Appointments in the Public Service

THE Public Service Commission has made the following
appointments in the Public Service:

Alban Whitaker
to be Clerk of the Licensing Committee for the District of
Hurunui for the purposes of the Licensing Act 1908 on and
from the 6th day of January 1953.

Denis Rowland Albert Wombwell
to be Registrar of the Magistrate's Court at Wataroa for the
purposes of the Magistrates' Courts Act 1947 and Maintenance
Officer of the Magistrate's Court at Wataroa for the purposes
of the Destitute Persons Amendment Act 1926 on and from
the 15th day of January 1953.

Walter Haymes
to be Maintenance Officer at the Magistrate's Court, Ashburton,
for the purposes of the Destitute Persons Amendment Act 1926
on and from 22nd day of January 1953.

The New Zealand Institute of Architects Amending
Regulations 1952

PURSUANT to section 21 of the New Zealand Institute of
Architects Act 1913, the New Zealand Institute of
Architects doth hereby make the following regulations.

  1. These regulations may be cited as the New Zealand
    Institute of Architects Amending Regulations 1952, and shall
    be read together with and form part of the regulations made
    by the Institute and published in the New Zealand Gazette on
    the 25th day of November 1937, at page 2569 (which may be
    cited as the New Zealand Institute of Architects Regulations
    1937, and are hereinafter referred to as the principal regu-
    lations).

  2. Regulation 95 of the principal regulations is amended
    by the addition to the first paragraph of the words "and in
    addition one member shall be appointed by the Committee of
    Architectural Education".

  3. Regulation 96 of the principal regulations is amended
    by the addition after the word "Institute" in the first
    sentence of the words "a representative from each recognized
    School of Architecture of the University of New Zealand".

  4. Clause (f) of Appendix K of the principal regulations
    is revoked, and the following substituted:

"That the fees of another consultant or consultants, if
any, retained for any part of the work at the request or
instructions of the client, are not included in the architect's
usual charge, but shall be paid by the client. However, where
a consulting architect is employed in the work, his fees shall
be decided by mutual arrangement."

  1. Clause 1 of Section I of Appendix K of the principal
    regulations is revoked, and the following substituted:

"For taking the client's instructions, preparing prelimin-
ary studies for consideration and discussion, preparing
working drawings of the completed design and specifications,
obtaining tenders, advising on tenders, and preparing the
contract, selecting and instructing consultants (if any), fur-
nishing the contractor with such copies of the drawings and
specifications, and such other details as are necessary for the
proper carrying out of the works, furnishing copies as
required to the principal local or other authorities for building
permits, general supervision as above defined, and issuing
certificates of payment, the minimum charge in respect of
new works is to be a percentage on the total cost of the
completed work according to the following scale:

"For all new residential buildings not exceeding two
dwelling units and all new work based on light
timber construction--

"On cost up to £2,000 10 per cent on cost up to
£200 graduated to 6.6
per cent at £2,000, in
accordance with
Schedule hereunder:

  1. Clause 2 of Appendix K of the principal regulations
    is revoked, and the following substituted:

"If the project or part of it be abandoned or the
services of the architect cease or are dispensed with before a
contract is entered into or any order given, the minimum
charges are as follows:

"(a) For taking the client's instructions, preparing pre-
liminary studies for consideration and discussion
and all incidental preliminary services fully
developed ready for immediate preparation of
final working drawings and specifications, one-
fifth of the scale charges for complete services
set out in clause 1 above on a reasonable
estimated cost of the work. Provided that for
any lesser part of the fully developed prelimin-
ary services as set out in (a) above, the fee
may be based on quantum meruit and bearing
an appropriate ratio to the one-fifth of the scale
charges provided for above.
