With reference to Viscount Addison’s despatch Circular C. No. 15 dated the 15th October, 1945, I have the honour to transmit the accompanying copies of a circular issued by the Nobel Committee of the Norwegian Parliament regarding nominations for the Nobel Peace Prize for 1947.
- It would be appreciated if the conditions of the prize could be made known to those bodies and persons who are qualified to nominate candidates.

NOBEL PEACE PRIZE
ALL proposals of candidates for the Nobel Peace Prize, which is to be distributed December 10th, 1947, must, in order to be taken into consideration, be laid before the Nobel Committee of the Norwegian Parliament by a duly qualified person before the first of February of the same year.
Any one of the following persons is held to be duly qualified: (a) Members and late members of the Nobel Committee of the Norwegian Parliament, as well as the advisers appointed at the Norwegian Nobel Institute; (b) Members of Parliament and Members of Government of the different States, as well as Members of the Interparliamentary Union; (c) Members of the International Arbitration Court at the Hague; (d) Members of the Council of the International Peace Bureau; (e) Members and Associates of the Institute of International Law; (f) University professors of Political Science and of Law, of History and of Philosophy; and (g) persons who have received the Nobel Peace Prize.
The Nobel Peace Prize may also be accorded to institutions or associations.
According to the Code of Statutes, § 8, the grounds upon which any proposal is made must be stated and handed in along with such papers and other documents as may therein be referred to.
According to § 3, every written work, to qualify for a prize, must have appeared in print.
For particulars, qualified persons are requested to apply to the Office of the Nobel Committee of the Norwegian Parliament, Drammensvei 19, Oslo.
Exemption Order under the Motor-drivers Regulations 1940
PURSUANT to the Motor-drivers Regulations 1940,* the Minister of Transport doth hereby order and declare that the provisions of clause (1) of Regulation 7 of the said regulations, so far as they relate to the driving of heavy trade motors, shall not apply to the person hereinafter mentioned, but in lieu thereof the following provision shall apply:—
A motor-driver’s license issued under the Motor-drivers Regulations 1940 to the person described in Column 1 of the Schedule hereunder may authorize him to drive a heavy trade motor in the course of his employment on a farm or market-garden of the respective employer described in Column 2 of the said Schedule, but shall not authorize him, while he is under the age of eighteen years, to drive a heavy trade motor for any other purpose.

Revoking a Warrant excluding Streets from Limitation as to Speed imposed by the Motor-vehicles Amendment Act, 1936, Section 3
IN terms of section 3 of the Motor-vehicles Amendment Act, 1936, and all other powers enabling him in that behalf, the Minister of Transport doth hereby revoke that portion of the Warrant dated the 25th day of February, 1938, and published in the New Zealand Gazette No. 15 of the 3rd day of March, 1938, at page 403, in so far as it applies to the streets described in the Schedule hereto.

SITUATED within Alexandra Borough—
Clarksville-Springvale Main Highway No. 127 (all that portion from its junction with Ngapara Street to the north-eastern boundary of Alexandra Borough, as now constituted, a distance of approximately 14 chains).
Alexandra-Clyde Main Highway No. 152 (all that portion from the bridge over the water-race to the north-western boundary of Alexandra Borough, as now constituted, a distance of approximately 18 chains).

The Servicemen’s Settlement and Land Sales Act, 1943.—Notice declaring Land taken for the Settlement of Discharged Servicemen
WHEREAS, pursuant to section 24 of the Servicemen’s Settlement and Land Sales Act, 1943, notice was given of the intention of the Minister of Lands to take under Part II of the said Act the lands described in the Schedule hereto, and a copy of the said notice was published in the New Zealand Gazette on the 12th day of September, 1946, at page 1249:
And whereas no objection was made in manner prescribed by the said Act to the taking of the lands specified in the said notice:
And whereas the said lands are not the lands of any serviceman who is for the time being serving outside New Zealand in any of His Majesty’s Forces or in any British ship:
Now, therefore, the Minister of Lands, acting in pursuance of section 27 of the said Act, doth hereby declare that the said lands are taken for the settlement of discharged servicemen, and hereby specifies the 30th day of October, 1946, as the date on which the said lands shall be deemed to be vested in His Majesty the King.
SCHEDULE
CANTERBURY LAND DISTRICT
ALL that parcel of land containing one thousand and seventeen (1,017) acres two (2) roods and thirty-four (34) perches, more or less, being Lots 7, 8, and 9 on plan deposited in the Land Registry Office at Christchurch as No. 1996, and being Rural Sections 20652, 26732, 26556, 26780, and part Rural Sections 20649, 20919, 26548, and 26733, situated in Blocks III and IV, Spaxton Survey District, being all the land comprised in certificate of title, Vol. 216, folio 94 (Canterbury Registry), together with a right-of-way created by Transfer 66679 over Lot 5A on the plan deposited as aforesaid as No. 1996.

The Servicemen’s Settlement and Land Sales Act, 1943.—Notice declaring Land taken for the Settlement of a Discharged Serviceman
WHEREAS an application has been made for the consent of the Land Sales Court to a transaction which relates to the land described in the Schedule hereto and to which Part III of the Servicemen’s Settlement and Land Sales Act, 1943, applies:
And whereas the Land Sales Committee to which the application has been referred is of opinion that the land to which the application relates is farm land suitable for the settlement of a discharged serviceman:
And whereas the said committee, not being satisfied that the Crown had decided not to acquire or arrange for the acquisition of the land, did on the 19th day of September, 1946, make an order determining the basic value of the land and no appeal from the said order was made within the time prescribed by the said Act or within any further time allowed by the Court:
And whereas the said land is not the land of any serviceman who is for the time being serving outside New Zealand in any of His Majesty’s Forces or in any British ship:
Now, therefore, the Minister of Lands, acting in pursuance of section 51 of the said Act, doth hereby declare that the said land is taken for the settlement of a discharged serviceman, and hereby specifies the 4th day of November, 1946, as the date on which the said land shall be deemed to be vested in His Majesty the King.
SCHEDULE
CANTERBURY LAND DISTRICT
ALL that parcel of land containing four (4) acres two (2) roods and twenty-three (23) perches, more or less, situated in Block III, Waitaki Survey District, being Lot 6 on plan deposited in the Land Registry Office at Christchurch as No. 3939, Berendsen Settlement, and being part of Rural Section 8345, and being the whole of the land comprised in certificate of title, Vol. 462, folio 54 (Canterbury Registry).
