Notice of a Scheme of Development and Reconstruction in Mid-Canterbury and South Canterbury
PURSUANT to subsection (2) of section 29 of the Finance Act (No. 3), 1944, I, Robert Semple, the Minister of Works, hereby give notice of the nature of the work to be included in the scheme of development and reconstruction described in the First Schedule hereto, and that the approximate boundaries of the area hereby affected are as described in the Second Schedule hereto, such area being hereinafter referred to as “the area.” This notice shall remain in force until the 30th day of September, 1956.
FIRST SCHEDULE
NATURE OF WORK
THE improvement of the lands and the development of the area for industrial, commercial, residential and recreational purposes, including, in particular, the provision of :—
- Land Development
(a) Farm development and improvement throughout the area, involving the subdivision of blocks of suitable land for closer settlement, with provision of irrigation, rural housing, and necessary amenities.
(b) The establishment of experimental irrigation farms.
(c) Irrigation works throughout the area, including as the major works those in the following areas :—
Ashburton - Lyndhurst, Mayfield - Hinds, Valetta - Tinwald, Rakaia-Ashburton, Barrhill, and diversion and control works at Lake Heron, and various places on the Rangitata, Ashburton, and Rakaia Rivers.
(d) Soil conservation and river control works throughout the area, including as the major river-control works those at Orari, Temuka, Waihi, Hinds, Opihi, Dry Creek, Te Moana, and Kakahu. Soil-conservation principles will be applied throughout the area.
(e) Drainage improvements throughout the area, and in particular in the Ashburton-Hinds Area.
- Industrial
(a) The establishment of industrial areas, and the provision and development of sites and buildings for industries generally in the area.
(b) Quarries, Shingle-pits, &c. : Provision of materials necessary for construction works, and development of sources of supply and provision for storage.
- Commercial
(a) Establishment of commercial areas, and the provision and development of sites and buildings for commerce in conjunction with residential and industrial areas.
(b) Better provision for tourist and holiday traffic and accommodation generally within the area.
- Communications
(1) Improvement of radio, telephone, telegraph, and postal services throughout the area, including new post-offices at Ashburton, Cave, and Fairlie, and of a store and garage for the Post and Telegraph Department at Fairlie.
(2) Arterial and Local Access : Improved and new arterial and local access within the area, including deviations, realignment, regrading, surfacing, and the construction or replacement of bridges where necessary, and in particular—
(a) To so much of the Christchurch–Timaru, Timaru–Dunedin, and Timaru–Cromwell State Highways as lie within the area :
(b) To main highways generally in the area :
(c) Road and street improvements, particularly in Ashburton County and Ashburton Borough.
(3) Airfields : Improvements to and provision of new airports and airfields, and in particular at Timaru and Ashburton.
(4) Harbours : Improvement of facilities for carriage of goods and passengers by water to and from and within the area.
(5) Public Transport : New and improved facilities for the carriage of passengers and goods.
- Utilities
Extension of utilities through new and existing residential, commercial, and industrial areas and in rural areas, including in particular—
(a) Electricity : High-voltage transmission line from the new southern major hydro-electric station to Christchurch, and extensions of local transmission lines, substations, and power-distribution facilities generally :
(b) Water-supply : Extensions and improvements of rural and urban water-supply systems, including, in particular, completion of Downlands Water-supply Scheme and the construction of schemes at Otaio, Geraldine, Timaru, and Levels County :
(c) Extensions and improvements of sewerage and storm-water systems in the area, including, in particular, works at Geraldine, Timaru, and Ashburton.
- Subdivisional Development and Housing
(a) The development of areas for residential, commercial, and industrial purposes throughout the area, including the construction of dwellinghouses and other works provided for by the Housing Act, 1919, and other statutory authorities, with a transit housing scheme at Waimate and major State housing developments at Timaru and Ashburton.
(b) The reconstruction and improvement, where necessary, of existing roads, streets, and bridges approaching developmental works.
