Now, therefore, I, Sir Charles Willoughby Moke Norrie, the Governor-General of the Dominion of New Zealand, in exercise of the powers conferred on me by the Commissions of Inquiry Act 1908, and all other powers and authorities enabling me in this behalf, and acting by and with the advice and consent of the Executive Council, do hereby nominate, constitute, and appoint you the said
Stanley Morell Macalister Donald Frederick Sandys Wunsch Frederick Selwyn Dyson
to be a Commission to inquire into and report upon the following matters:
(1) Whether there are in any of the residential areas at Otahuhu, Onehunga, One Tree Hill, Mount Wellington, and the Mangere Riding of the Manukau County, conditions in the atmosphere which are detrimentally affecting persons or property irrespective of whether the existence of such conditions amounts to a nuisance or nuisances in law.
(2) If so, what is the nature and cause of any such conditions.
(3) To what extent (if at all) are the conditions injurious to health.
(4) What damage (if any) are the conditions causing to property.
(5) Are the conditions, or any of them, such as to require remedies to be provided for them.
(6) If so, what remedies are required, and who should provide them.
And in exercise of such powers and authorities as aforesaid, and with the like advice and consent, I do hereby appoint you, the said.

to be Chairman of the said Commission.
And for the better enabling you to carry these presents into effect you are hereby authorized and empowered to make and conduct any inquiry under these presents at such time and place as you deem expedient, with power to adjourn from time to time and place to place as you think fit, and so that these presents shall continue in force and the inquiry may at any time and place be resumed although not regularly adjourned from time to time or from place to place:
And you are hereby strictly charged and directed that you shall not at any time publish or otherwise disclose save to me in pursuance of these presents, or by my direction the contents of any report so made or to be made by you or any evidence or information obtained by you in the exercise of the powers hereby conferred upon you except such evidence or information as is received in the course of a sitting open to the public:
And it is hereby declared that the powers hereby conferred shall be exercisable notwithstanding the absence at any time of any one of the members hereby appointed so long as the Chairman or a member deputed by the Chairman to act in his stead and one other member be present and concur in the exercise of such powers:
And it is hereby further declared that you have liberty to report your proceedings and findings under this Commission from time to time as you judge it expedient so to do:
And, using all due diligence, you are required to report to me in writing under your hands not later than the 15th day of August 1955 your findings and opinions on the matters aforesaid, together with such recommendations as you think fit to make in respect thereof.
And lastly, it is hereby further declared that these presents are issued under and subject to the provisions of the Commissions of Inquiry Act 1908.
Given in Executive Council under the hand of His Excellency the Governor-General of the Dominion of New Zealand, and issued under the Seal of that Dominion, this 18th day of May 1955.

to be a deputy of any one of the members of the Air Services Licensing Authority appointed by Warrant dated the 17th day of February 1955* for the period expiring on the 17th day of February 1958.

Colonel C. A. L. Treadwell, O.B.E., E.D., relinquishes the appointment of Judge-Advocate-General and is posted to the Retired List. Dated 1 June 1955.
Major J. C. White, M.B.E., from the Reserve of Officers, General List, The Royal N.Z. Infantry Corps, to be Lieutenant-Colonel, and is appointed Director, N.Z. Army Legal Service. Dated 1 June 1955.
Major H. R. C. Wild, LL.M., The Wellington Regiment (City of Wellington's Own), relinquishes the appointment of Legal Staff Officer, Army Headquarters, and ceases to be seconded. Dated 1 June 1955.
