Napier (Marewa) Town-planning Scheme No. 2 declared Urgent

A PROCLAMATION
IN pursuance and exercise of the powers and authorities conferred
on me by the Napier Town-planning Regulations 1931, I,
Cyril Louis Norton Newall, the Governor-General of the Dominion
of New Zealand, do hereby, on the application of the Napier Borough
Council, declare the Napier (Marewa) Town-planning Scheme No. 2,
being the scheme provisionally approved by the Town-planning
Board on the third day of November, one thousand nine hundred
and forty-four, to be urgent.
Given under the hand of His Excellency the Governor-General
of the Dominion of New Zealand, and issued under the
Seal of that Dominion, this 28th day of November, 1944.

Vesting the Control of a Reserve in the Bell Hill Public Hall Board

ORDER IN COUNCIL
At the Government Buildings at Wellington, this 29th day of
November, 1944
Present:
THE RIGHT HON. P. FRASER PRESIDING IN COUNCIL
WHEREAS the land described in the Schedule hereto is a
reserve duly set apart for a site for a public hall: And
whereas it is expedient that the control of the said reserve should
be vested in a special Board, as hereinafter provided:
Now, therefore, His Excellency the Governor-General of the
Dominion of New Zealand, acting by and with the advice and
consent of the Executive Council of the said Dominion, and in exercise
of the powers and authorities conferred upon him by section
seventeen of the Public Reserves, Domains, and National Parks
Act, 1928, doth hereby vest the control of the reserve described in
the Schedule hereto for the period of five years from the date hereof
(unless previously amended or revoked under the said Act) in the
undermentioned persons, namely:-
Alfred Hector Helem,
Paul Patrick Dawkins,
Arthur Frederick Lemon,
James Danial Crengle, and
Robert Joseph Wilks,
who are hereby constituted for that purpose a special Board by the
name of the Bell Hill Public Hall Board (hereinafter referred to as
"the Board"), with the powers and subject to the conditions herein-
after contained, that is to say,-
- The Board shall meet for the transaction of business on the
twenty-fourth day of each month at eight o'clock p.m. at the Bell
Hill Public Hall, or at such other time or place as may from time
to time be fixed by the Board. The first meeting shall be held on
Friday, the twenty-fourth day of November, one thousand nine
hundred and forty-four. - The members of the Board shall at their first meeting, and
thereafter at the annual meeting hereinafter mentioned, elect one
of themselves to be Chairman, who may join in the discussion, and
shall have an original as well as a casting vote. The Chairman shall
hold office until the election of his successor. - Special meetings may be convened by the Chairman, provided
that two days' notice of any such meeting is given to each member,
specifying the business to be transacted at such special meeting;
and no other business than that so specified shall be transacted at
such meeting. - Any three members of the Board shall form a quorum.
Any meeting may be adjourned from time to time. - If at any meeting the Chairman is not present at the time
appointed for holding the same, the members present shall choose
one of their number to be Chairman of such meeting. - If by resignation, death, incapacity, or otherwise the seat of
any member shall be or become vacant, or if any member absents
himself without reasonable cause from three consecutive meetings
of the Board, the Governor-General shall have power to appoint
any other person to be a member of the Board in his stead. - All questions shall be determined by the majority of votes
of the members of the Board present at the meeting. - The Board shall have prepared and submitted at an annual
meeting to be held in the month of April in each year a report of the
proceedings of the Board for the previous year ending on the thirty-
first day of March, together with a statement of the receipts and
expenditure of the Board for such year. A copy of every such
report and statement, certified by the Chairman to be correct, shall
be sent to the Minister of Lands as soon as possible after each annual
meeting. - The Board shall control the said reserve and the building
erected thereon for the purposes of a public hall, and shall also
afford settlers and residents of Bell Hill and the surrounding district
such facilities for meeting within the said hall as may from time to
time be determined by the Board: Provided that the Board shall
have power to fix reasonable charges for the use of the said hall.

Vesting Lands in the Selwyn Plantation Board

THE RIGHT HON. P. FRASER PRESIDING IN COUNCIL
IN pursuance and exercise of the powers and authorities conferred
upon him by subsection three of section one hundred and
seventy-one of the Reserves and other Lands Disposal and Public
Bodies Empowering Act, 1924, and subsection two of section thirteen
of the Reserves and other Lands Disposal Act, 1931, His Excellency
the Governor-General of the Dominion of New Zealand, acting by
and with the advice and consent of the Executive Council of the said
Dominion, doth hereby declare that, from and after the day of the
date hereof, the lands described in the Schedule hereto shall be vested
in the Selwyn Plantation Board, in trust, for plantation purposes.

CANTERBURY LAND DISTRICT
All that area containing 10 acres, more or less, being part Section 1,
Reserve 309, Blocks II and III, Leeston Survey District, and being
all the land comprised in Certificate of Title, Volume 206, folio 66
(Canterbury Registry).
Also all that area containing 63 acres 2 roods, more or less,
being parts Reserves 302 and 1759, Blocks II and III, Leeston
Survey District, and being all the land comprised in Certificate of
Title, Volume 383, folio 123 (Canterbury Registry).
Also all that area containing 143 acres 1 rood 26 perches, more
or less, being Rural Section 32956, Blocks II and III, Leeston
Survey District, and being all the land comprised in Certificate of
Title, Volume 256, folio 155 (Canterbury Registry).
Also all that area containing 163 acres, more or less, being part
Rural Section 33357, Block II, Leeston Survey District, and being
all the land comprised in Certificate of Title, Volume 402, folio 264
(Canterbury Registry).
Also all that area containing together 550 acres 1 rood 21 perches,
more or less, being Rural Sections 32958 and 33273, Blocks II and
III, Leeston Survey District, and being all the land comprised in
Certificate of Title, Volume 340, folio 116 (Canterbury Registry).
As the same are delineated on the plan marked L. and S. 49135L,
deposited in the Head Office, Department of Lands and Survey, at
Wellington, and thereon bordered red.
Also all that area containing 409 acres and 30 perches, more or
less, being Rural Sections 33387 and 36372, Blocks II and VI,
Leeston Survey District.
As the same are delineated on the plan marked L. and S. 49135M,
deposited in the Head Office, Department of Lands and Survey, at
Wellington, and thereon bordered red.

Parks Act, 1928, His Excellency the Governor-General of the
Dominion of New Zealand, acting by and with the advice and
consent of the Executive Council of the said Dominion, doth hereby
appoint

Samuel Frew,
D'Arcy Charrington Gardiner,
Harold Dean Greenwood,
Ellis Porter Shier,
Arthur Ronald Turnbull,
Arthur Burke,
John Alexander Courage, and
John Michael Bayntun Starky
to be the Kowai Domain Board, having control of the land described
in the Schedule hereto; and doth hereby appoint Monday, the
eighteenth day of December, one thousand nine hundred and forty-
four, at four o'clock p.m., as the time when, and the Public Library,
Amberley, as the place where, the first meeting of the Board shall
be held.
