Electric-power Board's Loan of £60,000 and prescribing the
Conditions thereof

THE RIGHT HON. P. FRASER PRESIDING IN COUNCIL
WHEREAS the Bay of Islands Electric-power Board (hereinafter called the said local authority), being desirous of raising a loan of sixty thousand pounds (£60,000), to be known as “Reticulation Extension Loan, No. 3, 1947” (hereinafter called the said loan), for the purpose of providing additional moneys for the further reticulation of the Board's district, has complied with the provisions of the Local Government Loans Board Act, 1926 (hereinafter called the said Act):
And whereas the said local authority is arranging to raise a portion thereof amounting to twenty thousand pounds (£20,000) (hereinafter called the said sum), and it is expedient that the precedent consent of the Governor-General in Council, as required by the said Act, should be given to the raising of the said sum:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by section eleven of the said Act, as set out in section twenty-nine of the Finance Act, 1932 (No. 2), and of all other powers and authorities enabling him in this behalf, doth hereby consent to the raising in New Zealand by the said local authority of the said sum for the said purpose up to the amount of twenty thousand pounds (£20,000), and in giving such consent doth hereby determine as follows:—
(1) The term for which the said sum or any part thereof may be raised shall not exceed twenty-five (25) years.
(2) The rate of interest that may be paid in respect of the said sum or any part thereof shall be such as shall not produce to the lender or lenders a rate or rates exceeding three pounds five shillings (£3 5s.) per centum per annum.
(3) The said sum or any part thereof shall be repaid by equal half-yearly instalments of principal extending over the term as determined in (1) above.
(4) The payment of interest and principal in respect of the said sum shall be made in New Zealand.
(5) No amount payable either as interest or as principal in respect of the said sum shall be paid out of loan-money.
(6) The rate for brokerage, underwriting, and procurement fees in respect of the raising of the said sum or any part thereof shall not in the aggregate exceed one-half per centum of any amount raised.
(7) No moneys shall be borrowed under this consent after the expiration of two years from the date hereof.

PURSUANT to the Public Works Act, 1928, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the land described in the Schedule hereto being taken for housing purposes.

THE RIGHT HON. P. FRASER PRESIDING IN COUNCIL
PURSUANT to the Soil Conservation and Rivers Control Act, 1941, and to section twenty of the Local Government Commission Act, 1946, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby constitute and declare the parts of New Zealand described in the Schedule hereto a catchment district under the said Acts as from the twenty-fourth day of March, one thousand nine hundred and forty-eight, and doth hereby assign to such catchment district the name “The Otago Catchment District.”
SCHEDULE
ALL that area in the Otago and Southland Land Districts, comprising the City of Dunedin, the boroughs of Oamaru, Port Chalmers, West Harbour, St. Kilda, Green Island, Mosgiel, Milton, Balclutha, Lawrence, Roxburgh, Alexandra, Cromwell, Queenstown, Naseby, Palmerston, Waikouaiti, Arrowtown, Hampden, Kaitangata, and Tapanui, the counties of Tuapeka, Vincent, Bruce, Taieri, Maniototo, Waihemo, Waikouaiti, Peninsula, and parts of the counties of Waitaki, Clutha, Lake, and Southland: Commencing on the sea-coast at the south-eastern corner of Block I, Waikawa Survey District; thence northerly along the eastern boundaries of Blocks I and XVII of said Waikawa Survey District to the north-east corner of Section 17, said Block XVII; thence north-westerly and northerly along the north-eastern and eastern boundaries of Sections 17, 16, 15, 23, said Block XVII, to the Waikara-Catlin's Main Road; thence westerly along that road, to and northerly along the eastern boundary of Section 31, to and easterly along a public road, to and northerly along the eastern boundary of Section 10, Block VI, to and south-easterly along a public road, to and northerly along the eastern boundary of Block XIV aforesaid, Waikawa Survey District, to and along the southern boundary of Block XI, Rimu Survey District, to Trig. H; thence north-westerly by straight lines through Trig. Q to Trig. EE on the Clutha County boundary in Block XIV, Mokoreta Survey District; thence northerly and easterly by the said Clutha County boundary, as described in New Zealand Gazette, 1947, page 1928, to a point in line with the eastern boundary of Block XII, Kuriwao Survey District; thence northerly by a straight line, to and along the said eastern boundary of Block XII to a point in line with the south-western boundary of Section 6, Block VI, Slopedown Survey District; thence north-westerly along a straight line, to and along the said south-western boundary of Section 6, and along a straight line to Trig. A; thence along a right line to Trig. GG, Mount Wendon; thence along a right line to Trig. K, Black Umbrella, on the Southland County boundary; thence north-easterly and north-westerly along the south-eastern and northern boundaries of Southland County, as described in New Zealand Gazette, 1946, page 375, to Trig. G, Blocks I and VIII, Kingston Survey District; thence along a right line to Trig. L, Block V aforesaid, Kingston Survey District; thence along a right line to Mount Dick; thence south-westerly along a right line to Symmetry Peaks; thence by a right line to Eyre Peak on the aforesaid Southland County boundary; thence towards the south-west by that boundary to Hummock Peak; thence north-westerly along the Wallace County boundary, as described in New Zealand Gazette, 1938, page 1767, to Round Peaks; thence north-westerly
