Vesting the Control of a Reserve in the Hillsborough Public Hall Board

ORDER IN COUNCIL
At the Government House at Wellington, this 31st day of March 1954
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL
WHEREAS the land described in the Schedule hereto is a reserve duly set apart for a hall site:
And whereas it is expedient that the control of the said reserve should be vested in a special Board as hereinafter provided:
Now, therefore, pursuant to section 17 of the Public Reserves and Domains Act 1928, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby vests the control of the reserve described in the Schedule hereto for the period of five years from the date hereof (unless previously amended or revoked under the said Act) in the undermentioned persons, namely,
Hrolf Andersen,
Ian Cameron Baillie,
Deedee Rubie Blanchett,
Guy Thomas Blanchett,
Kennedy Kirkwood Jones,
Gordon McLaren,
Sheila Isabel McLaughlin,
James Ormsby,
Norman Wilson Steven, and Ernest Geoffrey Thomas,
who are hereby constituted for that purpose a special Board by the name of the Hillsborough Public Hall Board (hereinafter referred to as the Board), with the powers and subject to the conditions hereinafter contained, that is to say:
- The first meeting of the Board shall be held on Wednesday, the 21st day of April 1954, at 7.30 o'clock p.m., at the Hillsborough Public Hall, and thereafter the Board shall meet for the transaction of business at such time and place as may from time to time be fixed by the Board.
- The members of the Board shall at their first meeting, and thereafter at the annual meeting, hereinafter mentioned, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.
- Special meetings may be convened by the Chairman, provided that two days' notice of such meeting be given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.
- Any five members of the Board shall form a quorum. Any meeting may be adjourned from time to time.
- If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose one of their number to be Chairman of such meeting.
- If, by resignation, death, incapacity, or otherwise, the seat of any member shall be or become vacant, or if any member absents himself without reasonable cause from three consecutive meetings of the Board, the Governor-General shall have power to appoint any other person to be a member of the Board in his stead.
- All questions shall be determined by the majority of votes of the members of the Board present at a meeting.
- The Board shall have prepared and submitted at an annual meeting to be held in the month of April in each year a report of the proceedings of the Board for the previous year ending on the 31st day of March, together with a statement of the receipts and expenditure of the Board for such year. A copy of every such report and statement, certified by the Chairman to be correct, shall be sent to the Minister of Lands as soon as possible after each annual meeting.
- The Board shall control the said reserve and the building erected thereon for the purposes of a public hall, and shall also afford settlers and residents of Hillsborough and the surrounding district such facilities for meeting
within the said hall as may from time to time be determined by the Board; provided that the Board shall have power to fix reasonable charges for the use of the said hall.

Officers Authorized to Attest Signatures of Maoris to Instruments of Alienation

PURSUANT to section 268 of the Maori Land Act 1931, I, Lieutenant-General Sir Charles Willoughby Moke Norrie, the Governor-General of New Zealand, hereby notify and declare that
Owen James Thomas, Resident Officer, Tauranga,
Gerald Percival Day, Field Supervisor, Hamilton,
James Cameron Fraser, Housing Officer, Rotorua,
Maurice Joseph Leonard O'Connor, Field Supervisor, Wairoa,
being officers in the service of the Crown employed by the Department of Maori Affairs, in the positions set out opposite their respective names, are authorized to attest, in accordance with the provisions of the said section 268, the signatures of Maoris to instruments of alienation of Maori land.
As witness the hand of His Excellency the Governor-General, this 20th day of March 1954.

Officers Authorized to Attest Signatures of Maoris to Instruments Under the Chattels Transfer Act 1924

PURSUANT to section 547 of the Maori Land Act 1931, I, Lieutenant-General Sir Charles Willoughby Moke Norrie, the Governor-General of New Zealand, hereby notify and declare that

James Cameron Fraser, Housing Officer, Rotorua,
Maurice Joseph Leonard O'Connor, Field Supervisor, Wairoa,

Varying a Notice Authorizing Officers to Attest Signatures of Maoris to Instruments of Alienation

PURSUANT to section 268 of the Maori Land Act 1931, I, Lieutenant-General Sir Charles Willoughby Moke Norrie, the Governor-General of New Zealand, do hereby vary the several notices published in the Gazette on the dates and at the pages mentioned in the First Column of the Schedule hereto authorizing certain officers in the Service of the Crown to attest the signatures of Maoris to instruments of alienation of Maori land, by deleting therefrom the names of the officers shown in the Second Column of the said Schedule.
