Notice of a Scheme of Development and Reconstruction in Nelson
and Marlborough

Pursuant to subsection (2) of section 29 of the Finance Act
(No. 3), 1944, I, Robert Semple, the Minister of Works,
hereby give notice of the nature of the work to be included in the
scheme of development and reconstruction described in the First
Schedule hereto, and that the approximate boundaries of the area
hereby affected are as described in the Second Schedule hereto,
such area being hereinafter referred to as “the area.” This notice
shall remain in force until the 30th day of September, 1956.

FIRST SCHEDULE
NATURE OF WORK

The improvement of the lands and the development of the area
for industrial, commercial, residential, and recreational purposes,
including, in particular, the provision of:—

  1. LAND DEVELOPMENT

(1) Land improvement and development works generally,
including the acquisition of suitable blocks of land, clearing, sub-
division, fencing, provision of houses, buildings, water-supply,
access, and amenities.

(2) Soil-conservation and river-control works and land drainage
and reclamation throughout the area, including the following major
works:—

(a) Works for the control of flood-waters and prevention of
erosion and flooding, in particular in the basins of the
various rivers in the area, the most important being of
the Wairau, Omaka, Waimea, Wairoa, Wai-iti, Motueka,
Motupiko, Tadmor, Sherry, Moutere, Riwaka, Takaka,
Anatoki, Waingaro, Aorere, and Kaituna Rivers, and
the tributaries of all of them:

(b) Works for the improvement of the drainage of low-lying
areas on the lower reaches of the Wairau River and in
the Nelson Catchment District:

(c) The establishment of experimental soil-conservation re-
serves at Wither Hills and Wangamoa:

(d) The acquisition, planting, and regeneration of eroded areas
throughout the Nelson Catchment District, and the
protection of bush-clad areas by the establishment of
firebreaks and other means of control.

(3) Irrigation works for the benefit of the Wairau Valley and
the Hope Plains.

(4) Afforestation: The development and expansion of forests
generally within the area, with improved facilities for culture,
control, and protection, particularly at Golden Downs, Moutere
Hills, and Picton.

(5) Reclamation works, including, in particular, on the fore-
shore at Picton and at the mouth of the Wairau River and in
Havelock Harbour.

  1. INDUSTRIAL

(1) The establishment of industrial areas, and the provision
and development of sites and buildings for industries, particularly
at Picton, Nelson, and Blenheim.

(2) The establishment, development, and improvement of
industry on lands drained or otherwise reclaimed.

(3) New city abattoirs for Nelson.

(4) Establishment of a plant depot at Nelson for the Public
Works Department.

  1. COMMERCIAL

(1) The establishment of commercial areas, and the provision
and development of sites and buildings for commerce in conjunction
with residential and industrial areas.

(2) The provision of accommodation and other facilities for
tourist and holiday traffic, particularly at Pelorus Sound and

  1. COMMUNICATIONS

(1) Improvement of radio, telegraph, telephone, and postal
services throughout the area, including a new chief post-office at
Blenheim; new post-offices at Nelson East and Nelson South;
new post-office and quarters at Ngatimoti, Picton, Rai Valley, and
Upper Moutere; a new automatic-telephone exchange at Nelson;
and new line-stores and garages at Takaka and other points through-
out the area.

(2) Arterial and Local Access: Improvements and extensions
of existing and provision of new arterial and local access generally
throughout the area, including, particularly, the following main
works:—

(a) Provision of new main outlet from Nelson towards the
south, and improvements of the following highways:
Blenheim–Nelson, Nelson–Westport, Richmond–Colling-
wood, Picton–Christchurch, Picton–Havelock via the
Grove, Dashwood–Upcot, Seddon–Marama, Murchison–
Maruia via Matakitaki and Murchison–Maruia via
Shenandoah, Appleby–Motueka via Tasman, Motueka–
Kohatu, Takaka–Tarakohe, Lindsays–Clifton, Colling-
wood–Pakawau, and of the main and State highways
generally within the area, including a road-traffic tunnel
on the Picton–Shakespeare Bay Road, works for the
protection of highways from flood, and the replacement
of existing bridges or provision of new bridges where
necessary:

(b) Improvement and extension of the roading-system through-
out the area, including the replacement of existing
bridges and the provision of new bridges and fords
where necessary, the following being the principal
works:—

(i) In Marlborough County: New roads from
Mahau to Ohingaro, and in the Waikakaho Valley the
extension of Waihopai Valley Road and the Upper Avon
Valley Road; and the improvement of the Wairau
River (North Bank) Road, the Onamalutu Road, the
new Renwick to Mill Creek Road, Graham’s Cross Road,
Spring Creek to Wairau Bridge Road, Murphy’s Road,
Old Renwick Road, and Alabama Road:

(ii) In Awatere County: The improvement of the
Medway Road, the construction of a bridge over the
Grey River at the end of the Dashwood–Upcot Highway,
the improvement of the Grey River to Langridge and
Langridge to Molesworth Roads, and the sealing of
Seddon Street at Ward and the Blind River Loop Road:

(iii) In the Kenepuru Road District: The improve-
ment of the Torea to Portage Road and of the tracks
in the Kenepuru Sounds area:

(iv) In Murchison County: The realignment and
metalling of county roads generally, formation and
sealing of footpaths in Murchison Township, and the
widening and metalling of roads in St. Arnaud Township:

(v) In Waimea County: The provision of a new
bridge over the Motueka River between Batten and
Peninsula, the replacement by a bridge of the Sunday
Hole Ford on the Matai Valley Road, the reformation
and sealing of gravel roads, the provision of all-weather
access to Rabbit Island, provision of a new road from
Wakatu to Richmond, from Nelson to Pelorus via
Maungatapu, and the formation of a road between
Wangapeka and Karamea:

(vi) In Takaka County: Extension of the road to
Rameka Creek, and the improvement of the road to
Pupu Springs:

(vii) In Collingwood County: Construction of new
road and bridge at Farewell Spit, new bridges over the
Kaituna and Aorere Rivers, construction of Nguroa and
Kaihoka Road between Picks Point and Kaihoka,
widening Pakawau–Mangarakau Road, and improvements
to Te Hapu Road between Mangarakau and Te Hapu
and to Whararipi Beach Road between Puponga and
