SCHEDULE
Regulations for the Government and Payment of the Royal
New Zealand Navy, 1939
ARTICLE 63, paragraphs 1, 2, and 6: Cancel and substitute:-

  1. Promotion to Commissioned Rank.-Ratings of the following
    branches of the Royal New Zealand Navy are eligible to be considered
    for promotion to commissioned rank in the Royal New Zealand
    Navy:-
    Seaman Branch ... To Acting Sub-Lieutenant, Royal
    Communications Branch ... } New Zealand Navy.
    Engine-room Artificer Branch To Acting Sub-Lieutenant (E), Royal
    Stoker Branch ... New Zealand Navy.
  2. The qualifications required of candidates from any of these
    branches, the system of selection, and the rules for promotion will
    be regulated by the provisions of King's Regulations and Admiralty
    Instructions, and of Admiralty Fleet Orders in force for the time
    being.
  3. Subject to the provisions of clause 25, part 3, and clause 14,
    part 7, of Appendix XII of the King's Regulations and Admiralty
    Instructions, candidates who are selected by the Lords Commissioners
    of the Admiralty on behalf of the New Zealand Naval Board for
    promotion to commissioned rank will be granted permanent com-
    missions in the Royal New Zealand Navy, and will remain on loan
    to the Royal Navy generally until they have obtained appropriate
    watch-keeping certificates or for such other period as may be
    decided upon.

    Validating Irregularity in connection with Annual Meeting of
    Maniototo County Council

    ORDER IN COUNCIL
    At the Government House at Wellington, this 20th day of
    September, 1944
    Present:
    His Excellency the Governor-General in Council
    WHEREAS by section seventy-seven of the Counties Act, 1920
    (hereinafter referred to as "the said Act"), it is provided
    that the annual meeting of the various County Councils throughout
    the Dominion shall be held on a day being not later than thirty
    days after the third Saturday in May:
    And whereas the annual meeting of the Maniototo County
    Council was omitted to be held during the period provided by the
    said section seventy-seven of the said Act, but was held on the
    twenty-eighth day of July, one thousand nine hundred and forty-
    four, and it is expedient to validate the proceedings in connection
    therewith:
    Now, therefore, in pursuance and exercise of the power and
    authority vested in him by section two hundred and sixteen of the
    said Act, His Excellency the Governor-General, acting by and with
    the advice and consent of the Executive Council, doth hereby
    declare that the proceedings in connection with the meeting of the
    Maniototo County Council held on the twenty-eighth day of June,
    one thousand nine hundred and forty-four, shall be valid to all
    intents and purposes as if such meeting had been held during the
    period provided by the said section seventy-seven of the said Act;
    and doth further declare that the said proceedings shall not be called
    in question by reason only of the irregularity aforesaid.

    Variation of Order in Council prohibiting Alienations of certain
    Native Land

    ORDER IN COUNCIL
    At the Government House at Wellington, this 20th day of
    September, 1944
    Present:
    His Excellency the Governor-General in Council
    PURSUANT to section four hundred and forty-two of the Native
    Land Act, 1931, His Excellency the Governor-General,
    acting by and with the advice and consent of the Executive Council,
    docth hereby vary an Order in Council made on the eleventh day
    of April, one thousand nine hundred and thirty-two, and published
    in the Gazette on the fourteenth day of April, one thousand nine
    hundred and thirty-two, at page 761, and affecting Kaimanawa
    LE 2B and other blocks, by excluding therefrom the land described
    in the Schedule hereto.

    Amending Order in Council delegating Powers under the Cemeteries
    Act, 1908

    September, 1944

    His Excellency the Governor-General in Council
    URSUANT to the Cemeteries Act, 1908, His Excellency the
    Governor-General, acting by and with the advice and consent
    of the Executive Council, doth hereby revoke, in so far as it relates
    to the Culverden Cemetery, the Order in Council delegating powers
    under the said Act made on the eighteenth day of September, one
    thousand nine hundred and thirty-three, and published in the
    Gazette on the twenty-first day of the same month at page 2429.

    Trustees of Culverden Cemetery appointed

    Pursuant to section fifty-five of the Cemeteries Act, 1908, I,
    Cyril Louis Norton Newall, the Governor-General of the
    Dominion of New Zealand, do hereby appoint the Amuri County
    Council to be the trustees of the Culverden Cemetery as described
    in the Schedule hereto, and to have the control and management of
    the said cemetery.
    SCHEDULE
    CULVERDEN CEMETERY.-CANTERBURY LAND DISTRICT
    Reserve 3757, Block VI, Culverden Survey District, containing
    an area of 3 acres, more or less.
    As witness the hand of His Excellency the Governor-General,
    this 20th day of September, 1944.

    Government Railways Appeal Board.-Appointment of Chairman

    In pursuance of the power and authority conferred on me by
    subsection two of section nine of the Government Railways
    Amendment Act, 1927, I, Cyril Louis Norton Newall, the Governor-
    General of the Dominion of New Zealand, do hereby appoint Harry
    Evelyn Anderson, Barrister and Solicitor, of Wellington, as a member
    and as Chairman of the Government Railways Appeal Board, to
    hold office for a term of one year from and including the first day
    of August, one thousand nine hundred and forty-four.
    As witness the hand of His Excellency the Governor-General,
    this 20th day of July, 1944.

    Pursuant to the authority conferred upon me by the three-
    hundred-and-first section of the Justices of the Peace Act,
    1927, I, Cyril Louis Norton Newall, the Governor-General of the
    Dominion of New Zealand, do hereby notify and declare that the
    persons whose names are set out in the Schedule hereto, being
    officers in the service of the Crown holding the offices stated opposite
    their names respectively in the said Schedule, are authorized to take
    and receive statutory declarations under the three-hundred-and-
    first section of the Justices of the Peace Act, 1927.

    His Excellency the Governor-General has been pleased to
    approve the transfer of the following New Zealand officers
    from the Royal Navy to the Royal New Zealand Navy:-
    Probationary Temporary Sub-Lieutenant (A) David James
    Love, R.N.V.R., transferred to Royal New Zealand Naval Volunteer
    Reserve as from date of entry, 6th September, 1943, in rank of
    Probationary Temporary Sub-Lieutenant (A), with seniority of
    6th March, 1944, and reappointed, to date 6th September, 1944.
