Notice of a Scheme of Development and Reconstruction in Northland

PURSUANT to subsection (2) of section 29 of the Finance Act (No. 3), 1944, I, Robert Semple, the Minister of Works, hereby give notice of the nature of the work to be included in the scheme of development and reconstruction described in the First Schedule hereto, and that the approximate boundaries of the area hereby affected are as described in the Second Schedule hereto, such area being hereinafter referred to as “the area.” This notice shall remain in force until the 30th day of September, 1956.

FIRST SCHEDULE
NATURE OF WORK

THE improvement of the lands and the development of the area for industrial, commercial, residential, and recreational purposes, including, in particular, the provision of :—

  1. Land Development

(1) Land improvement and development works generally, including the acquisition of suitable blocks of land, clearing, subdivision, fencing, provision of houses, buildings, water-supply, access, and amenities.

(2) The establishment of a grasslands research station under the Department of Scientific and Industrial Research at Kaikohe.

(3) Soil-conservation and river-control works and land drainage and reclamation throughout the area, including the following major works :—

(a) Works for the control of flood-waters and prevention of erosion and flooding, in particular in the basins of the various rivers in the area :

(b) Works for the improvement of the drainage of low-lying areas, the most important being the Mititai-Awakino Point; Kaikino, Big Flat, Waihuahua, Motutangi, Kaitaia, Hikurangi, Motatau, Maromaku and Kawakawa Swamps, and Ruawai Flats.

(4) Afforestation: The development and expansion of forests generally within the area, with improved facilities for culture, control, protection, and utilization, particularly at Herekino, Mangonui, Omahuta, Puketi, Warawara, Waipoua, Puhipuhi, Waitangi Endowment, Russell, and Glenbervie, and on Native lands, including Pakohu Block, Parengarenga, Motatu, Pouto, Kamiti, and Taumatauriwi, and establishment of a Forest Ranger at Kaikohe.

(5) Reclamation works, including, in particular, portions of the Whangarei Harbour and sand-dune reclamation and stabilization at Kaitaia, Te Kao, Pouto, Kahakaharoa, and Karikari.

(6) Development of Native holdings by the provision of lime works, farm improvements, new access roading.

(7) Acquisition, planting, and regeneration of deteriorated and eroded lands throughout the area, and the protection of bush-clad lands by the establishment of firebreaks and other means of control.

  1. Industrial

(1) The establishment of industrial areas and the provision and development of sites and buildings for industries, particularly at Whangarei and at various Native centres.

(2) Modernization of the Whangarei Abattoirs.

(3) Establishment of plant depot and workshop for the Public Works Department at Whangarei.

(4) The establishment, development, and improvement of industry on lands drained or otherwise reclaimed, stabilized, or regenerated.

(5) Development and improvement of coal-mines and other extractive industries within the area.

  1. Commercial

(1) The establishment of commercial areas, and the provision and development of sites and buildings for commerce in conjunction with residential and industrial areas.

(2) The provision of accommodation and other facilities for tourist and holiday traffic generally within the area.

(3) Provision of accommodation at Whangarei for the State Fire and State Advances Departments.

  1. Communications

(1) Improvement of radio, telegraph, telephone, and postal services throughout the area, including new chief post-office at Whangarei, new post-offices at Awanui, Kohukohu, Ohaeawai, and Whangarei North; new post-offices and quarters at Matakana and Russell; additions and alterations at Kerikeri Central, Maungakaramea, Moerewa, Paparoa, and Warkworth, and store garages at Kaitaia and Warkworth.

(2) Arterial and Local Access: Improvements and extensions of existing and provision of new arterial and local access generally throughout the area, including, particularly, the following main works :—

(a) Realignment, with deviations where necessary, reconstruction, metalling, and sealing of the named sections on the following main routes, with renewals and replacements, where necessary, of bridges :—

(i) Whangarei–Awanui, Whangarei–Dargaville, Dargaville–Maungaturoto, Whangarei–Maungaturoto, and Birkenhead–Maungaturoto :

(ii) Blackbridge–Paihia, Pakaraka–Awanui, Dargaville–Kaihu, Kaikohe–Maungatapere, Kaikohe–Donnelly’s Crossing, Okaihau–Horeke, Kaitaia–Motukaraka, Wainui Junction–Ahipara, Pamapuria–Oruru, Waipapakauri–Awanui, Waimamaku–Ohaeawai, Whangarei–Tamaterau, Kaukapakapa–Port Albert, Te Hana–Tomorata, Whangarei–Kiripaka, Paparoa–Paparoa Railway, Oakleigh–Paparoa, Mangawai–Tomorata, Dargaville–Tikinui, Tauhoa–Warkworth, Port Albert–Wellsford, Warkworth–Leigh.

(b) Formation and metalling of through roads and settlers’ access roads, improvements of existing roads and replacement of bridges, where necessary, in the counties of Rodney, Otamatea, Whangarei, Hobson, Bay of Islands, Hokianga, Whangaroa, and Mangonui, including the following new roads: Taipuha–Millbrook, Waikare–Russell, Manakau Block, Bell’s Road–Gills’ Road, Paparore Settlement, and Sweetwater–Ahipara; the reopening and reconstruction of Takahue–Broadwood and Fern Flat–Oruru, and the reconstruction of Ararua, Kawakawa–Taumarere, Te Kao–Te Paki, and Te Kao–Bluff Roads :

(c) Improvement of streets and provision of new streets in Whangarei and in other boroughs and townships throughout the area, with the replacement of bridges and provision of new bridges.
