(c) A person not being a member of the Department who after the first day of April, 1946, is employed for not less than forty hours a week for a continuous period of not less than four weeks, or who is not so employed but is employed for less than forty hours a week for a continuous period of eight weeks shall make his application for organization membership within eight weeks after the expiration of the said period of four weeks, or, as the case may be, eight weeks.

  1. (1) Every apprentice electrician who during his first three years of apprenticeship passes or has passed the examinations in both theoretical and practical electrical wiring prescribed for registered electrical wiremen by the Electrical Wiremen’s Registration Act, 1925, shall be awarded a diploma allowance of 1d. an hour. Such allowance shall be payable from the last day on which was held any part of the examinations at which he was successful in passing, or from the date of coming into force of this regulation, whichever is the later, and shall continue to be paid during the remainder of his service as an apprentice conditionally upon his maintaining a satisfactory standard of work and conduct.

(2) Any diploma allowance awarded in pursuance of clause (1) hereof shall be in addition to the apprentice’s classified rate of pay, and shall not be payable during any period in respect of which the apprentice shall not be in receipt of wages from the Department.

(3) The Department shall refund the fees paid by any apprentice electrician for instruction at night classes at a public technical school or college during the period from the commencement of his apprenticeship until he shall have passed the examinations referred to in clause (1) hereof, on production of a report from the Director of the technical school or college showing that the apprentice has attended not less than 70 per cent. of the lectures and classes (excluding any that he has been precluded from attending through absence on duty) and that his work and conduct at such lectures and classes have been satisfactory:

Provided that if the fees are paid by instalments the amount of the refund after the first year shall be computed on the scale for fees paid in advance.

Vesting the Control of a Scenic Reserve in the Ohakune Lakes Scenic Board

IN pursuance and exercise of the powers and authorities conferred upon him by section thirteen of the Scenery Preservation Act, 1908, His Excellency the Governor-General of the Dominion of New Zealand doth hereby vest the control of the reserve described in the Schedule hereto (being land reserved under the said Act) for the period of five years from the date hereof (unless previously altered or revoked under the said Act), in the undermentioned persons, namely,—

The Commissioner of Crown Lands, Wellington, ex officio,
The Mayor of Ohakune, ex officio,
The Chairman, Waimarino County Council, ex officio,
William Llewellyn Jones,
Ernest Owen Lightband,
Joseph Andrew Morton,
Edward Bannerman Lothian,
Lewis Edmund Jordan, and
Laurence Watty Nation,

who are hereby constituted for that purpose a special Board by the name of the Ohakune Lakes Scenic Board (herein referred to as the Board), in trust, for the preservation of scenery, and with the powers and subject to the conditions hereinafter contained, that is to say :—

  1. The first meeting of the Board shall be held on Monday, the thirteenth day of May, one thousand nine hundred and forty-six, at two o’clock p.m., in the Fire Brigade Station, Goldfinch Street, Ohakune, and thereafter the Board shall meet for the transaction of business at such other time or place as may from time to time be fixed by the Board.

  2. The Commissioner of Crown Lands shall be the Chairman of the Board. He may join in the discussion, and shall have an original as well as a casting vote.

  3. Special meetings may be convened at Ohakune by the Secretary, provided that two days’ notice of such meeting is given to each member, specifying the business to be transacted at such special meeting ; and no other business than that so specified shall be transacted at such meeting.

  4. Any five members of the Board shall form a quorum. Any meeting may be adjourned from time to time.

  5. All questions shall be determined by the majority of votes of the members of the Board present at the meeting.

  6. If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose one of their number to be Chairman for such meeting.

  7. If, by resignation, death, incapacity, or otherwise, the seat of any member shall be or become vacant, or if any member absents himself, without reasonable cause, from three consecutive meetings of the Board, the Governor-General shall have power to appoint any other person to be a member of the Board in his stead.

  8. The Board may, with the approval of the Minister in Charge of Scenery Preservation, make such rules as it deems necessary for the good conduct of the public frequenting the reserve, and may set apart areas for camping-grounds or other purposes, and may fix reasonable charges for the use thereof in accordance with a scale to be approved from time to time by the Minister.

  9. No tree, shrub, or plant of any kind which is not indigenous to the Ohakune district shall be planted in the reserve without the permission of the Minister.

  10. The Board shall prepare and submit at an annual meeting to be held in the month of April in each year a report of the proceedings of the Board for the previous year ending on the thirty-first day of March, together with a statement of the receipts and expenditure of the Board for such year. A copy of every such report and statement, certified by the Chairman to be correct, shall be sent to the Minister in Charge of Scenery Preservation as soon as possible after each annual meeting.

  11. The Board shall control the said reserve in accordance with the provisions of the said Act and of the regulations made thereunder.


SCHEDULE

OHAKUNE LAKES SCENIC RESERVE.—WELLINGTON LAND DISTRICT SECTION 24B, Block VIII, Makotuku Survey District: Area, 132 acres 1 rood 8 perches.

Also all that area containing by admeasurement 136 acres 0 roods 21·8 perches, more or less, being Lots 1 and 2 of Lot 2, and other part of Lot 2 of Section 28, Block VIII, Makotuku Survey District.

As the same are more particularly delineated on the plan marked L. and S. 4/341D, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon edged red.

As witness the hand of His Excellency the Governor-General, this 30th day of March, 1946.

PURSUANT to the authority conferred upon me by the three-hundred-and-first section of the Justices of the Peace Act, 1927, I, Cyril Louis Norton Newall, the Governor-General of the Dominion of New Zealand, do hereby notify and declare that the persons whose names are set out in the Schedule hereto, being officers in the service of the Crown holding the offices stated opposite their names respectively in the said Schedule, are authorized to take and receive statutory declarations under the three-hundred-and-first section of the Justices of the Peace Act, 1927.

Appointments in the Royal New Zealand Navy

HIS Excellency the Governor-General has been pleased to accept the transfer of the following officers from the Royal New Zealand Naval Volunteer Reserve to the Royal New Zealand Navy and to appoint them to short-service commissions in the Royal New Zealand Navy for a period of seven years, with commencing dates, rank, and seniority as indicated, under the provisions of the Naval Defence Act, 1913 :—
