At the Government Buildings at Wellington, this 10th day of April 1951
Present:
THE RIGHT HON. S. G. HOLLAND PRESIDING IN COUNCIL
PURSUANT to the powers vested in him by section 6 of the Housing Amendment Act, 1940, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council, doth hereby order and declare that the access-way described in the Schedule hereto shall, on and after the date of this Order in Council, vest in the Mayor, Councillors, and Citizens of the City of Christchurch and be under the control and management of the Christchurch City Council.
SCHEDULE
APPROXIMATE area of the access-way dealt with: 5·4 perches. Being Lot 151, D.P. 14735, and being part Rural Section 41.
Situated in the City of Christchurch, and being part of the land comprised and described in Certificate of Title, Volume 492, folio 280 (Canterbury Land Registry).

PURSUANT to section 112 of the Public Works Act, 1928, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council, doth hereby order and declare that the portion of road described in the Schedule hereto shall, on and after the date of this Order in Council, become county road.
SCHEDULE
ALL that portion of road in the Wellington Land District, Manawatu County, known as the Awahuri Farm Settlement (Highden) Road, commencing at its junction with Taipo Road and proceeding thence in a northerly direction generally for a distance of 73 chains, more or less, adjoining Sections 611, 612, 609, 610, 607, 608, 605, 606, and 604, Township of Carnarvon (part of Awahuri Farm Settlement), situated in Block I, Kairanga Survey District.
As the same is more particularly delineated on the plan marked P.W.D. 133838, deposited in the office of the Minister of Works at Wellington, and thereon coloured red.

Conferring on Levels County Council Certain Powers of Borough Councils With Respect to Drainage and Sanitation

IN pursuance of the power and authority vested in him in that behalf by section 182 of the Counties Act, 1920, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, doth hereby confer on the Levels County Council all the powers with respect to drainage and sanitation exercisable by a duly constituted Borough Council under section 91, Part XIX, and section 346 of the Municipal Corporations Act, 1933, but subject to the restriction that such powers shall be exercisable only over that portion of the County of Levels described in the Schedule hereto.

ALL that area in the County of Levels containing 20 acres, more or less, and being Rural Section 4319, Block X, Arowhenua Survey District.

Consenting to the Raising of a Loan of £10,000 by the Wairoa County Council and Prescribing the Conditions Thereof

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL
WHEREAS by Order in Council made on the 23rd day of January, 1951, and subject to the determinations as to borrowing and repayment therein set out, consent was given to the raising by the Wairoa County Council (hereinafter called the said local authority) of a loan of two thousand four hundred pounds (£2,400) to be known as “Housing Loan, 1950,” for the purpose of purchasing a house for a Council employee:
And whereas the authority conferred by the said Order in Council has not yet been exercised:
And whereas the said local authority, being desirous of raising a further loan of seven thousand six hundred pounds (£7,600) for the purpose of purchasing land, erecting houses, and making alterations to a house at Waimana, has complied with the provisions of the Local Government Loans Board Act, 1926 (hereinafter called the said Act):
And whereas the said local authority is desirous of raising the said amounts of two thousand four hundred pounds (£2,400) and seven thousand six hundred pounds (£7,600) in one sum of ten thousand pounds (£10,000) to be known as “Housing Loans Amalgamated Loan, 1951” (hereinafter called the said loan), and it is expedient to authorize the said local authority to raise the said loan on the conditions hereinafter set out:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by section 11 of the said Act, as set out in section 29 of the Finance Act, 1932 (No. 2), and of all other powers and authorities enabling him in this behalf, doth hereby consent to the raising in New Zealand by the said local authority of the said loan up to an amount of ten thousand pounds (£10,000) for the purpose of purchasing land, erecting houses, making alterations to a house at Waimana, and purchasing a house for a Council employee, and in giving such consent doth hereby determine as follows:—
(1) The term for which the said loan or any part thereof may be raised shall not exceed twenty (20) years.
(2) The rate of interest that may be paid in respect of the said loan or any part thereof shall be such as shall not produce to the lender or lenders a rate or rates exceeding three pounds five shillings (£3 5s.) per centum per annum.
(3) The said loan or any part thereof, together with interest thereon, shall be repaid by equal aggregate annual or half-yearly instalments extending over the term as determined in (1) above.
(4) The payment of such instalments shall be made in New Zealand and no instalments shall be paid out of loan-moneys.
(5) The rate payable for brokerage, underwriting, and procuration fees in respect of the raising of the said loan or any part thereof shall not in the aggregate exceed one-half per centum of any amount raised.
(6) No moneys shall be borrowed under this consent after the expiration of two years from the date hereof.
