Notice to Make Returns of Income Under the Land and Income Tax Act 1923 and Amendments

NOTICE is hereby given that returns of income for the year ended 31 March 1953 are required from:-

(a) All companies, all persons in business (including farming), and all trustees, executors, and administrators, irrespective of whether a profit or loss has been made; and
(b) All other persons who derived during the year income from salary, wages, interest, rent, annuity, dividend, or other sources, where the total income so derived exceeded £300.

Such returns are required to be delivered or forwarded to the district office of the Taxes Division, Inland Revenue Department where the taxpayer's records are filed-

Not later than 7 July 1953 where returns are for a year ended on any day falling in the period 1 October 1952 to 7 May 1953 inclusive; and Within two months of balance date where returns are for a year ending on any day falling in the period 8 May to 30 September 1953 inclusive.

The forms for making returns of income for income-tax purposes and declarations of income other than salary or wages for social security charge purposes have been combined except in the case of companies. Persons required to furnish a return of income automatically furnish a declaration of income other than salary or wages by furnishing the combined return and declaration form.

A declaration of income other than salary or wages must be furnished on a separate '£300 and Under Form' by every person in receipt of income other than salary or wages not required to furnish a return of income.

Social Security charge is payable in one sum or in equal instalments due on 1 June and 1 November 1953. A penalty of 10 per cent accrues on the amount of each instalment unpaid after 7 July and 7 December 1953, as the case may be. The initial payment must accompany the form on which the declaration of income other than salary or wages is made-i.e., the combined return and declaration form, the '£300 and Under Form,' or the 'Provisional Declaration' (see below), whichever is appropriate. Payment may be made, direct or by mail, at any office of the Taxes Division, Inland Revenue Department, or at any money-order post office.

Special provision has been made for persons whose income is principally or exclusively income other than salary or wages who have found it not practicable to prepare by 7 July 1953 such accounts as may be necessary to show the income derived during the year ended 31 March 1953 (or other approved balance date). Provided that the special 'Provisional Declaration' form (I.R.-5B) is completed and payment of the June 1953 instalment of social security charge is made not later than 7 July 1953 on the basis of the 1952 income, the 1953 combined return of income and declaration of income other than salary or wages must be furnished on or before 1 September 1953, or within two months after balance date, whichever is the later, and any underpayment of the June 1953 instalment of social security charge adjusted.

All forms are available at any district office of the Taxes Division, Inland Revenue Department, and forms other than these for companies are available at all post offices. Any person (including a company) failing to furnish a return of income within the prescribed time is liable to a fine of up to £100.

F. G. OBORN, Commissioner of Inland Revenue.

15 April 1953.
