(4) Airways: The improvement of airfields, airports, and other facilities for civil aviation, including in particular the following:—
(i) Improvement of airport at Gore:
(ii) Provision of airfields at Otatau, Te Anau, and Balfour:
(iii) Improvement or relocation of the existing airport at Invercargill:
(iv) Provision of airparks for club and private aviation throughout the area.
(5) Harbours: Improvement of harbour berthage and cargo-handling facilities at Bluff.
(6) Road Transport: Additional facilities for transport of passengers and goods generally within the area.
- Utilities
(1) Electricity-supply: Additional generating and substations, transmission-lines, and reticulation, and supply of electricity within the area generally, and in particular—
(a) Electric transmission-lines from Gore to Invercargill, extensions of Invercargill Substation, and extensions generally of the facilities for the transmission and distribution of electrical energy:
(b) Hydro-electric scheme, using the waters of Lake Hauroko:
(c) Premises for the State Hydro-electric Department in Invercargill.
(2) Water-supply, Sewerage, Storm-water Drainage, and Gas: New and additional works in various parts of the area, including—
(a) Invercargill City: Improvement to water-supply, water-supply treatment and water-reticulation, extension of gasworks, provision of new sewerage pumping station and rising mains, and extensions to sewer and storm-water systems, with new outfall and pumping station for storm-water, and improvement of the channels of the Otepuni and Waihopai Rivers:
(b) Gore Borough: Provision of improved water-supply system:
(c) Bluff Borough: Provision of sewerage and storm-water drainage systems.
- Subdivisional Development
(1) The development of areas for residential, commercial, industrial, and recreational purposes throughout the area, including the construction of dwellinghouses and other works provided for by the Housing Act, 1919, and other Acts, more particularly at Invercargill and Gore.
(2) The subdivision, regrouping, and improvement of lands affected by the reclamation and drainage works, and the better utilization thereof.
(3) The reconstruction and improvement, where necessary, of existing roads, streets, and bridges approaching and servicing developmental works.
- Social Services
The provision of sites, buildings, and services throughout the area for social and cultural and recreational purposes, including—
(1) Educational—
(a) Rebuilding of Southland Girls’ High School, Invercargill Technical School, and Gore High School:
(b) New hostel for Southland Boys’ High School:
(c) New primary schools at various locations throughout the area.
(2) Health: The provision of new wards or buildings to the existing hospitals controlled by the Southland Hospital Board, including new maternity hospital at Winton and additions to the Kew and Gore Hospitals and Nurses’ Homes.
(3) Recreational: Extension of the public baths, parks, and playing areas and reserves at Invercargill.
(4) Cultural: Provision of a broadcasting station at Gore.
(5) Provision of clock tower in Invercargill.
(6) Provision of crematorium in Invercargill.
- Defence
Construction and improvement of defence installations.
- Public Administration
New facilities for Government and local administration, including—
(a) Government centre at Invercargill, and Social Security buildings at Invercargill, Gore, and Riverton:
(b) New municipal offices for Invercargill, and new offices for the Wallace County Council at Otatau.
SECOND SCHEDULE
ALL that area in the Otago and Southland Land Districts, bounded by a line commencing at a point on the sea-coast, being the middle of Long Beach Creek, being a point on the boundary of Clutha County, as described in the New Zealand Gazette of 1946, at page 375; thence northerly generally along the western boundary of the aforesaid county and the western boundary of Tuapeka County, as described in the New Zealand Gazette of 1882, at page 1955, to its point of intersection with the northern boundary of Southland County, as described in the New Zealand Gazette of 1946, at page 375; thence westerly generally along the northern boundary of the said Southland County to its intersection with the western boundary of Block 9, Lorn Survey District; thence northerly along the western boundaries of Blocks 9 and 5, Lorn Survey District, to the intersection of the western boundary of Block 5, Lorn Survey District, with the northern boundary of Block 9, Kingston Survey District; thence westerly along the northern boundary of Block 9, Kingston Survey District, and that boundary produced across Lake Wakatipu, and again westerly along the northern boundary of Block 10, Kingston Survey District, to the north-western corner of Kingston Survey District; thence westerly by a right line to Hummock Peak, being a point on the northern boundary of Southland County and the eastern boundary of Wallace County, as described in the New Zealand Gazette of 1938, at page 1768; thence north-westerly generally along the north-eastern boundary of Wallace County, described in the New Zealand Gazette as aforesaid, to Mount Eglington; thence westerly by a right line to the point on the arm of George Sound at its intersection with the boundary of Wallace County, as described in the New Zealand Gazette of 1938, at page 1768; thence southerly along the western boundary of Wallace County aforesaid to Sandhill Point; thence easterly generally by the ocean along the southern boundaries of Wallace and Southland Counties to the point on the sea-coast, common to the boundaries of the Southland and Clutha Counties, being the point of commencement.

Notice of a Scheme of Development and Reconstruction in Stewart Island
PURSUANT to subsection (2) of section 29 of the Finance Act (No. 3), 1944, I, Robert Semple, the Minister of Works, hereby give notice of the nature of the work to be included in the scheme of development and reconstruction described in the First Schedule hereto, and that the approximate boundaries of the area hereby affected are as described in the Second Schedule hereto, such area being hereinafter referred to as “the area.” This notice shall remain in force until the 30th day of September, 1956.
FIRST SCHEDULE
NATURE OF WORK
THE improvement of the lands and the development of the area for industrial, commercial, residential, and recreational purposes, including, in particular, the provision of:—
Land Development
- Land improvement and development works generally, including the acquisition of suitable blocks of land, clearing, subdivision, fencing, provision of houses, buildings, water-supply, access, and amenities.
Commercial
- The provision of a tourist hostel and facilities at Half-moon Bay.
Communications
- (1) Improvement of radio, telegraph, telephone, and postal services throughout the area, including a new post-office at Half-moon Bay.
(2) Local Access: Improvements of access and roading generally throughout the area.
(3) Airways: The provision of new facilities for air transport.
Utilities
- The provision of a water-supply for Half-moon Bay.
Defence
- Construction and improvement of defence installations.
SECOND SCHEDULE
ALL that area in the Southland Land District, being the whole of Block I, Paterson Survey District, situated in Stewart Island County, such county being described in the First Schedule to the Counties Act, 1876.
