(c) Improvement of streets and provision of new streets and
the replacement of bridges and provision of new bridges,
including, in particular :—
(i) In Blenheim Borough : Improvement and ex-
tension of Nelson Street, involving realignment of a
bend in Omaka River, renewal of High Street and School
Bridges over the Omaka River :
(ii) In Tahunanui and Takaka Town Districts and
in the Boroughs of Richmond and Motueka : General
street improvements :
(iii) In Nelson City : Piping the ditch in St. Vincent
Street, kerbing and channelling of city streets generally,
provision of a new bus terminal and building, and the
completion of the Scenic Road along Queen’s Drive :
(iv) In Picton Borough : Improvement of Waikawa
Road and the extension of Marine Parade.
(3) Railways : Improved rail facilities for all classes of traffic,
including linking the Nelson Section of the Nelson-Inangahua
Railway with the South Island Main Line and Branches and the
provision of a new goods yard at Blenheim.
(4) Airways : The improvement of airfields, airports, and other
facilities for civil aviation, including, in particular, the following :—
(i) Improvement of Nelson Airport :
(ii) New airport near Blenheim on the adaptation of R.N.Z.A.F.
Station, Woodbourne, for this purpose :
(iii) Improvement of airfields at Motueka, Takaka, Grassmere,
and Clarence River, and provision of new airfield at
Tadmor :
(iv) Provision of airparks for club and private aviation through-
out the area.
(5) Harbours :—
(a) At Nelson : Deepening the channel, reclamation works,
new mole and retaining-wall, wharf extension and im-
provements, provision of administration building, wharf
sheds, and workshop :
(b) At Picton : New launch wharves and works on the fore-
shore :
(c) At Havelock : Improvement of the wharf and channel
and reclamation of Saltmarsh :
(d) Improvement of coastal port facilities at Motueka, Onekaka,
Takaka, and Westhaven :
(e) Provision of canal access from Queen Charlotte Sound to
Pelorus Sound.
(6) Road Transport : Additional facilities for transport of
passengers and goods generally within the area.
- UTILITIES
(1) Electricity-supply : Additional generating and substations,
transmission-lines, and reticulation, and supply of electricity within
the area generally, and in particular—
(a) The extension of the Cobb River Hydro-electric Station,
including provision for storage of the waters of the
Cobb River :
(b) A new generating station on the Mangles River, using
waters of Lake Rotoroa and Lake Rotoiti :
(c) The construction of additional transmission-lines from the
Cobb Hydro-electric Station to Stoke, and of new lines
from Stoke to the West Coast via Tophouse, Murchison,
and Inangahua, and from Tophouse to Blenheim :
(d) The extension of the substation at Stoke, and the extension
of other power transmission-lines and substation facilities
in the area :
(e) The extension of facilities for the distribution of electricity
throughout the area, including, in particular, the reticu-
lation of the central area of the Waimea Electric-power
District and of the Rai Valley, Upper Takaka, and
Collingwood areas, the changeover of power-supply in
Picton from direct to alternating current, and the
provision of new transmission-lines from Stoke to Rich-
mond, from Stoke to Nelson, and from Blenheim to
Picton.
(2) Water-supply, Sewerage, Storm-water, Drainage, and Gas :
New and additional works in various parts of the area, including—
(i) At Blenheim : Improvements and extension to the
sewerage and storm-water systems, water-supply
system, and gasworks :
(ii) At Picton : Improvements of the borough water-supply
system :
(iii) At Stoke, Murchison, and Takaka : Installation of
water-supplies :
(iv) At Motueka and Tahunanui : Installation of water-
supply, sewerage, and storm-water drainage :
(v) At Richmond : Improvements of water-supply and pro-
vision of sewerage and storm-water drainage :
(vi) At Nelson City : Improvements and extensions of
sewerage systems :
(vii) In Marlborough County : Provision of water-supply and
sewerage in the areas of Springlands and Farnham near
Blenheim :
(viii) In Awatere County : Extension of the water-supply
system to Dashwood and Blind River areas.
(3) New fire-station in Motueka Borough.
- SUBDIVISIONAL DEVELOPMENT
(1) The development of areas for residential, commercial,
industrial, and recreational purposes throughout the area, including
the construction of dwellinghouses and other works provided for by
the Housing Act, 1919, and other Acts, more particularly at Nelson,
Blenheim, and Picton.
(2) The subdivision, regrouping, and improvement of lands
affected by the reclamation and drainage works, and the better
utilization thereof.
(3) The reconstruction and improvement, where necessary, of
existing roads, streets, and bridges approaching and servicing
developmental works.
- SOCIAL SERVICES
The provision of sites, buildings, and services throughout the
area for social and cultural and recreational purposes, including—
(1) Educational : Provision of additional accommodation at
Nelson College and Nelson Girls’ College, new intermediate school
at Nelson, and new primary schools at various locations throughout
the area.
(2) Health : A new hospital at Picton, additions to the Nelson
Hospital, and additional buildings at Nelson (Ngawhatu) Hospital.
(3) Cultural :—
(a) New broadcasting stations at Nelson and Blenheim ; and
(b) Extension of the public library at Motueka.
(4) Recreational :—
(a) At Picton : New sports grounds, bathing-sheds, tepid
saltwater baths, tea-rooms, aquarium, motor camps :
(b) At Blenheim : Swimming baths, recreational centre,
improvement of sports grounds, and civic centre :
(c) At Takaka : Recreation-grounds :
(d) At Nelson : Replacement of grandstand at Trafalgar Park :
(e) In Awatere County : Camp-site at Marfell’s Beach Domain :
(f) In Takaka County : Improvements at Pupu Springs and
at Pohara Domain :
(g) At Motueka : A civic centre.
- DEFENCE
Construction and improvement of defence installations.
- PUBLIC ADMINISTRATION
New facilities for Government and local administration,
including—
(a) Government centres and accommodation for Social Security
Department at Nelson and Blenheim :
(b) New Courthouse at Nelson :
(c) New police-stations at Nelson and Blenheim.

ALL that area in the Nelson and Marlborough Land Districts, bounded
by a line commencing at a point on the sea-coast at the mouth of the
Kahurangi River on the boundary of Collingwood County, as described
in the New Zealand Gazette, 1922, page 231 ; thence southerly
generally along the south-western boundary of Collingwood County
aforesaid, the south-western boundary of Takaka County, as
defined in the Collingwood County Act, 1903, the westerly boundary
of Waimea County, as described in the New Zealand Gazette, 1939,
page 2175, the western boundary of Murchison County, as described
in the New Zealand Gazette, 1924, page 2502 ; thence north-easterly
along the south-eastern boundaries of Murchison County and Waimea
County aforesaid to Trig. Station Top 2 (Mangatawai) ; thence
southerly generally along the south-western boundary of Marl-
borough County, as described in the New Zealand Gazette, 1932,
page 473, and the western boundary of Awatere County, as described
in the New Zealand Gazette, of 1932, page 473, to the confluence of
the Clarence and Acheron Rivers ; thence easterly and north-
easterly generally along the south-eastern boundary of Awatere
County aforesaid to the mouth of the Clarence River ; thence north-
erly by the sea-coast to the southernmost point of White’s Bay ;
thence due east by a right line to its intersection with the meridian
of longitude 174° 30′ east ; thence due north along that meridian to
its intersection with parallel of latitude 40° 30′ south ; thence due
west along that parallel of latitude to a point due north of Pukerau
Point ; thence due south along a right line to the sea-coast at Pukerau
Point, being the boundaries of the Sounds County, as described in
section 5 of the Local Legislation Act, 1934 ; thence westerly
generally along the sea-coast, so as to include all inlets, lagoons,
havens, bays, sounds, harbours, bars, islands, banks, and spits
whatsoever to a point at the mouth of the Kahurangi River, being
the point of commencement.
