Notice of a Scheme of Development and Reconstruction in North Canterbury

PURSUANT to subsection (2) of section 29 of the Finance Act (No. 3), 1944, I, Robert Semple, the Minister of Works, hereby give notice of the nature of the work to be included in the scheme of development and reconstruction described in the First Schedule hereto, and that the approximate boundaries of the area hereby affected are as described in the Second Schedule hereto, such area being hereinafter referred to as “the area.” This notice shall remain in force until the 30th day of September, 1956.

FIRST SCHEDULE
NATURE OF WORK

THE improvement of the lands and development of the area for industrial, commercial, residential, and recreational purposes, including in particular the provision of:—

  1. Land Development

(1) Ellesmere County drainage improvements, including drainage and reclamation of part of the lake-bed and marginal lands of Lakes Ellesmere and Forsyth, and the subdivision, development, improvement, regrouping and better utilization of the lands.

(2) Waimakariri River: Extensions to flood control and river-protection work, including planting of cover, strengthening stop-banks, additional groynes, and improvements and clearing of river-bed.

(3) Improvement of the Heathcote and Avon Rivers and storm-water drainage works generally in the City of Christchurch and environs.

(4) Rakaia-Waimakariri Plains development works, comprising the diversion of water for irrigation during summer and hydro-electricity during winter.

(5) Waikari-Harwarden rural water-supply, comprising works for the collection and distribution under pressure of water for domestic and stock purposes.

(6) Ellesmere County drainage improvements, comprising the progressive improvement of the creeks and drains within this part of the area.

(7) Afforestation: The development and expansion of forests generally in the area, with improved facilities for culture control and protection, particularly at Ashley, Eyrewell, Hanmer, Balmoral, Oxford, and Waimairi.

(8) Drainage and other developmental works at Russell Flat, being an area of about 3,000 acres, three miles south of Springfield.

(9) River control and diversion and channel-improvement works affecting the Cust, Eyre, Waimakariri, and Ashley Rivers, designed principally for the improvement of drainage of the Eyre-Cust District.

(10) General improvement of Selwyn and Kowhai Rivers, with bed stabilization and stop-banking where necessary.

  1. Industrial

(1) The establishment of industrial areas and the provision and development of sites and buildings for industries in the vicinities of Sockburn, Hornby, Islington, Styx, and Heathcote Estuary.

(2) Establishment of and development and improvement of industry on reclaimed and irrigated areas.

  1. Commercial

(1) The establishment of commercial areas and the provision and development of sites and buildings for commerce in conjunction with residential and industrial areas.

  1. Communications

(1) Improvement of radio, telegraph, telephone, and postal services throughout the area.

(2) Arterial access—

(a) New eastern outlet, Christchurch–Lyttelton tunnel road deviation, being a new road from Lyttelton to Christchurch through the Port Hills and Heathcote Valley.

(b) Picton–Christchurch State Highway—

(i) Northcote–Cranford Street deviation, comprising a deviation about one mile and a half in length on the main northern access to Christchurch.

(ii) Kaiapoi Overbridge, being an overbridge over the South Island Main Trunk Railway.

(iii) Kaikoura–Waipara: Reconstruction, deviation, and improvement of the highway at various points between Waipara and Kaikoura.

(iv) Raramai–Paratitahi: Duplication of tunnels.

(c) Christchurch–Akaroa Main Highway: General improvements between Kaituna and Akaroa Townships.

(d) Teddington–Port Levy Main Highway: General improvements between Teddington and Purau.

(e) Lyttelton–Motukarara Main Highway, comprising the widening and straightening of the highway around Lyttelton Harbour, including a deviation at Governor’s Bay.

(f) New southern outlet from Christchurch to Islington on the general line of the Blenheim Road.

(g) Reconstruction of main highway between Waimakariri River Bridge and Bennetts.

(h) Eastern outlet to Sumner, being the development of a route via Linwood Avenue and Canal Reserve.

(i) Christchurch–Kumara State Highway: Reconstruction work, including new bridges over Board, Halpin’s, and Dry Creeks, and deviations for approaches.

(j) Christchurch–Timaru State Highway: Overbridges at Sockburn and Hornby.

(k) Red Post–Jollies Pass Main Highway: Improvement of section between Red Post and Hanmer.

(l) Memorial Highway to Harewood.

(3) Railways: Improved rail facilities for all classes of traffic, including—

(a) Provision of new station and rearrangement of station yard at Christchurch.

(b) Addington–Picton Railway: Duplication between Styx and Rangiora.

(c) New line connecting the existing railways at Sockburn and Styx, being about eight miles of new railway around the outskirts of Christchurch.

(d) Rolleston to Norwood duplication, being a continuation of the duplication now existing from Lyttelton to Rolleston.

(e) Extension of the Addington Workshops, involving acquisition of additional land and deviation of Clarence Road.
