Appointment of Committee Under Section 7 of the Transport Act 1949 to Inquire Into the Taxicab and Rental-vehicle Industries
PURSUANT to section 7 of the Transport Act 1949, the Minister of Transport hereby appoints the persons described in the Schedule hereto to make inquiries and report to him regarding the necessity, desirability, or expediency of securing improvement, coordination, and development, and the better regulation or better control of all means of and facilities for transport, and of matters incidental thereto in relation to taxicab and rental-vehicle services carried on in New Zealand, and in particular to inquire and report to him on the following matters relating thereto:
(1) The adequacy or otherwise of taxicab services to cater for increasing demand and population;
(2) The requirements in regard to the licensing of taxicab services;
(3) The organisation of the taxicab industry as far as internal management and control are concerned, and the degree of control a Licensing Authority should be empowered to exercise over the industry in regard to the rostering of taxicabs, admissions of new licensees into taxicab organisations, the amount of entry and other fees charged by such organisations, and the rules of such organisations;
(4) Any matters relating to the transfer of taxicab service licences and the payment of goodwill therefor, including the desirability of prohibiting or restricting the transfer of taxicab licences;
(5) The desirability of a public authority which operates public passenger transport services under the Transport Act 1949 acting as a Licensing Authority;
(6) The application of the transport licensing system in relation to rental-vehicle services and the desirability of providing a sufficient supply of rental vehicles to meet the public demand;
(7) The extent of control required in the interests of public safety;
(8) The desirability of permitting one-way hiring of rental vehicles and any special conditions which should be associated with one-way hiring;
(9) Any other matters relating to the provision of efficient and adequate taxicab and rental-vehicle services to the public at a reasonable cost.
The report required herein is to be submitted to the Minister of Transport not later than the 30th day of September 1961, or such later date as the Minister may approve.

Revoking Appointment of and Appointing Licensing Authorities for Issue of Heavy Traffic Licences
PURSUANT to subclause (2) of regulation 10 of the Heavy Motor Vehicle Regulations 1955,* the Minister of Transport hereby revokes that part of a Warrant dated 2 May 1954† appointing the local authority described in column 1 of the First Schedule as the Licensing Authority for the purpose of collecting heavy traffic fees due under the said regulations for the district of the local authority and for such areas as are described in column 2 of the First Schedule hereto, and hereby appoints the local authorities described in column 1 of the Second Schedule hereto to be the Licensing Authorities for the purpose of collecting heavy traffic fees due under the said regulations for the district of the respective local authority and for such area or other areas as are described in column 2 of the Second Schedule opposite the respective name of said local authority.
Provided that the Commissioner of Transport shall be the Licensing Authority in the case of all heavy motor vehicles owned by the Crown as provided by subclause (1) of the said regulation.
