Economic Stabilization Emergency Regulations 1942.—Wartime Price Index
IN accordance with Regulation 41 of the Economic Stabilization Emergency Regulations 1942, it is hereby notified that the wartime price index as at the 15th day of September, 1944 (on base: 15th December, 1942 = 1000), was 1003. This figure indicates that, after seasonal adjustment has been made in respect of certain commodities the prices of which are subject to seasonal movement, the general level of prices of commodities, &c., included in the wartime price index was 0·3 per cent. higher at 15th September, 1944, than at 15th December, 1942.

The Sawmilling Industry (Christmas Holidays) Notice 1944
NOTICE is hereby given that, pursuant to Regulation 20 of the Industrial Man-power Emergency Regulations 1944, the Timber Controller hereby requires and directs as follows :—

This notice may be cited as the Sawmilling Industry (Christmas Holidays) Notice 1944.

Subject to the provisions of this notice—
(a) Every undertaking in the sawmilling industry shall, in the week commencing on the 18th day of December, 1944, be operated until a time not earlier than the usual closing-time on Thursday, the 21st day of December, 1944; and
(b) Every worker who in that week is for the time being employed or engaged in or in connection with that undertaking shall in that week work until a time not earlier than the usual closing-time on Thursday, the 21st day of December, 1944.
- Subject to the provisions of this notice—
(a) Every undertaking in the sawmilling industry shall, in the week commencing on the 8th day of January, 1945, be operated from a time not later than the usual commencing-time on Wednesday, the 10th day of January, 1945; and
(b) Every worker who in that week is for the time being employed or engaged in or in connection with that undertaking shall in that week work from a time not later than the usual commencing-time on Wednesday, the 10th day of January, 1945.
- (1) Where, pursuant to Regulation 20 of the Industrial Man-power Emergency Regulations 1944, any direction has been or is hereafter given by the Timber Controller in respect of any undertaking in the sawmilling industry requiring that undertaking to be operated for a specified number of hours in any week or requiring the workers employed or engaged in or in connection with that undertaking to work for a specified number of hours in any week, nothing contained in that direction shall apply with respect to the weeks commencing on the 18th day of December, 1944, the 25th day of December, 1944, the 1st day of January, 1945, and the 8th day of January, 1945, respectively.
(2) Except as otherwise specially provided herein, the provisions of this notice shall be in addition to and not in derogation of the provisions of any such direction as aforesaid.
- Nothing in this notice shall be construed to require that any of the operations of any undertaking in the sawmilling industry be not carried on at any time during the period commencing at the usual closing-time on Thursday, the 21st day of December, 1944, and ending at the usual commencing-time on Wednesday, the 10th day of January, 1945, or that any worker employed or engaged in or in connection with that undertaking shall cease to work at any time during that period.

STATE FOREST SERVICE NOTICE
Milling-logs for Sale by Public Tender
State Forest Service,
Rotorua, 23rd November, 1944.
NOTICE is hereby given that written tenders for the purchase of saw-logs, as more particularly described hereunder, will close at the office of the State Forest Service, Rotorua, at 4 o’clock p.m. on Monday, 18th December, 1944. Tenderers will be required to offer a price per cubic foot for each class of each species specified in the Schedule hereunder.
SCHEDULE
ROTORUA CONSERVANCY.—AUCKLAND LAND DISTRICT
SAW-LOGS, not including logs required for plywood manufacture, that are delivered for the purposes of this sale by the Crown from State Forest No. 58. The delivery of logs will be commenced on Monday, 6th August, 1945, or at such earlier date as may be mutually agreed upon. Logs will be delivered to a mill-site situated in Block X, Ahikereru Survey District, to be leased from the Crown, and will amount altogether to not less than 400,000 cubic feet and not more than 600,000 cubic feet annually commencing from date of sale. Logs will be subdivided into three classes, and definitions of these classes and upset prices are as follows :—
CLASS I.—Logs over 9 ft. 6 in. centre girth outside bark measurement with not more than 25 per cent. of gross volume allowed as deduction for defects.
CLASS II.—Logs between 6 ft. 6 in. and 9 ft. 6 in. centre girth outside bark measurement with not more than 25 per cent. of gross volume allowed as deduction for defect and logs over 9 ft. 6 in. centre girth outside bark measurement with 25 per cent. or more of gross volume allowed as deduction for defect.
CLASS III.—Logs up to 6 ft. 6 in. centre girth outside bark measurement and logs between 6 ft. 6 in. and 9 ft. 6 in. centre girth outside bark measurement with 25 per cent. or more of gross volume allowed as deduction for defect.

Term of Agreement: Four years, with the right to purchase biennially thereafter for a period of sixteen years a quantity of forest-produce either in the form of logs or trees.
Upon the expiry of the four-year term of the sale agreement, during which the Commissioner of State Forests (hereinafter referred to as “the Commissioner”) undertakes to supply logs, the purchaser shall have the right to purchase biennially during the subsequent sixteen-year period provided herein, at such prices as the Commissioner may determine, forest-produce either in the form of logs or trees as the Commissioner may decide not less in quantity than the biennial average quantity purchased during the said four-year term.
The prices to be charged in respect of the biennial sales herein provided shall be determined as far as possible to make them conform to the then current values of sawn produce, provided always that values do not fall below the cost of logging plus the following stumpage rates per cubic foot, viz. :—

Deposit and Terms of Payment
As a guarantee of good faith a marked cheque to yield the sum of £1,000 (one thousand pounds) must accompany the tender, and shall be returned if the tender is not accepted. In the case of the purchaser this sum shall be held by the Conservator of Forests, Rotorua (hereinafter called “the Conservator”), and may at his option be returned to the purchaser at the conclusion of milling operations, or may be used in payment for the last month’s supply of logs, any surplus being returned to the purchaser.
In addition, the purchaser shall, within 28 (twenty-eight) days of notification of the acceptance of his tender, deposit with the Conservator further sureties to the value of £2,000 (two thousand pounds), which shall be held by the Crown as security against default in payment for the logs purchased as herein provided or failure to comply with the terms and conditions of the sale agreement or any subsequent license or agreement. Should payment be made regularly, and should the terms and conditions hereinafter set out be faithfully observed, the sureties shall be returned to the purchaser at the conclusion of milling operations. The sureties may be by marked cheque, inscribed stock, Government bonds, or in other form acceptable to the Commissioner.
The deposit and the sureties (if in cash) will be invested in an approved security, and the accrued interest will be paid to the purchaser from time to time.
(NOTE.—It is estimated that the capital necessary to finance this project successfully will be not less than £40,000.)
Measurement of Logs
Logs will be measured by officers of the State Forest Service, and the quantities of timber in cubic feet will be assessed from the measurement made on each log of its girth at mid-length outside bark to the nearest complete inch, fractions being omitted, and its length to the nearest complete foot, odd inches being omitted, the volume being calculated in accordance with the New Zealand State Forest Service Log Scale. Although logs will be delivered in the longest possible lengths suitable for transporting, the maximum log length for measurement purposes will be 24 (twenty-four) ft., and longer lengths will be calculated as two or more separate logs of approximately equal length, save that no butt logs will be measured at a point less than 7 ft. from the butt end.
An allowance of 4 in. for crosscutting will be made on logs ranging from 24 (twenty-four) ft. to 32 (thirty-two) ft. in length, and on account of each complete 16 (sixteen) foot log length obtainable from logs of a length of 33 (thirty-three) ft. or over; and the Forest Officer will make such deductions for defective logs as in his opinion are reasonable, and in cases of dispute the Conservator’s decision shall be final.
