Minister's Decisions under Customs Acts

Customs Department, Wellington, 30th November, 1944.

It is hereby notified for public information that the Hon. the Minister of Customs has decided to interpret the Customs Acts in relation to the undermentioned articles as follows:

NOTES.--(a) "Not elsewhere included" appears as n.e.i.; "other kinds" as o.k.; "articles and materials suited for, and to be used solely in, the fabrication or repair of goods within New Zealand." as a. and m.s. (b) Articles marked thus † are revised decisions. (c) The rates of duty payable on goods set out hereunder have not been shown except in the case of goods classed under Tariff Items 416, 448, and 449 (2), and l of goods admitted (under the provisions of section 11 of the Customs Amendment Act, 1927) at a rate of duty lower than that provided for in the First Schedule to the Customs Acts Amendment Act, 1934. Where goods are admitted under the provisions of section 11 aforesaid; the reduced rate is marked with an asterisk. (d) Steam-engines, gas-engines, oil-engines, and electric or other motors are not, unless otherwise indicated, to be regarded as parts of the machines with which they are imported. (e) Surtax as provided for in section 5 of the Customs Acts Amendment Act, 1930, or primage duty as provided for in section 4 of the Customs Acts Amendment Act, 1931, as the case may be, is payable in addition to the duties set out hereunder.

A. and m.s., viz.: Apparel, articles and materials for the manufacture of, viz., Fasteners, plaquet, &c., viz.-- "Cotton closures," consisting essentially of two strips of narrow webbing in the piece, with buttons sewn at intervals on one strip, and button-holes sewn in corresponding positions on the complementary strip 448 Free
Chemicals, &c., used in manufactures, viz.,-- Weaving, dyeing, and cleaning of textiles, materials used in connection with, viz.-- Degreasing, scouring, and "wetting out" preparations, viz.-- "Arostit BL" "Arostit ZET" "Resolene NCP" "Sandozol N" "Sirrix O" "Solvent T" "Tetraocarnit Conc." 448 Free Free.
Yarns, viz.:-- Yarns of silk, artificial silk, or mixtures of silk and artificial silk, as may be approved by the Minister, on declaration by a manufacturer that they will be used by him only in the manufacture of hosiery, woollen piece-goods, blankets, or underwear 448 Free Free.
Engines specially suited for use on motor-vehicles, viz.:-- Ignition sets (cable sets) with terminals attached, for use on the engines of motor-vehicles 335 (2)
Machinery and appliances, viz.:-- Manufacturing, industrial, &c., viz.-- Air conditioner, the "Austral Humidifier," for controlling the humidity of the air during industrial processes Burners, liquid fuel, viz.-- "Bankheat" pressure atomizing oil-burner, including the two-stage pump which supplies the pressure Concreting appliances, viz.-- Grouting machine, the "Colcrete," for use in mixing cement, sand, and water, and delivering the mixture through a hose to aggregate previously placed in the required position (NOTE.--The water tank, if imported, is to be separately classified under T.I. 356 (l) (b), and the hose under T.I. 199.) (NOTE.--This decision will be reviewed after 30th June, 1945.) Dust collector, the "Multiclone," for removing dust from the air during industrial processes (NOTE.--The metal framework and sheet-metal housing, if imported, are to be separately classified under T.I. 356 (l) (b).) Engines, oil, and parts, viz.-- "Burgess Exhaust Snubbers," for muffling the exhausts of internal combustion engines, if fabricated from steel plate of a thickness of % in. or over Extruding machine, the "Shaw," including the clean-off, haul-off, and wind-up gear, when imported therewith, for use in the extrusion of plastic rods, and plastic sleeving for covering wire and cables Filling, packing, and wrapping, viz.-- Cement re-bagging machine, hand-power Filters, viz.-- Petrol filters, assemblies for, consisting of bowls, bails, screens, strainers, and seats (NOTE.--Metal nuts, if imported therewith, are to be separately classified under T.I. 310 (l).) Pumps, viz.-- "Pegson-Marlow" portable, centrifugal pump, including the oil-engine incorporated therewith Teasing, flock-making, batting-making, &c., machines, viz.-- Felting needles, barbed, for use with felt-needling machines.. Transmission gear, viz.-- Hose, with couplings permanently affixed, specially suited for use with hydraulic units for operating road-making and other tractor-drawn machinery from a tractor, when imported otherwise than with a tractor as standard equipment therefor (NOTE.--Incorporates decision under T.I. 352 in M.O. 70.)
