Notice of a Scheme of Development and Reconstruction in the Waikato River Basin and Adjacent Areas

PURSUANT to subsection (2) of section 29 of the Finance Act (No. 3), 1944, I, Robert Semple, the Minister of Works, hereby give notice of the nature of the work to be included in the scheme of development and reconstruction described in the First Schedule hereto, and that the approximate boundaries of the area hereby affected are as described in the Second Schedule hereto, such area being hereinafter referred to as “the area.” This notice shall remain in force until the 30th day of September, 1956.

FIRST SCHEDULE
NATURE OF WORK

THE improvement of the lands and the development of the area for industrial, commercial, residential, and recreational purposes, including in particular the provision of:—

  1. Land Development

(a) Farm development and improvement throughout the area, involving the subdivision of larger blocks of suitable land for closer settlement, with provision of rural housing and necessary amenities.
(b) Soil conservation and river control works throughout the area, including in particular :—
(1) Sand-dune-reclamation works and tree planting between the Waikato Heads and the Waiuku River :
(2) River control, channel improvement, and flood-protection works and willow clearing in the Waikato and Waipa Rivers and tributaries.
(c) Drainage improvements throughout the area, including drainage and reclamation of Lake Waikare, Rukuhia Swamp, Tuatua moana Swamp, and other lands liable to flooding.
(d) Afforestation and utilization of forest products, being the development and expansion of forests generally in the area, with improved facilities for culture, control, and protection, particularly at Kaingaroa, Waiotapu, Pureora, and Maramarua, and works for the treatment and utilization of forest products.

  1. Industrial

(a) The establishment of industrial areas and the provision and development of sites and buildings for industries generally in the area, and in particular at Hamilton.
(b) Mining : The further development of the coal-mining industry throughout the area, with expansion and improved methods of working at Wilton, Kimihia, Kemps, and Rotowaro.
(c) Establishment, development, and improvement of industries on reclaimed areas.
(d) Quarries, Shingle-pits, &c. : Provision of materials necessary for construction works and development of sources of supply and provision for storage.
(e) Establishment of industries utilizing forest products.

  1. Commercial

(a) The establishment of commercial areas and the provision and development of sites and buildings for commerce in conjunction with residential and industrial areas.
(b) Expansion of commercial areas generally within the area, and particularly at Hamilton.
(c) Better provision for tourist and holiday traffic and accommodation generally within the area, including special facilities at the lakes formed in the Waikato River in connection with hydro-electric development, including a fishing lodge at Tokaanu.

  1. Communications

(1) Improvement of radio, telegraph, telephone, and postal services throughout the area, including :—
(a) New post-offices at Morrinsville, Matamata, Te Kuiti, Pukekohe, Te Awamutu, and generally in connection with industrial, commercial, and residential development :
(b) Garage, workshop, and store for Post and Telegraph Department, Hamilton.
(2) Improvement of existing and provision of new airports, new runways, and new taxiways.
(3) Harbours, &c. : Improvement of facilities for carriage of goods and passengers by water to, from, and within the area.
(4) Arterial and Local Access : Improved and new arterial and local access within the area, including deviations, realignment, regrading, resurfacing works and bridges, where necessary, and in particular :—
(a) Huntly By-pass, being a four-and-a-half mile length of new highway to avoid the Borough of Huntly :
(b) Between Mercer and Rangiriri :
(c) Between Hamilton and the following towns—namely, Te Kuiti, Cambridge, Raglan, and Kawhia :
(d) Between Rotorua and Taupo :
(e) Between Kihikihi and Arapuni :
(f) Between Hangitiki and Waitomo Caves :
(g) Improvements to northern, southern, and eastern outlets from Hamilton :
(h) Provision of footbridge on the existing road and rail bridge between Huntly and Huntly West :
(i) New road links between the Cambridge-Taupo Main Highway at Tokoroa and the State hydro-electric schemes at Whakamaru, Maraetai, and Waipapa, and the works and townships connected therewith :
(j) Street replanning, extension and improvements in the various municipalities, with provision of parking areas and road-transport terminals, including in the City of Hamilton elimination of level crossings and additional river crossings :
(k) Reconstruction of roads in the vicinity of Tokoroa to take heavy timber traffic.
