Notice of a Scheme of Development and Reconstruction in Hawke's Bay and Poverty Bay
Pursuant to subsection (2) of section 29 of the Finance Act (No. 3), 1944, I, Robert Semple, the Minister of Works, hereby give notice of the nature of the work to be included in the scheme of development and reconstruction described in the First Schedule hereto, and that the approximate boundaries of the area hereby affected are as described in the Second Schedule hereto, such area being hereinafter referred to as “the area.” This notice shall remain in force until the 13th day of September, 1956.
FIRST SCHEDULE
NATURE OF WORK
THE improvement of the lands and the development of the area for industrial, commercial, residential, and recreational purposes, including, in particular, the provision of:

  1. Land Development
    (1) Land improvement and development works generally, including the acquisition of suitable blocks of land, clearing, subdivision, fencing, provision of houses, buildings, water-supply, access, and amenities.
    (2) The construction of a new outfall drain from the Awatere Stream to the Wairoa River, and the clearing and cleaning of the bed of the Awatere Stream and the draining of the Paeroa Block.
    (3) The provision of a permanent outlet for the Whakaki lagoon, and draining and improving marginal lands.
    (4) Soil-conservation and river-control works and land drainage and reclamation throughout the area, including the following major works:
    (a) Works for the control of flood-waters and prevention of erosion and flooding, including, in particular-
    (1) The establishment of soil-conservation research stations in the Gisborne area;
    (2) Works for control of flood-waters and the prevention of erosion in the basins of the various rivers in the area, the most important being of the Waipaoa, Waipawa, Tukituki, Hikuwai, and Uawa.
    (5) Afforestation : The development and expansion of forests generally within the area, with improved facilities for culture, control, and protection, particularly at Tangoio and Gwavas, and the establishment of a new forest at Patunamu between Wairoa and Waikaremoana.
  2. Industrial
    (1) The establishment of industrial areas, and the provision and development of sites and buildings for industries, particularly at Napier, Hastings, Gisborne, and other centres of population.
    (2) The establishment, development, and improvement of industry on lands drained or otherwise reclaimed.
  3. Commercial
    (1) The establishment of commercial areas, and the provision and development of sites and buildings for commerce in conjunction with residential and industrial areas.
    (2) New facilities for handling perishable goods in the Napier-Hastings district, including a new milk-treatment plant.
  4. Communications
    (1) Improvement of radio, telegraph, telephone, and postal services throughout the area, including new post-offices at Gisborne, Wairoa, Waipawa, the building of a suburban post-office at Gisborne, the erection of a store and garage at Dannevirkie, a telephone-exchange at Waipukaurau, workshops at Gisborne, a store and garage at Tikitiki, alterations to existing buildings at Waipukurau and Tikitiki, and additions to the existing building at Te Karaka.
    (2) Arterial and Local Access : Improvements of arterial and local access generally throughout the area, including particularly the following main works:
    (a) Gisborne-Napier via Hangaroa : Improvements, bridge renewals, and deviations from the vicinity of Frasertown to Raupunga; improvement of alignment, together with stream control and afforestation of unstable hillsides, of the Lake Tutira-Tangoio section; improvement of alignment and widening on the Tangoio-Whirinaki section; realignment and reconstruction and sealing on existing alignment on Esk Bridge-Westshore section:
    (b) Taupo-Napier : A major deviation at Runanga, north of Tarawera, and the improvement and reconstruction of the existing route ; deviations and grade easements on a nine-mile length from Te Pohue to the Mohaka River; the raising of the level of the road in the Esk Valley, deviations at Marshall’s Crossing and “The Mistletoe,” replacements of the Lucky Hill, the Dillon’s Hill, and the Marshall’s Crossing bridges, and the Waikingakatangata culvert, and sealing on the Te Pohue-Eskdale section :
    (c) Gisborne - Te Araroa : Improvement of alignment and widening in the vicinity of Mangatuna and Hikuwai, and willow-clearing to prevent flooding:
    (d) Napier - Palmerston North : Improvement of existing highway near Pukeora, including a deviation ; realignment on the Mangatewai-nui-Centre Road and on the Waipawa-Waipukurau sections; the replacement of the existing timber bridge over the Ngaruroro River by a reinforced concrete structure, and minor deviation of the highway:
    (e) Whakatane-Gisborne via Waioeka : Improvement to alignment and grades, widening, drainage improvement, and replacement of McGregor’s Bridge:
