The Kaiapoi Commodities Delivery Notice 1943
PURSUANT to Regulation 4 of the Delivery Emergency Regulations 1942, the Minister of Transport doth hereby give notice as follows :—
- This notice may be cited as the Kaiapoi Commodities Delivery Notice 1943.
- This notice shall come into force on the seventh day after the date of publication thereof in the Gazette.
- The scheme set out in the Schedule hereto is hereby provided for the said district.
- The Kaiapoi Commodities Delivery Notice 1942, published in the Gazette on the 3rd day of December, 1942, at page 2839, is hereby revoked.
SCHEDULE
THE KAIAPOI COMMODITIES DELIVERY SCHEME, 1943
(1) For the purposes of this scheme, unless the context otherwise requires,—
“Commodities” means meat, milk, and bread :
“The district” means the Borough of Kaiapoi and the area adjoining the borough as described in the clause (c) hereof :
“Minister” means the Minister of Transport :
“Wholesale purchaser” means a person who purchases any commodities for resale or for transport to an area outside the district or for consumption at a military camp, hotel, hospital, or similar institution requiring large supplies daily.
(2) For the purposes of assisting in the administration of this scheme there shall be a committee which shall consist of the following members :—
(a) Two members to be appointed by the Kaiapoi Borough Council :
(b) One member to be appointed by the vendors of milk, one member to be appointed by the vendors of bread, and one member to be appointed by the vendors of meat, being the parties to this scheme :
(c) The District Oil Fuel Controller, Kaiapoi.
(3) On the death or resignation of any member of the committee, the vacancy created thereby shall be filled by appointment in the manner in which the vacating member was appointed.
(4) The functions of the committee shall be to receive and investigate complaints affecting the administration of this scheme, to advise the Minister on any matters that may be referred to the committee by the Minister or that may be considered by it of its own motion, and to make recommendations to the Minister for amending this scheme.
(5) Subject to the foregoing provisions of this scheme, the committee may regulate its procedure in such manner as it thinks fit.
(6) The following conditions shall apply to this scheme :—
(a) That meat may be delivered in the district by any vendor to any person, whether or not that person is a wholesale purchaser for the purposes of the scheme, on such three days in any week during the months of December, January, and February in each year, and on such two days in any week during the months of March to November (inclusive) in each year, as the Minister or a Zoning Officer shall from time to time appoint in respect of the scheme, but otherwise meat may be delivered in the district to the premises of wholesale purchasers only :
(b) That the vendors of milk who are parties to this scheme may deliver milk within the Borough of Kaiapoi in the areas allotted to them by the next succeeding clause :
(c) That, subject to the provisions of the next succeeding clause, bread may be delivered in the area allotted to the bread-vendors by the said clause by any vendor to any person, whether or not that person is a wholesale purchaser for the purposes of the scheme, on such three days in any week as the Minister or a Zoning Officer shall from time to time appoint in respect of the scheme.
(7) The areas in which the following vendors may deliver their respective commodities are as described hereunder :—

Industrial Man-power Emergency Regulations 1942
IN pursuance of the powers conferred upon him by Regulation 19 of the Industrial Man-power Emergency Regulations 1942, the Minister of Industrial Man-power doth hereby declare that the provisions of Part IV of the said regulations do henceforth apply to all persons employed by the Wellington City Tramways Department.

Industrial Man-power Emergency Regulations 1942.—Amendment to Declaration of Essential Industry No. 130
IN pursuance of the powers conferred upon him by Regulation 11 of the Industrial Man-power Emergency Regulations 1942, the Minister of Industrial Man-power doth hereby amend the Declaration of Essential Industry No. 130 by deleting therefrom the words “those Rabbit Boards in the South Island,” and by substituting therefor the words “all Rabbit Boards.”

Industrial Man-power Emergency Regulations 1942.—Declaration of Essential Undertakings No. 134
IN pursuance of the powers conferred upon him by Regulation 11 of the Industrial Man-power Emergency Regulations 1942, the Minister of Industrial Man-power doth hereby declare the undertakings set forth hereunder to be essential undertakings for the purposes of those regulations :—
Black Bridge construction work on the Pakaraka–Awanui Main Highway.
Woods Bridge construction work on the Whangarei–Kaeo Main Highway.
Titoki Bridge construction work on the Kaikohe–Maungatapere Main Highway.
Matahoura Stream Bridge construction work on the Napier–Wairoa State Highway.
Waikoau River Bridge construction work on the Napier–Wairoa State Highway.
