum payable by the licensee shall be 1s. payable on demand.

Licensing the Otamatea County Council to Use and Occupy a Part of the Foreshore and Bed of the Sea at the Mangawhai Heads as a Site for a Boat Ramp
PURSUANT to the Harbours Act 1950, the Minister of Marine hereby licenses and permits the Otamatea County Council (hereinafter called the licensee, which term shall include its successors or assigns unless the context requires a different construction) to use and occupy a part of the foreshore and bed of the sea at the Mangawhai Heads, as shown on plan marked M.D. 11657 and deposited in the office of the Marine Department at Wellington, for the purpose of erecting and maintaining a boat ramp thereon as shown on the said plan, such licence to be held and enjoyed by the licensee upon and subject to the terms and conditions set forth in the Schedule hereto.
SCHEDULE
CONDITIONS
- This licence is subject to the Foreshore Licence Regulations 1960, and the provisions of those regulations shall, so far as applicable, apply hereto.
- The term of this licence shall be 14 years from the 1st day of November 1963.
- The annual sum payable by the licensee shall be 1s. payable on demand.

PURSUANT to the Harbours Act 1950, the Minister of Marine hereby licenses and permits the Christchurch Drainage Board (hereinafter called the licensee, which term shall include its successors or assigns unless the context requires a different construction) to use and occupy a part of the foreshore and bed of the sea at Waimairi Beach, as shown on plan marked M.D. 11635 and deposited in the office of the Marine Department at Wellington, for the purpose of erecting and maintaining a storm-water outfall thereon, as shown on the said plan, such licence to be held and enjoyed by the licensee upon and subject to the terms and conditions set forth in the Schedule hereto.

Licensing Ralph Stuart Instone to Use and Occupy a Part of the Foreshore and Bed of the Clutha River at Alexandra as a Site for a Jetty
PURSUANT to the Harbours Act 1950, the Minister of Marine hereby licenses and permits Ralph Stuart Instone (hereinafter called the licensee, which term shall include his administrators, executors, or assigns unless the context requires a different construction) to use and occupy a part of the foreshore and bed of the Clutha River at Alexandra, as shown on plan marked M.D. 11609 and deposited in the office of the Marine Department at Wellington, for the purpose of erecting and maintaining thereon a jetty, as shown on the said plan, such licence to be held and enjoyed by the licensee upon and subject to the terms and conditions set forth in the Schedule hereto.
SCHEDULE
CONDITIONS
- This licence is subject to the Foreshore Licence Regulations 1960, and the provisions of those regulations shall, so far as applicable, apply hereto.
- The term of the licence shall be 14 years from the 1st day of November 1963.
- The premium payable by the licensee shall be £5 and the annual sum so payable £10.

Reserve Bank of New Zealand
PURSUANT to section 45 of the Reserve Bank of New Zealand Act 1933 (as amended by Section 23 of the Reserve Bank of New Zealand Amendment Act 1936), the Governor of the Reserve Bank acting with the authority of the Minister of Finance, hereby gives notice that, as from 20 November 1963, the balance to be maintained in the Reserve Bank by each other bank for the time being carrying on business in New Zealand in accordance with the said section 45 shall be such that when added to that bank’s holding of Reserve Bank notes, it shall be equal to not less than 26 per cent of its demand liabilities in New Zealand, plus 10 per cent of its time liabilities in New Zealand, as shown in the last preceding monthly return furnished by that bank in accordance with section 46 of the Reserve Bank of New Zealand Act 1933.
Provided that the minimum balance to be maintained at the Reserve Bank shall not be less than 7 per cent of its demand liabilities in New Zealand, plus 3 per cent of its time liabilities in New Zealand.
For the purpose of this calculation a bank’s holding of Reserve Bank notes shall be as shown in the latest available weekly return provided under the Statistics Act 1955.
