PURSUANT to the Bobby Calf Marketing Regulations 1946, notice has been received that—

Revoking certain Notices under the Supply Control Emergency Regulations 1939

PURSUANT to the Supply Control Emergency Regulations 1939, the Factory Emergency Regulations 1939, and the Building Emergency Regulations 1939, the Minister of Supply and Munitions and the Minister of Works do hereby revoke the following notices as to the control of certain factory and building materials, namely :—

(1) Notice as to wrought-iron tubes and steel tubes, dated the 15th day of May, 1941, and published in the Gazette of the 22nd May, 1941, Vol. II, page 1385.

(2) Notice as to flat galvanized steel sheets and flattened corrugated steel sheets, dated the 8th day of July, 1941, and published in the Gazette of the 10th July, 1941, Vol. II, page 2102.

(3) Notice as to corrugated terne sheets and flat terne sheets, dated the 18th day of March, 1942, and published in the Gazette of the 19th March, 1942, Vol. I, page 728.

Revocation of Timber Control Notice No. 55

PURSUANT to the Supply Control Emergency Regulations 1939, and the Timber Emergency Regulations 1939, the Timber Controller hereby revokes the Timber Control Notice No. 55.*

The Building Construction Control Notice No. 20

NOTICE is hereby given that, pursuant to the Supply Control Emergency Regulations 1939 and the Building Emergency Regulations 1939, I hereby require and direct as follows :—

  1. This notice may be cited as the Building Construction Control Notice No. 20.

  2. This notice shall come into force on the day next following the date of publication thereof in the Gazette.

  3. No owner, within the meaning of the Building Emergency Regulations 1939, of any galvanized steel sheets (new or second-hand) of a kind referred to in clause 4 or clause 5 hereof shall sell, supply, dispose of, or part with the possession or control of any of the sheets to any other person unless—

(a) The owner first receives an application duly completed by that other person on a form approved by the Building Controller and provided for the purpose by the owner ;

(b) The application is submitted to and approved by the Building Controller or some person authorized by the Building Controller in that behalf ; and

(c) The owner forwards every such application to the Building Controller, P.O. Box 1708, Wellington, or as he directs, at such time as he directs :

Provided that nothing in this clause shall apply in any case where the owner is satisfied that the galvanized steel sheets are intended to be used for a purpose specified in clause 4 or clause 5 hereof.

  1. Except with the precedent consent of the Building Controller, no person shall use galvanized corrugated steel sheets (new or second-hand) for any purpose other than the repair of existing roofs or the manufacture of supply tanks of 100-gallon capacity or more.

  2. Except with the precedent consent of the Building Controller, no person shall use flat galvanized steel sheets or galvanized corrugated steel sheets which have been flattened (new or second-hand) for any purpose other than the manufacture of door and window flashings, termite cappings in districts in which the Termites Act, 1940, applies, pumice-concrete washing-copper casings, hot-water cylinder casings, or tops and bottoms for galvanized-iron tanks of 100-gallon capacity or more, or the manufacture of eaves gutters, or rain-water downpipes, for use only in the repair of existing eaves gutters, and rain-water downpipes, on dwellings which are permanently occupied and the water from the roofs of which is required for domestic purposes, there being no piped supply.

  3. Except with the precedent consent of the Building Controller, no person shall use copper (other than copper tube) for any building or constructional purposes otherwise than for the manufacture of washing-coppers, hot-water cylinders, drainage-vent stacks, flushing-cisterns, or supply tanks of up to 50 gallons in capacity. For the purposes of this clause the term “copper” includes copper sheets and parts of copper sheets and any other kind or form of copper capable of being fabricated for the purposes of any kind of constructional work.

  4. Except with the precedent consent of the Building Controller, no person shall use copper tube for any constructional purposes otherwise than as piping for conveying hot water (including any exhaust pipe from a hot-water cylinder) and as a cold-water feed pipe from a supply tank or pressure-reducing valve to a hot-water cylinder.

  5. Except with the precedent consent of the Building Controller, no person shall use screwed steel conduit for the enclosure of electrical cables for internal wiring in any case where an alternative method of enclosure or covering is provided for in the Electrical Wiring Regulations 1935, but such alternative method of enclosure or covering shall be used.

  6. Except with the precedent consent of the Building Controller, no person shall use corrugated asbestos-cement sheets otherwise than for roofing purposes.

  7. No person shall use any bituminous products for paving or similar purposes without the prior consent of the Main Highways Board. For the purposes of this clause the term “bituminous products” includes bitumen of all kinds and grades, and emulsions, road oils, and cutbacks, but does not include tar.

  8. Except with the precedent consent of the Building Controller, no person or person acting in the general management or control of any sash and door factory or joinery factory shall manufacture any door or allow or permit any door to be manufactured therein unless the door is one of the types specified in, and conforming to the requirements of, the New Zealand Emergency Standard Specification entitled “New Zealand Emergency Standard Specification for Doors,” issued by the New Zealand Standards Institute under the authority of the Minister of Industries and Commerce, bearing date November, 1945, and numbered N.Z.S.S. E. 106,* as amended from time to time, or with any specification which may hereafter be issued in substitution therefor. For the purposes of this clause “door” means a door exceeding 4 ft. 6 in. in height but not exceeding 7 ft. 6 in. in height ; but does not include a cupboard door or a door for any domestic out-building or garage.

  9. In any case where an application has been made to any local authority, whether before or after the publication of this notice, for a permit for any constructional work, the local authority shall not issue the permit therefor without the precedent consent of the Building Controller.

  10. In any case where any person proposes to commence any constructional work and no permit therefor is required from a local authority that person shall not commence the work without the precedent consent of the Building Controller.

  11. The following Building Construction Control Notices are hereby revoked :—

(a) The Building Construction Control Notice No. 1, 1941 (Gazette, 13th February, 1941, Vol. I, page 270).

(b) The Building Construction Control Notice No. 3, 1941 (Gazette, 6th November, 1941, Vol. III, page 3359).

(c) The Building Construction Control Notice No. 4, 1941 (Gazette, 6th November, 1941, Vol. III, page 3359).

(d) The Building Construction Control Notice No. 5, 1941 (Gazette, 20th November, 1941, Vol. III, page 3730).
