Lieutenant Commander Karl Henry John Lynch Phibbs, R.N., entered in the Royal New Zealand Navy in the rank of Lieutenant Commander (Short Service Commission) with seniority of 16th October, 1941, and appointed H.M.N.Z.S. “Philomel”, additional, to date 5th March, 1951.

The Reverend Selwyn David Eden Dunningham, M.A., L.Th., entered in the Royal New Zealand Navy, to date 26th February, 1951, in the rank of Probationary Chaplain, with seniority of 26th February, 1951, and appointed H.M.N.Z.S. “Philomel”, additional, to date 26th February, 1951.
