✨ Water and Electricity Licence
ORDER
- This order may be cited as the Taumarunui Borough Council Water Power and Electric Lines Licence 1963.
- Subject to the conditions hereinafter set forth, the Taumarunui Borough Council (hereinafter referred to as “the licensee”) is hereby granted a licence to obstruct, impound, or divert the waters of the Wanganui River, to raise or lower the level thereof, and to take and use therefrom for the purpose hereinafter set forth a stream of water not exceeding 500 cu. ft. per second and also to lay, construct, put up, place, and use electric lines within the areas described in the First Schedule hereto, and also to lay, construct, put up, place, and use the electric lines described in the Second Schedule hereto.
- The conditions directed to be implied in all licences by the Water Power Regulations 1934 and the Electrical Supply Regulations 1935, shall be incorporated herein and shall form part of this licence, except in so far as they may be inconsistent with the provisions of this licence.
- This licence is issued under the Water Power Regulations 1934 and is subject thereto, and to the Electrical Supply Regulations 1935, the Electrical Wiring Regulations 1961, the Radio Interference Regulations 1958, and to all regulations made in amendment thereof or in substitution therefor, except in so far as they may be inconsistent with the provisions of this licence.
- The water shall be taken from the Wanganui River at a point in Lot 1, D.P. 9422, Section 3, Block V, Hunua Survey District, as indicated on the plan marked N.Z.E.D. 597 deposited in the office of the New Zealand Electricity Department at Wellington. The water shall be used solely for the purpose of generating electricity provided that nothing in this licence shall prevent the use of water for supply to the Borough of Taumarunui.
- The licensee is hereby authorised, subject to the conditions hereof, to construct, maintain, and use the works described in the Third Schedule hereto, the position of the said works being indicated on the said plan N.Z.E.D. 597.
- The systems of supply shall be as described in paragraphs (a), (b), (c), (d), (e), and (f) of regulation 21–01 of the Electrical Supply Regulations 1935.
- Nothing in this licence shall of itself be deemed to confer upon the licensee any right to water.
- This licence shall, unless sooner lawfully determined, continue in force until the 31st day of March 1984.
- The Orders in Council specified in the Fourth Schedule hereto and hereby revoked.
FIRST SCHEDULE
AREA OF SUPPLY

All that area in the South Auckland, Taranaki, and Wellington Land Districts, Taumarunui Borough and Taumarunui County, bounded by a line commencing at the westernmost corner of Section 29, Block XIV, Tuhua Survey District (Scenic Reserve, Gazette, 1962, page 562), and proceeding south-easterly along the south-western boundaries of the said section and Section 9, Block XIV, aforesaid, and Sections 4 and 3, Block II, Piopioea Survey District, and that lastnamed boundary produced across a public road to the northern bank of the Wanganui River; thence westerly generally along that bank to a point on the southern side of the Esplanade in line with the eastern side of Maata Street; thence southerly along a right line across the aforesaid river, to and along the eastern boundary of Section 12, Block I, Hunua Survey District, and south-easterly along the south-western boundary of Lot 96, D.P. 7184, and southerly along the western boundary of Section 3, Block I, aforesaid, to the northernmost corner of part Section 24, Block I, aforesaid, as shown on S.O. Plan 19867; thence south-westerly along the northwestern boundary of the said part Section 24, to and westerly generally along the generally northern boundaries of the other part Section 24, Sections 23, 22, and 21, Block I, aforesaid, to the northernmost corner of the said Section 21; thence north-westerly along a right line across Wanganui River Road, to and along the south-western boundary of Section 11, Block I, aforesaid, and that boundary produced to the right bank of the Wanganui River; thence north-westerly along that bank to a point in line with the south-western boundary of Ohura South N 2 E 1c; thence north-westerly along a right line across Wanganui River Road to and along the said boundary and the south-western boundaries of Ohura South N 2E 3g 2F and N 2E 3g 2E, Lot 1, D.P. 4388, Ohura South N 2E 3g 2A, N 2E 3E, and N 2E 3D 2, crossing Kururau Road, to the westernmost corner of the last-mentioned block; thence northeasterly along the north-western boundaries of Ohura South N 2E 3D 2 aforesaid and N 2E 3B 2 and N 2D 1 crossing Pongahuru Road to the northernmost corner of the lastmentioned block; thence easterly along the northern boundary of Ohura South N 2D 2B for a distance of 45 chains; thence south-easterly along a right line across the aforesaid Ohura South N 2D 2B and N 2D 2A, N 2E 3A 1B, and N 2E 3G 3, Lot 11B 2 and part way across N 2E 3G 3, Lot 11B 3, to a point 20 chains due west of Te Peka Trig.; thence due east along a right line passing through the said trig. and crossing State highway No. 4 to the right bank of the Ongarue River, and continuing across that river to its left bank; thence northwesterly generally along that bank to and north-easterly along the left bank of the Rangaroa Stream to a point in line with the north-eastern boundary of Section 1, Rangaroa Village; thence south-easterly along a right line to and along the said boundary and the north-eastern boundary of part Lot 2, D.P. 9124, to the north-western side of Lairdville Road; thence easterly along a right line crossing the said road, to and along the southern boundaries of Sections 27, 26, 25, and 24, Block XIII, Tuhua Survey District, and north-easterly along the south-eastern boundaries of that last-named section and Sections 23, 22, and 78, all of Block XIII, aforesaid, to the point of commencement. As the said area is more particularly shown outlined in red on the plan marked N.Z.E.D. 598 deposited in the office of the New Zealand Electricity Department at Wellington.

All that area in the Taranaki Land District comprising part of the Taumarunui County bounded by a line commencing at the easternmost corner of Section 4, Block II, Piopioea West Survey District, and proceeding westerly generally along the southern boundary of that section to its junction with the eastern boundary of Section 2, Block II, Piopioea West Survey District; thence westerly along a right line across Section 2 aforesaid, across Kururau Road, across Section 35, and again across Kururau Road to the intersection of the southern side of that road with the eastern boundary of Section 38, Block II, Piopioea West Survey District; thence northerly along the production of that boundary to the northern side of Kururau Road and westerly and northwesterly generally along the northern and north-eastern sides of that road to the south-eastern boundary of Section 5, Block I, Piopioea West Survey District; thence north-easterly along that boundary to and easterly generally along the southern boundaries of Section 15 of Block I aforesaid and Ohura South N 2B 3D 2; thence south-easterly generally along the south-western boundary of that block, to and across the Kururau Road to the northernmost corner of Section 4, Block II, Piopioea West Survey District, and south-easterly along the north-eastern boundary of that section to its eastern most corner being the point of commencement. As the said area is more particularly shown outlined in green on the plan marked N.Z.E.D. 598 deposited as aforesaid.
SECOND SCHEDULE
LINES OUTSIDE AREA OF SUPPLY

Lines for the transmission of electrical energy leading from the licensee’s generating station at Piriaka, on the left bank of the Wanganui River in Block V, Hunua Survey District, crossing the said river to its right bank, and running northerly along that bank, through Ohura South part D 5B 2 and D 5B 1B and recrossing the said river to the licensee’s Duncan substation; thence north-westerly generally along the eastern side of State Highway No. 4 and across the Wanganui River to a point on the eastern side of the Matapuna Traffic Bridge in Block II, Piopioea Survey District. As the said lines are more particularly shown by means of a red line on the said plan N.Z.E.D. 598.

Lines for the distribution of electrical energy—
(i) Leading from the licensee’s generating station at Piriaka to supply one consumer on Section D 5B 2 Ohura South, Block III, Piopioea Survey District; and
(ii) Leading from the licensee’s Duncan substation to supply one consumer on Section 37, Block II, Hunua Survey District, and one consumer on Section D 5B 11B, Ohura South, Block III, Piopioea Survey District, these said lines being more particularly shown by means of green lines on the said plan N.Z.E.D. 598. -
Lines for the distribution of electrical energy leading from the transmission line described in the first paragraph of this Schedule at the point on the north bank of the Wanganui River where it enters the borough adjacent to the Matapuna traffic bridge to supply one consumer on Section 4, Block II, Piopioea Survey District, and crossing over part G 4K 1c, part G 4K 1A, part G 4K 1B 1, part G 4K 1B 2 and Section 3, Block II, Piopioea Survey District, the said line being more particularly shown by means of a red line on the said plan N.Z.E.D. 598.
THIRD SCHEDULE
GENERAL DESCRIPTION OF GENERATING WORKS
(a) Headworks, consisting of weirs and the necessary intake on the Wanganui River.
(b) By-pass channel for diversion of debris.
(c) Control gates and trash screens.
(d) Canal approximately 800 ft in length terminating in second set of trash screens.
(e) Pipe line, 9 ft diameter, approximately 800 ft long, leading into surge chamber of 24 ft diameter, leading thence to the powerhouse hereinafter mentioned, giving a static head of 25 ft.
(f) A powerhouse with turbines and all necessary equipment for generating electricity having a maximum capacity of 500 kilovolt-amperes.
(g) A tail race leading from the powerhouse aforesaid to the Wanganui River.
All as indicated on the said plan N.Z.E.D. 597.
