The Clothing Rationing Coupon Notice 1947

PURSUANT to the Rationing Emergency Regulations 1942,* the Rationing Controller hereby gives the following directions:—

  1. This notice may be cited as the Clothing Rationing Coupon Notice 1947.

  2. The Clothing Rationing Coupon Notice 1944 (Gazette, 8th June, 1944, Vol. II, page 698) is amended as follows:—

(a) That part of the Second Schedule relating to items described as “Full-length hosiery” is revoked and the following substituted:—

Description. Coupons required.
“Full-length hosiery
“Fully fashioned of nylon, silk, art silk, or any mixture thereof, per pair (“X” coupon) 1
“Fully fashioned of nylon, silk, art silk, or any mixture thereof (manufacturers’ seconds), per pair 2
“Fully fashioned of nylon, silk, art silk, or any mixture thereof (black), per pair 2
“Fully fashioned of lisle, cashmere, or silk and wool, per pair 2
“Circular, or mock fashioned, per pair 1”

(b) The Fourth Schedule is revoked and the following substituted:—

“AVAILABILITY OF COUPONS

Class of Coupon. Goods for which available.
Clothing and wool coupons in the 2nd, 3rd, 4th, and 5th series ration books and in the 6th series supplementary ration books. Clothing coupons Nos. 47 to 69 in the 6th series ration books. Supplementary clothing coupons All clothing, footwear, household linen, knitting yarn, and fabric cloth included in the Second Schedule except women’s full-length hosiery fully fashioned of nylon, silk, art silk, or any mixture thereof (other than black and manufacturers’ seconds).
“X” coupons Nos. 301 and 302 Women’s full-length hosiery, fully fashioned, of nylon, silk, art silk, or any mixture thereof (other than black or manufacturers’ seconds).
Industrial clothing coupons Working clothing.
Household linen coupons in the 3rd, 4th, and 5th series ration books Household linen, including infant linen.
Household linen coupons Nos. 7 to 9 in the 6th series ration books
Supplementary household linen coupons
Infant linen coupons Infant linen (pram and cot sheets, pillowcases, blankets and quilts, and other baby linen materials).”
  1. Notwithstanding anything in this notice, each half of “X” coupon No. 302 is available for the supply of one pair of fully fashioned stockings of nylon, silk, art silk, or any mixture thereof.

Notice postponing the Date of the coming into Force of the Prohibition of Sale (Control of Prices) Notice 1947, No. 2 (Furs, Fur Coats, Fur Capes, and all Skins used in the Manufacture thereof)

PURSUANT to the powers conferred on it by the Control of Prices Emergency Regulations 1939, Amendment No. 3,* the Price Tribunal doth hereby give notice as follows:—

The Prohibition of Sale (Control of Prices) Notice 1947, No. 2†, is hereby amended by omitting from clause 2 thereof the word “June,” and substituting the word “August.”

Price Order No. 697 (Mutton-birds)

PURSUANT to the powers conferred on it by the Control of Prices Emergency Regulations 1939,* the Price Tribunal, acting with the authority of the Minister of Industries and Commerce, doth hereby make the following Price Order:—

PRELIMINARY

  1. This Order may be cited as Price Order No. 697, and shall come into force on the 22nd day of May, 1947.

  2. (1) Price Order No. 357† is hereby revoked.

(2) The revocation of the said Order shall not affect the liability of any person for any offence in relation thereto committed before the coming into force of this Order.

  1. In this Order—

“Birder” means a person who catches mutton-birds, and no birder shall for the purposes of this Order be deemed to be either a wholesaler or a retailer:

“Mutton-bird” means a bird of the species Puffinus griseus.

APPLICATION OF THIS ORDER

  1. This Order applies with respect to all mutton-birds sold for consumption in New Zealand.

FIXING MAXIMUM PRICES FOR MUTTON-BIRDS

Birders’ Prices

  1. (1) Subject to the provisions of clause 8 hereof and to the following provisions of this clause, the maximum price that may be charged or received by any birder for any mutton-birds to which this Order applies when sold to any person whomsoever shall be 1s. 6d. per bird.

(2) The maximum price fixed by the last preceding subclause is fixed as for delivery free at any point from place of capture of the birds up to and including the wharf at Bluff.

(3) Where delivery is effected beyond the wharf at Bluff the maximum price fixed by subclause (1) hereof may be increased by the proportionate amount of any freight charges incurred from wharf at Bluff in effecting delivery, being no more in any case than the charges that would have been incurred had delivery been effected by a common carrier at current freight rates.

Wholesalers’ Prices

  1. Subject to the provisions of clause 8 hereof, the maximum price that may be charged or received by any wholesaler for any mutton-birds shall be determined as follows:—

(a) Where the wholesaler’s place of business is situate in Stewart Island, the boroughs of Bluff or South Invercargill, or the City of Invercargill, the maximum price shall be 1s. 8d. per bird:

(b) Where the wholesaler’s place of business is situate elsewhere than in one of the localities specified in paragraph (a) hereof, the maximum price shall be the appropriate retail price fixed for the locality where the wholesaler’s place of business is situate reduced by 3d.

Retailers’ Prices

  1. Subject to the provisions of clause 8 hereof, the maximum price that may be charged or received by any retailer for any mutton-birds shall be determined as follows:—
Where the Retailer’s Place of Business is situate in— Maximum Retail Price per Bird.
(a) Stewart Island, the boroughs of Bluff or South Invercargill, or the City of Invercargill 2 0
(b) Elsewhere in the Southland Land District 2 1
(c) The Otago Land District or the Canterbury Provincial District 2 2
(d) The Westland, Nelson, Marlborough, or Wellington Provincial District 2 3
(e) The Hawke’s Bay or Taranaki Provincial District 2 4
(f) The Auckland Provincial District 2 5

PROVISION FOR INCREASE IN PRICE WHERE MUTTON-BIRDS ARE SMOKED OR COOKED

  1. Where any mutton-birds to which this Order applies are smoked or cooked by any birder, wholesaler, or retailer, the appropriate maximum prices fixed in accordance with the foregoing provisions of this Order may be increased as follows:—

For smoked mutton-birds: By 3d. per bird.

For cooked mutton-birds: By 2d. per bird.

For smoked and cooked mutton-birds: By 5d. per bird.

PROVISION FOR SPECIAL PRICES WHERE EXTRAORDINARY CHARGES INCURRED

  1. Notwithstanding anything in the foregoing provisions of this Order and subject to such conditions, if any, as it thinks fit, the Tribunal, on application by any wholesaler or retailer, may authorize special maximum prices in respect of any mutton-birds where for any reason extraordinary charges (freight or otherwise) are incurred by the wholesaler or retailer. Any authority given by the Tribunal under this clause may apply with respect to a specified lot or consignment of mutton-birds, or may relate generally to all mutton-birds sold by the wholesaler or retailer while the approval remains in force.

DUTY IMPOSED ON RETAILERS

  1. Every retailer who offers or exposes for sale in any shop any mutton-birds shall keep in a prominent position in such proximity to the mutton-birds as to be obviously descriptive thereof a ticket, placard, or label on which shall be stated in legible and prominent characters the retail price per bird.
