Notice of a Scheme of Development and Reconstruction in Southland
PURSUANT to subsection (2) of section 29 of the Finance Act (No. 3), 1944, I, Robert Semple, the Minister of Works, hereby give notice of the nature of the work to be included in the scheme of development and reconstruction described in the First Schedule hereto, and that the approximate boundaries of the area hereby affected are as described in the Second Schedule hereto, such area being hereinafter referred to as “the area.” This notice shall remain in force until the 30th day of September, 1956.
FIRST SCHEDULE
NATURE OF WORK
THE improvement of the lands and the development of the area for industrial, commercial, residential, and recreational purposes, including, in particular, the provision of:—
- Land Development
(1) Land improvement and development works generally, including the acquisition of suitable blocks of land, clearing, subdivision, fencing, provision of houses, buildings, water-supply, access, and amenities.
(2) The establishment of a research and experimental station under the Department of Agriculture and of a grasslands research station under the Department of Scientific and Industrial Research, both stations being near Gore.
(3) Soil-conservation and river-control works and land drainage and reclamation throughout the area, including the following major works :—
(a) Works for the control of flood-waters and prevention of erosion and flooding, in particular in the basins of the various rivers in the area, the most important being of the Mataura, Oreti, Aparima, Waihopai, Makarewa Rivers, and the Waimea, Waikaka, and Waikiwi Streams, and the tributaries of all of them :
(b) Works for the improvement of the drainage of low-lying areas on the Southland Plains and of Invercargill City endowments and reserves.
(4) Afforestation : The development and expansion of forests generally within the area, with improved facilities for culture, control, and protection, particularly at Pebbly Hills, Longwood, and Lillburn-Alton, and Sandy Point Domain near Invercargill.
(5) Reclamation works, including, in particular, on the eastern side of the Waihopai Estuary.
- Industrial
(1) The establishment of industrial areas, and the provision and development of sites and buildings for industries, particularly at Invercargill, Gore, and Mataura.
(2) The establishment, development, and improvement of industry on lands drained or otherwise reclaimed.
(3) Development and improvement of coal-mines, particularly at Wairakei, Morley, and in the Mataura area, and the establishment of a hostel for miners on the Ohai Field.
(4) New city abbatoirs for Invercargill.
(5) Establishment of a plant depot at Invercargill for the Public Works Department.
- Commercial
(1) The establishment of commercial areas, and the provision and development of sites and buildings for commerce in conjunction with residential and industrial areas.
(2) The provision of accommodation and other facilities for tourist and holiday traffic.
- Communications
(1) Improvement of radio, telegraph, telephone, and postal services throughout the area, including new post-offices at Gore and Woodlands, and additions to the Chief Post-office, two new automatic-telephone exchanges, and a store, garage, and workshop, all for the Post and Telegraph Department, at Invercargill, as well as line stores and garages at smaller centres in the area.
(2) Arterial and Local Access : Improvements and extensions of existing and provision of new arterial and local access generally throughout the area, including, particularly, the following main works :—
(a) Provision of two additional outlets from Invercargill towards the north-west and north-east ; improvements of the following highways : Invercargill – Gore, Invercargill–Queenstown, Lumsden–Gore, Lorne–Riverton, Riverton–Tuatapere, Invercargill – Fortrose, and of the main highways generally in Southland and Wallace Counties ; improvement and completion of the Lumsden–Te Anau–Milford Sound Main Highway ; works for the protection of these highways from flood ; and the replacement of existing bridges or provision of new bridges where necessary :
(b) Improvement of streets and provision of new streets in Invercargill City, the replacement of bridges and provision of new bridges :
(c) Improvement and extension of the roading-system throughout the area, the following being the principal works :—
(i) Construction of a road from the Lumsden – Te Anau – Milford Sound Highway down the Hollyford Valley towards Okuru :
(ii) Replacement of Monowai Bridge on the Blackmount–Monowai Road ; and the Wyndham–Mokoreta–Clinton, the Haldane–Waikawa, the Mokoreta–Tahakopa, the Caddon – Waikawa Valley, the Makarewa–Mandiville, the Waikaia–Waikaka, the Dipton–Mossburn, the Clifden–Manapouri, the Lillburn - Lake Hauroko Roads, the extension of the western coast road from Papato-tara towards the Wairaurahire River, and a stock-route from West Plains to Lorneville.
(3) Railways : Improved rail facilities for all classes of traffic, including a deviation between Invercargill and One Tree Point, a new locomotive depot and workshops near Invercargill, and the provision of a water-supply taken from the Oreti River at Oporo for the railways at Invercargill.
