PURSUANT to the Public Works Act 1928, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby consents to the assignment to Patrick Hedley Scott, of Queenstown, farmer, of the rights, powers, and privileges under an Order in Council dated the 23rd day of July 1957, and published in the Gazette on the 25th day of the same month at page 1374, authorising Rui Raymond Key, of Fairlie, farmer, to use water for the purpose of generating electricity.

Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL
PURSUANT to the Public Works Act 1928, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby makes the following order.

LICENCE

This order may be cited as the Invercargill City Council Electric Lines Licence 1960.

Subject to the conditions hereinafter set forth, the Invercargill City Council (hereinafter referred to as the licensee) is hereby authorised to lay, construct, put up, place, and use the electric lines described in the First Schedule hereto.

The conditions directed to be implied in all licences by the Electrical Supply Regulations 1935 and the Electrical Wiring Regulations 1935 shall be incorporated herein and shall form part of this licence, except in so far as they may be inconsistent with the provisions of this licence.

The licence hereby conferred is subject to compliance by the licensee with the Electrical Supply Regulations 1935, the Electrical Wiring Regulations 1935, the Radio Interference Regulations 1958, and with all regulations made in amendment thereof or in substitution therefor, except in so far as they may be inconsistent with the provisions of this licence.

The systems of supply shall be as described in paragraphs (a), (b), (c), (d), (e), (f), and (h) of regulation 21-01 of the Electrical Supply Regulations 1935. The voltage of the series street-lighting system shall not exceed 3,300 volts.

This licence shall, unless it is sooner lawfully determined, continue in force until the 31st day of March 1981.

The lines described in paragraph 2 of the First Schedule hereto shall be used by the licensee for street lighting purposes only.

The Orders in Council specified in the Second Schedule hereto authorising the licensee to erect and use electric lines are hereby revoked.

FIRST SCHEDULE
ELECTRIC LINES

Lines for the transmission and supply of electrical energy within all that area in the City of Invercargill, the County of Southland, and the New River Estuary, shown outlined in blue on the plan marked N.Z.E.D. 553 deposited in the office of the New Zealand Electricity Department at Wellington.

Lines in part of the City of Invercargill leading as follows:
(a) Commencing at a point in Elles Road South on the southern boundary of the area described in paragraph 1 of this Schedule and proceeding in a southerly direction along the west side of Elles Road South to its intersection with Stirrat Street.
(b) Commencing at a point at the intersection of Elles Road South and Scott Street and proceeding in a south-easterly direction along the south side of Scott Street to its intersection with McQuarry Street.
As the same are shown by means of green lines on the said plan.

Officers of Government of Ross Dependency Appointed
—

WHEREAS by the Order in Council dated the 30th day of July 1923,* made under the British Settlements Act 1887 of the United Kingdom Parliament, the Governor-General and Commander-in-Chief of New Zealand for the time being (thereinafter and hereinafter called the Governor) was appointed to be the Governor of the Ross Dependency, and all the powers and authorities which by the said order were given and granted to the Governor for the time being of the Dependency were thereby vested in him:
And whereas the Governor was thereby further authorised and empowered to make all such rules and regulations as might lawfully be made by Her Majesty’s authority for the peace, order, and good government of the Dependency:
And whereas, by regulations made by the Governor on the 14th day of November 1923†, it was enacted that all persons appointed by the Governor for the time being of the Dependency should have such power and authority as might be granted them in due course of law, and might be empowered to do such things as might be necessary or desirable to ensure that the laws in force in the Dependency are duly observed and complied with in every respect, and to do all things necessary or expedient for the peace, order, and good government of the Dependency, and to safeguard and preserve Her Majesty’s rights and sovereignty over and in respect of the Dependency:
And whereas, by notice issued by the Governor on the 27th day of August 1953‡, Harold Ruegg, Esquire, was appointed an officer of the Government of the Dependency and vested with the powers and authorities described in the said notice, and in particular with the general executive and administrative authority in preserving Her Majesty’s rights and sovereignty and the laws and regulations in force in the Dependency:
And whereas it is expedient that the persons hereinafter named be also appointed officers of the Government of the Dependency:
Now therefore, I, Charles John, Viscount Cobham, the Governor-General of New Zealand, and as such the Governor of the Ross Dependency, hereby appoint
Acting Captain Lawrence Drake Bridge, M.B.E., and Vincent Edward Donnelly
as officers of the Government of the Dependency; and I hereby confer on each of them the said Acting Captain Lawrence Drake Bridge, M.B.E., and the said Vincent Edward Donnelly all the powers and authorities which may be exercised in New Zealand by a Justice of the Peace, and also the powers and authorities which may be so exercised by a Coroner, and also the powers and authorities which may be so exercised by a Postmaster.
And I also appoint
Robert Baden Thomson
as an officer of the Government of the Dependency; and I hereby confer on him all the powers and authorities which may be exercised in New Zealand by a Postmaster.
The said Acting Captain Lawrence Drake Bridge, M.B.E., and the said Vincent Edward Donnelly and the said Robert Baden Thomson to exercise their functions at such places within the Dependency as may be directed by the said Harold Ruegg, Esquire; and to hold office and exercise the duties thereof during pleasure.
As witness the hand of His Excellency the Governor-General, as the Governor of the Ross Dependency, this 26th day of November 1960.
