Delegation of Powers of Food Controller, Rationing Controller, and Sugar Controller
Pursuant to Regulation 4 of the Supply Control Emergency Regulations 1939, I, James Ewing Thomas, Food Controller, Rationing Controller, and Sugar Controller, hereby delegate to Andrew John Costelloe, of Wellington, the Secretary to the Food Controller and the Rationing Controller and the Sugar Controller, all my powers and functions as Food Controller under the Foodstuffs Emergency Regulations 1939, and all my powers and functions as Rationing Controller under the Rationing Emergency Regulations 1942, and all my powers and functions as Sugar Controller under the Sugar Emergency Regulations 1939, including in each case the power of delegation conferred by the said Regulation 4.

The Meat Rationing Notice 1945
Pursuant to the powers conferred on the Rationing Controller by the Rationing Emergency Regulations 1942, and duly delegated to me by the said Controller pursuant to Regulation 4 of the Supply Control Emergency Regulations 1939, I, Andrew John Costelloe, the Secretary to the Rationing Controller, hereby give the following directions :—

This notice may be cited as the Meat Rationing Notice 1945.

This notice shall come into force on the fourteenth day after the date of its publication in the Gazette.

This notice shall not apply to any carcass intended for export unless and until the carcass is appropriated for use or consumption in New Zealand or for supply to a ship in a New Zealand port.

Where any animal from which rationed meat is obtained is slaughtered in any slaughterhouse registered or licensed under the Meat Act, 1939, the manager, in the case of an abattoir, or the licensee, in the case of any other slaughterhouse, shall forthwith cause—
(a) The carcass of the animal to be weighed ; and
(b) The weight of the carcass to be marked on the carcass with meat marking ink in the manner provided in clause 7 of this notice ; and
(c) The weight of the carcass, less tolerance (if any), to be entered on the appropriate wholesale discharge sheet kept in accordance with the instructions of the Controller.
- (1) Clause 4 of this notice shall not apply with respect to the carcass of any such animal that is slaughtered in a rural slaughter-house in which scales are not for the time being installed.
(2) Where any person obtains any such carcass from any such rural slaughterhouse pursuant to an authority to acquire meat he shall forthwith cause the carcass to be weighed and marked as provided in clause 4 of this notice and the weight of the carcass, less tolerance (if any), to be entered on the authority to acquire meat.

No person shall remove or cause or permit the removal of any such carcass from the slaughterhouse, or from the premises of the person who has obtained it as mentioned in clause 5 of this notice, or shall accept any such carcass, or shall keep any such carcass on any premises used for the sale of rationed meat, unless the provisions of this notice have been complied with in respect of the carcass.

Every mark made in pursuance of paragraph (b) of clause 4 of this notice shall be in clearly legible characters indicating the weight in pounds of the carcass and shall be made—
(a) In the case of beef or veal, on the brisket and also on the buttock :
(b) In the case of mutton, lamb, or pork, on the back.
- No person shall—
(a) Make on any such carcass any mark which indicates a weight other than the weight required by this notice to be marked ; or
(b) Without lawful authority or excuse, alter, deface, erase, or obliterate any mark made in pursuance of this notice.

Where any such carcass is divided into portions at the slaughterhouse each portion shall for the purposes of this notice be deemed to be a carcass.

For the purposes of this notice,—
“ Weight ”, in relation to any carcass, means the cool weight of the carcass dressed in accordance with normal abattoir practice ; and, in any case where the carcass is weighed hot, means 97 per cent. of the hot weight :
“ Tolerance ”, in relation to the weight of any carcass, means a deduction of 50 per cent. of the weight in excess of 800 lb. in the case of beef, or a deduction of 50 per cent. of the weight in excess of 70 lb. in the case of mutton, or such other deduction as may from time to time be directed by the Controller.

NOTE.—The manager of any abattoir or the licensee of any other slaughterhouse who is unable to comply with the provisions of this notice through being unable to obtain scales immediately may apply to the Rationing Controller for temporary exemption until scales are available.
