Appointing Members of the Town and Country Planning Appeal Board

Pursuant to section 39 of the Town and Country Planning Act 1953, I, Lieutenant-General Sir Charles Willoughby Moke Norrie, the Governor-General of New Zealand, hereby appoint Frank Felix Reid, Esquire, S.M., of Christchurch, being a Barrister and Solicitor of the Supreme Court of New Zealand, to be Chairman of the Town and Country Planning Appeal Board; and further appoint the following persons to be members of the Board:

Geoffrey Tremaine, Esquire, O.B.E., of Palmerston North, being a person nominated by the executive committee of the Municipal Association of New Zealand Incorporated;
William Francis McArthur, Esquire, of Christchurch, being a person nominated by the executive committee of the New Zealand Counties Association Incorporated;
Cuthbert Hargreaves Taylor, Esquire, of Wellington, being a Barrister and Solicitor of the Supreme Court of New Zealand.

Third Extension of the Time Within Which the Commission of Inquiry into the Police Force May Report

To all to whom these presents shall come and to:

The Honourable Sir Robert Kennedy, of Dunedin, lately a Judge of the Supreme Court of New Zealand;

Greeting:

Whereas by Warrant issued on the 23rd day of October 1953 under the hand of the Governor-General, with the advice and consent of the Executive Council, you were appointed a Commission to inquire into and report upon certain matters relating to the conduct of the Police Force of New Zealand:

And whereas by the said Warrant you were required to report, not later than the 18th day of December 1953, your findings and opinions on the matters thereby referred to you, together with such recommendations as you should think fit to make in respect thereof:

And whereas by Warrant dated the 15th day of December 1953 the time within which you were so required to report was extended until the 30th day of April 1954:

And whereas by Warrant dated the 30th day of April 1954 the time within which you were so required to report was further extended until the 30th day of June 1954:

And whereas it is expedient that the time for so reporting should be still further extended as hereinafter provided.

Now, therefore, I, Charles Willoughby Moke Norrie, the Governor-General of New Zealand, in exercise of the powers conferred on me by the Commissions of Inquiry Act 1908, and of all other powers and authorities enabling me in this behalf, and acting by and with the advice and consent of the Executive Council, do hereby extend until the 31st day of August 1954 the time within which you are so required to report:

Provided always that the extension of time granted to you by these presents shall be without prejudice to the power conferred upon you by the said Warrant of the 23rd day of October 1953 to submit to me from time to time an interim report on any matter or matters arising in the course of your inquiry, together with such recommendations as you should think fit to make in respect thereof:

And in further exercise of the said powers and authorities, and acting by and with the like advice and consent, I do hereby confirm the said Warrant of the 23rd day of October 1953, and the Commission thereby constituted, save as modified by the said Warrants of extension dated the 15th day of December 1953 and the 30th day of April 1954 respectively, and by these presents.

Given in Executive Council, under the hand of His Excellency the Governor-General, this 30th day of June 1954.

Lieutenant M. M. McIndoe, appointed H.M.N.Z.S. Philomel, additional, for leave and release. Placed on Retired List of Officers, to date 6 May 1954.
Lieutenant (E) T. A. Simpson, promoted to rank of Lieutenant-Commander (E) and reappointed, to date 17 March 1954.
The Venerable Archdeacon H. Mayo-Harris, O.B.E., R.D., appointed H.M.N.Z.S. Philomel, additional, for leave and release, to date 23 February 1954, and placed on Retired List of Officers (age), to date 26 April 1954.
Acting Instructor Lieutenants B. C. Tuson, M. E. Buchanan, and R. G. Pilling, confirmed in rank with original seniority of 5 January 1953.
Surgeon Lieutenant E. F. C. Hefford, M.B., Ch.B., seniority anti-dated to 3 December 1948.
