Varying the Determinations in respect of Balances of Loans or Portions thereof being Raised by the Wellington City Council

Present:

HIS EXCELLENCY THE ADMINISTRATOR OF THE GOVERNMENT IN COUNCIL

WHEREAS, by Orders in Council made on the respective dates set out in the second column of the Schedule hereto, consent was given to the raising by the Wellington City Council (hereinafter referred to as the said local authority) of the respective loans specified in the first column of the said Schedule, subject in each case to the determinations set forth in such Orders in Council, up to the respective amounts specified in the third column of the said Schedule.

And whereas portions of the said respective loans as specified in the fourth column of the said Schedule (hereinafter called the said respective sums) have not yet been raised, and it is expedient to vary the determinations in respect of the said respective sums by extending the term within which the said respective sums may be raised:

Now, therefore, His Excellency the Administrator of the Government of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by section eleven of the Local Government Loans Board Act, 1926, as set out in section twenty-nine of the Finance Act, 1932 (No. 2), and of all other powers and authorities enabling him in this behalf, doth hereby vary the determinations in respect of the raising of the said respective sums by prescribing that no moneys shall be borrowed under the consents given by the respective Orders in Council after the expiration of four years from the dates thereof.

Cancelling the Vesting of Reserves in the Geraldine County Council

HIS EXCELLENCY THE ADMINISTRATOR OF THE GOVERNMENT IN COUNCIL

WHEREAS the lands described in the Schedule hereto are reserves for gravel-pit purposes and are vested in the Geraldine County Council:

And whereas it is expedient that the vesting of the said lands as hereinbefore referred to should be cancelled, and the Geraldine County Council has duly consented to such cancellation:

Now, therefore, His Excellency the Administrator of the Government of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred upon him by subsection one of section ten of the Public Reserves, Domains, and National Parks Act, 1928, doth hereby cancel the vesting in the Geraldine County Council of the lands described in the Schedule hereto.

Vesting the Control of a Reserve in the Wairau Valley Public Hall Board

Present:

HIS EXCELLENCY THE ADMINISTRATOR OF THE GOVERNMENT IN COUNCIL

WHEREAS the land described in the Schedule hereto was by Warrant published in the Gazette of the ninth day of October, one thousand nine hundred and nineteen, permanently reserved for a site for a public hall: And whereas it is expedient that the control of the said reserve should be vested in a special Board as hereinafter provided:

Now, therefore, His Excellency the Administrator of the Government of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in exercise of the powers and authorities conferred upon him by section seventeen of the Public Reserves, Domains, and National Parks Act, 1928, doth hereby vest the control of the reserve described in the Schedule hereto, for the period of five years from the date hereof (unless previously amended or revoked under the said Act), in the undermentioned persons, namely,—

Leslie John Anderson,
James Owen Anstiss,
Raymond Cuthbert Parsons,
George Albert Toms,
Mervyn Alfred Wadsworth, and
Cyril John Slow,

who are hereby constituted for that purpose a special Board by the name of the Wairau Valley Public Hall Board (hereinafter referred to as the Board), with the powers and subject to the conditions hereinafter contained, that is to say:—

  1. The Board shall meet for the transaction of business on the first Monday in each month at 8 o’clock p.m. at the Wairau Valley Public Hall, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Monday, the 3rd day of June, 1946.

  2. The members of the Board shall at their first meeting, and thereafter at the annual meeting hereinafter mentioned, elect one of themselves to be Chairman, who may join in the discussion and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

  3. Special meetings may be convened by the Chairman, provided that two days’ notice of any such meeting is given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

  4. Any three members of the Board shall form a quorum. Any meeting may be adjourned from time to time.

  5. If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose one of their number to be Chairman of such meeting.

  6. If by resignation, death, incapacity, or otherwise the seat of any member shall be or become vacant, or if any member absents himself without reasonable cause from three consecutive meetings of the Board, the Governor-General shall have power to appoint any other person to be a member of the Board in his stead.

  7. All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

  8. The Board shall have prepared and submitted at an annual meeting to be held in the month of April in each year a report of the proceedings of the Board for the previous year ending on the 31st day of March, together with a statement of the receipts and expenditure of the Board for such year. A copy of every such report and statement, certified by the Chairman to be correct, shall be sent to the Minister of Lands as soon as possible after each annual meeting.

  9. The Board shall control the said reserve and the building erected thereon for the purposes of a public hall, and shall also afford settlers and residents of Wairau Valley and the surrounding districts such facilities for meeting within the said hall as may from time to time be determined by the Board; provided that the Board shall have power to fix reasonable charges for the use of the said hall.
