in the Schedule hereto, for the period of five years from the date
hereof (unless previously amended or revoked under the said Act),
in the undermentioned persons, namely,—

Ellen Ruth Telfer,
William George Wall,
Colin Telfer,
William Edward Warren,
John James Donald,
William Charles Harry Kiff, and
Frank Edgar Southcombe,

who are hereby constituted for that purpose a special Board by
the name of the Owhango Public Hall and Library Board (herein
referred to as “the Board”), with the powers and subject to the
conditions hereinafter contained, that is to say:—

  1. The Board shall meet for the transaction of business on the
    fourth Wednesday of each month at eight o’clock p.m. at the
    Owhango Public Hall, or at such other time or place as may from
    time to time be fixed by the Board. The first meeting shall be held
    on Wednesday, the twenty-sixth day of September, one thousand
    nine hundred and forty-five, at eight o’clock p.m.

  2. The members of the Board shall at their first meeting, and
    thereafter at the annual meeting hereinafter mentioned, elect one
    of themselves to be Chairman, who may join in the discussion,
    and shall have an original as well as a casting vote. The Chairman
    shall hold office until the election of his successor.

  3. Special meetings may be convened by the Chairman, provided
    that two days’ notice of such meeting be given to each member,
    specifying the business to be transacted at such special meeting;
    and no other business than that so specified shall be transacted
    at such meeting.

  4. Any four members of the Board shall form a quorum. Any
    meeting may be adjourned from time to time.

  5. If at any meeting the Chairman is not present at the time
    appointed for holding the same, the members present shall choose
    one of their number to be Chairman of such meeting.

  6. If by resignation, death, incapacity, or otherwise the seat
    of any member shall be or become vacant, or if any member absents
    himself without reasonable cause from three consecutive meetings
    of the Board, the Governor-General shall have power to appoint
    any other person to be a member of the Board in his stead.

  7. All questions shall be determined by the majority of votes
    of the members of the Board present at a meeting.

  8. The Board shall have prepared and submitted at an annual
    meeting held in the month of April in each year a report of the
    proceedings of the Board for the previous year ending on the thirty-
    first day of March, together with a statement of the receipts and
    expenditure of the Board for such year. A copy of every such
    report and statement, certified by the Chairman to be correct, shall
    be sent to the Minister of Lands as soon as possible after each
    annual meeting.

  9. The Board shall control the said reserve and the building
    erected thereon for the purposes of a public hall and library, and
    shall also afford settlers and residents of Owhango and the surround-
    ing district such facilities for meeting within the said hall as may
    from time to time be determined by the Board; provided that
    the Board shall have power to fix reasonable charges for the use
    of the said hall.

At the Government House at Wellington, this 22nd day of
August, 1945

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL

PURSUANT to the Census and Statistics Act, 1926, His
Excellency the Governor-General, acting by and with the
advice and consent of the Executive Council, doth hereby make
the following regulations.

REGULATIONS

  1. These regulations may be cited as the Census Regulations

  2. In these regulations “the said Act” means the Census and
    Statistics Act, 1926.

  3. These regulations shall apply only to the census to be taken
    in the year 1945.

  4. The particulars to be obtained from every occupier or person
    in charge of a dwelling shall be particulars relating to all of the
    matters enumerated in section 5 of the said Act and the other
    particulars hereinafter prescribed,

  5. In addition to the particulars specified in section 5 of the
    said Act, particulars relating to the following matters shall be
    obtained:—

(i) In respect of every occupant of a dwelling—

(a) Relation to head of household:

(b) Number of children born alive and number under 16 years
of age:

(c) Usual number of hours worked per week for wages, salary,
or financial reward:

(d) Occupational status:

(e) Name of employer:

(f) Intended profession, occupation, industry, and occupational
status in normal or post-war conditions:

(g) Number of working-days lost through sickness, accident,
or unemployment during year ended the 30th day of
June, 1945:

(h) Income earned during year ended the 31st day of March,
1945, or other convenient date:

(i) Usual travelling-time between residence and place of work:

(j) Usual place of residence:

(k) Overseas war service.

(ii) In respect of the dwelling in which residing—

(l) Name of occupier or person in charge:

(m) Number of occupants and sex of each:

(n) Location:

(o) Distance from nearest neighbourhood shops, from nearest
transport service, and from nearest public primary
school:

(p) Tenure:

(q) Rent payable:

(r) Source of electricity-supply:

(s) Nature of water-supply:

(t) Cooking appliances:

(u) Provision of hot-water, bath and toilet facilities:

(v) Poultry kept and eggs produced.

  1. In any case in which the prescription of particulars
    contained in the said Act and these regulations is insufficient
    completely to indicate the nature of the information to be furnished,
    the Government Statistician shall have power to direct by means
    of instructions contained in a census schedule the precise nature
    of the particulars required.

  2. It shall not be obligatory to collect the whole of the par-
    ticulars herein and in the said Act prescribed in respect of any
    person or class of persons in respect of whom the Government
    Statistician considers that any specified particulars need not be
    collected, and the Government Statistician shall have power to
    direct accordingly.

  3. The regulations referred to in the Schedule hereto are
    revoked.
