A PROCLAMATION
PURSUANT to the Public Works Act 1928, I, Lieutenant-
General Sir Charles Willoughby Moke Norrie, the
Governor-General of New Zealand, hereby proclaim and declare
that the additional land described in the Schedule hereto is
hereby taken for the purposes of the Wellington-Napier
railway.

APPROXIMATE areas of the pieces of additional land taken:

Being
0 0 4'36 Part Lot 2, D.P. 3442, being part Section 96,
Hutt District; coloured orange.
0 0 1'28 Part Section 96, Hutt District; coloured sepia.
Situated in Block I, Rimutaka Survey District, Borough
of Upper Hutt. (S.O. 23029.)
In the Wellington Land District; as the same are more
particularly delineated on the plan marked L.O. 12627,
deposited in the office of the New Zealand Railways Com-
mission, at Wellington, and thereon coloured as above
mentioned.
Given under the hand of his Excellency the Governor-
General, and issued under the Seal of New Zealand,
this 20th day of January 1954.

Varying the Determinations in Respect of Portion (£10,000) of
the Winton Borough Council Loan of £51,400

ORDER IN COUNCIL
At the Government House at Wellington, this 20th day of
January 1954
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL
WHEREAS by Order in Council made on the 8th day of
April 1953 and subject to the determinations as to
borrowing and repayment therein set out consent was given
to the raising in New Zealand by the Winton Borough Council
(hereinafter called the said local authority) of the sum of
ten thousand pounds (£10,000) (hereinafter called the said
sum), being portion of a loan of fifty-one thousand four
hundred pounds (£51,400) known as ‘Water Supply Loan
1952’ (hereinafter called the said loan):
And whereas by Order in Council made on the 23rd day
of September 1953 the determinations aforesaid were can-
celled in respect of the said sum and new determinations
made in lieu thereof:
And whereas the said sum has not yet been raised and it
is expedient to vary certain of the new determinations aforesaid
in respect thereof:
Now, therefore, pursuant to section 11 of the Local
Government Loans Board Act 1926 as set out in section 29
of the Finance Act 1932 (No. 2), His Excellency the Governor-
General, acting by and with the advice and consent of the
Executive Council, hereby varies certain of the determinations
aforesaid in respect of the said sum by prescribing that in
lieu of repayment in the manner prescribed in clause 3 of
the Order in Council made on the 23rd day of September 1953
the said sum or any part thereof shall be repaid by the half-
yearly redemption of debentures in the half-years set out in the
first column of the Schedule hereunder of the amounts stated
opposite each such half-year in the second column of the said
Schedule.

the Mosgiel Borough Council’s Loan of £65,000

ORDER IN COUNCIL

Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL
WHEREAS by Orders in Council made on the 3rd day of
March 1952 and the 24th day of August 1953 and
subject to the determinations as to borrowing and repayment
therein set out, consent was given to the raising in New
Zealand by the Mosgiel Borough Council (hereinafter called
the said local authority) of portions of a loan of sixty-five
thousand pounds (£65,000) known as ‘Public Works Loan
1950’ amounting in the aggregate to the sum of twenty-six
thousand three hundred pounds (£26,300) (hereinafter called
the said sum):
And whereas the said sum has not yet been raised and it
is expedient to cancel the determinations aforesaid in respect
of the said sum and make new determinations in lieu thereof:
Now, therefore, pursuant to section 11 of the Local
Government Loans Board Act 1926 as set out in section 29
of the Finance Act 1932 (No. 2), His Excellency the Governor-
General, acting by and with the advice and consent of the
Executive Council, hereby cancels the determinations aforesaid
in respect of the said sum and in lieu thereof makes the
following determinations:
- The term for wheih the said sum or any part thereof
may be raised shall not exceed ten (10) years. - The rate of interest that may be paid in respect of the
said sum or any part thereof shall be such as shall not produce
to the lender or lenders a rate or rates exceeding four pounds
(£4) per centum per annum. - The said sum or any part thereof shall be repaid by the
half-yearly redemption of debentures in the half-years set out
in the first column of the Schedule hereunder of the amounts
stated opposite each such half-year in the second column of
the said Schedule.

any part thereof shall not in the aggregate exceed three-
quarters per centum of any amount raised. - No moneys shall be borrowed under this consent after
the expiration of two years from the date hereof.

WHEREAS by Order in Council made on the 10th day of
October 1951 (hereinafter called the said Order in
Council) and subject to the determinations as to borrowing
and repayment therein set out, consent was given to the raising
by the Vincent Hospital Board (hereinafter called the said local
authority) of a loan of one hundred and fifty thousand pounds
(£150,000) to be known as ‘Dunstan Hospital Extensions
Loan 1951’ (hereinafter called the said loan):
And whereas the authority conferred by the said Order in
Council has lapsed in accordance with the provisions of clause
6 thereof and it is not now lawful or competent for the said
