Now, therefore, I, Lieutenant-General Sir Charles Willoughby Moke Norrie, the Governor-General of New Zealand, and as such the Governor of the Ross Dependency, hereby appoint

Acting Captain Henry Kirkwood,
Sir Edmund Percival Hillary, and
Dr Trevor Hatherton

as officers of the Government of the Dependency; and the better to define their respective authorities, powers, and functions, I hereby—

(a) Declare that, subject to the control of the said Harold Ruegg, Esquire, the said Acting Captain Henry Kirkwood shall have and may exercise all the powers, duties, and functions of the said Harold Ruegg, Esquire; and, the better to enable him so to do, hereby confer on him in respect of the Dependency all the powers and authorities which may be exercised in New Zealand by a Stipendiary Magistrate, and also the powers and authorities which may be so exercised by a Justice of the Peace, but so nevertheless that those powers shall in no way derogate from the general executive and administrative authority herein accorded him in preserving Her Majesty’s rights and sovereignty and the laws and regulations in force in the Dependency; and I declare that the fact that the said Acting Captain Henry Kirkwood exercises any power, duty, or function as aforesaid shall be conclusive evidence of his authority to do so, and no person shall be concerned to inquire whether the occasion has arisen requiring or authorising him to do so;

(b) Confer on the said Sir Edmund Percival Hillary all the powers and authorities which may be exercised in New Zealand by a Stipendiary Magistrate, and also the powers and authorities which may be so exercised by a Postmaster;

(c) Confer on the said Dr Trevor Hatherton all the powers and authorities which may be exercised in New Zealand by a Justice of the Peace, and also the powers and authorities which may be so exercised by a Coroner;

The said Sir Edmund Percival Hillary and the said Dr Trevor Hatherton to exercise their respective functions at such places within the Dependency as may be directed by the said Harold Ruegg, Esquire, or by the said Acting Captain Henry Kirkwood; and

All the officers of the Government of the Dependency hereby appointed to hold their respective offices and exercise the duties thereof during pleasure.

As witness the hand of His Excellency the Governor-General, as the Governor of the Ross Dependency, this 23rd day of November 1956.

Officers Authorised to Take Statutory Declarations

PURSUANT to section 301 of the Justices of the Peace Act 1927, His Excellency the Governor-General hereby authorises the persons named in the Schedule hereto, being the holders of the offices specified after their names, to take and receive statutory declarations under that section.

Control of Pollution in Mangawawe and Mangauika Streams

C. W. M. NORRIE, Governor-General

PURSUANT to section 62 of the Health Act 1920, His Excellency the Governor-General hereby places under the control of the Te Awamutu Borough Council all those portions of the Mangawawe and Mangauika Streams and their tributaries above the intakes of the Te Awamutu Borough water supply on each stream for the purpose of preventing pollution thereof.

As witness the hand of His Excellency the Governor-General this 16th day of November 1956.
