The Northland College Board of Governors Order 1963

ORDER IN COUNCIL

At the Government House at Wellington this 16th day of October 1963

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL

PURSUANT to section 90 of the Education Act 1914, as amended by section 10 of the Education Amendment Act 1952, His Excellency the Governor-General, acting by and with the consent of the Executive Council, hereby makes the following order.

ORDER

  1. (1) This order may be cited as the Northland College Board of Governors Order 1963.
    (2) This order shall come into force on the 1st day of June 1964.

  2. The constitution of the Board of Governors of the Northland College, prescribed by the Northland Board of Governors Order 1959,* is hereby varied so that, notwithstanding anything to the contrary in section 90 of the Education Act 1914, the school shall be controlled by a Board of Governors constituted as follows:

(a) One member appointed by the Auckland Education Board.
(b) Seven members elected by the parents of the pupils attending the school.
(c) One member appointed by the Kaikohe Borough Council.
(d) One member appointed by the Federated Farmers of New Zealand (Auckland Province) Incorporated.
(e) One member to be co-opted by the Board of Governors itself, if and when it thinks fit.

Appointments, Promotions, Extension of Commission, and Date of Retirement, Transfers, Termination of Commission, and Retirement of Officers of the Royal New Zealand Air Force

PURSUANT to section 15 of the Royal New Zealand Air Force Act 1950, His Excellency the Governor-General has been pleased to approve the following appointments, promotions, extension of commission, and date of retirement, transfers, termination of commission, and retirement of officers of the Royal New Zealand Air Force.

Promotions

Flight Lieutenant Frederick Martin Kinvig (709721) to be Squadron Leader, with effect from 7 October 1963.

Pilot Officer Milton Bryce Wylie (80584) to be Flying Officer, with effect from 23 September 1963.

TECHNICAL BRANCH

Extension of Date of Retirement

Engineer Division

The age for retirement of Squadron Leader Walter Andrew Chandler, B.E.M. (70211), is further extended for a period of one year, with effect from 1 January 1964.

ADMINISTRATIVE AND SUPPLY BRANCH

Promotions

Secretarial Division

Flying Officer James David Harris (71126) to be Flight Lieutenant, with effect from 12 October 1963.

Equipment Division

Pilot Officer William Henry O’Byrne, B.E.M. (71251), to be Flying Officer, with effect from 8 October 1963.

Appointment

Special Duties Division

Kenneth Charles Rawles (80719) is granted a short-service commission in the Administrative and Supply Branch (Special Duties Division), Regular Air Force, for a period ending 26 September 1967 to be followed by four years in the Reserve of Air Force Officers. He is appointed in the rank of Flight Lieutenant with seniority from 27 September 1961, with effect from 27 September 1963.

WOMEN’S ROYAL NEW ZEALAND AIR FORCE

REGULAR SECTION

Transfer to Retired List

Flight Officer Ernestine Graham Hume, M.B.E. (70341), is transferred to the Retired List “A”, with effect from 9 October 1963.

AIR TRAINING CORPS

Appointments

Elfric James Insull, B.COM., F.R.A.N.Z., is granted a commission in the Air Training Corps for a period ending 11 July 1964 in the rank of Flight Lieutenant, with seniority and effect from 12 July 1963.

Herbert Parr is granted a commission in the Air Training Corps in the rank of Pilot Officer, with seniority and effect from 16 August 1963.

Promotions

The under-mentioned Pilot Officers to be Flying Officers, with effect from the date shown:

Peter Lewis Lawrence, 8 September 1963.

Alan John Depree, B.SC., 23 September 1963.

Transfer

Flight Lieutenant Alfred Sydney Drew, D.F.C., A.F.C. (75022), is transferred from the Retired List “A” to the Air Training Corps in his present rank with seniority from 26 April 1949, with effect from 26 August 1963.

Termination of Commission

The commission of Pilot Officer Hugh Nelson Scott, M.A., is terminated, with effect from 1 October 1963.

Retirement

Flight Lieutenant James Gilmour Yates Beath, B.A., DIP.S.S., F.R.E.S., is retired, with effect from 12 October 1963.

RESERVE OF AIR FORCE OFFICERS

Appointment

Flying Officer Donald George Gibson (131451) to be temporary Flight Lieutenant while commanding No. 37 Air Training Corps Squadron, Thames, with effect from 8 April 1963.

Promotion and Appointment

Squadron Leader Ralph McFarlane Waite, M.A., DIP.PSYCH. (LOND.) (133194), to be Wing Commander and consultant in psychology to the Royal New Zealand Air Force, with effect from 17 July 1963.

Extension of Commission

Wing Commander Robert Duncan McVicker, A.F.C. (70061), is granted an extension of his commission until 31 July 1966.

Transfer

Flight Lieutenant John Mervyn Higgins (77282) is transferred from the General Duties Branch, Regular Air Force, to the Reserve of Air Force Officers for a period of four years, with effect from 15 October 1963.

Amendment

The notice published in Gazette, 5 September 1963, No. 52, page 1312, relating to Flying Officer Evan Wilfrid Wright is hereby amended to read “Evan Wilfrid Wright, M.SC., PH.D.” instead of “Evan Wilfrid Wright M.SC.”

PURSUANT to section 19 of the Land Valuation Court Act 1948, His Excellency the Governor-General has been pleased to appoint

John Francis Keane, Esquire, Stipendiary Magistrate, to be a member and chairman of the Wellington Land Valuation Committee, No. 2, vice J. R. Drummond, Esquire, Stipendiary Magistrate.
