appointments in the Public Service:
Constable Edward Charles Taylor Broadley
to be Bailiff of the Magistrates' Court at Wairoa for the purposes of
the Magistrates' Courts Act, 1928, on and from the 24th day of
May, 1943.
James William Holland
to be Registrar of Electors and Returning Officer for the Electoral
District of Wairarapa for the purposes of the Electoral Act, 1927,
and its amendments, and Returning Officer for the Wairarapa
Licensing District for the purposes of the Licensing Act, 1908, and
its amendments, on and from the 13th day of May, 1943.
Frederick James Henry Gratton
to be a Commissioner of the High Court of Western Samoa under
section 64 of the Samoa Act, 1921, on and from the 13th day of
April, 1943.
John Thomas Harraway
to be Deputy Registrar of Births and Deaths of Maoris at Kohukohu,
on and from the 8th day of May, 1943.
Norman Lindsay Anderson

Certificate under the Licensing Act Emergency Regulations 1940/141
and Amendment thereof
PURSUANT to Regulation 6 (2) of the Licensing Act Emergency
Regulations 1940/141, as amended by Licensing Act
Emergency Regulations 1940, Amendment No. 1 (1942/301), I
certify that part of the licensed premises known as the Waverley
Hotel, situated at Customs and Queen Streets, in the City of
Auckland—to wit, the lodging, a residential lounge, and dining-
rooms of the said hotel—has been taken possession of and is being
used on behalf of the New Zealand Government for purposes con-
nected with the war in which His Majesty is now engaged ; and
do hereby declare that the publican's license in force in respect of
such premises shall not be suspended, but hereby declare that the
licensee shall not be bound to provide accommodation or meals for
the members of the public and may exclude the members of the
public from such part of the licensed premises as is occupied on behalf
of the New Zealand Government, and that exemption from perform-
ing or observing these duties or obligations shall be deemed to have
been in force as from the 27th day of September, 1942.

Certificate under the Licensing Act Emergency Regulations 1940/141
and Amendment thereof
PURSUANT to Regulation 6 (2) of the Licensing Act Emergency
Regulations 1940/141, as amended by the Licensing Act
Emergency Regulations 1940, Amendment No. 1 (1942/301), I
certify that part of the licensed premises known as the Hotel
Auckland, situated at the corner of Customs and Queen Streets,
in the City of Auckland—to wit, the first and upper floors of the
building known as the Waitemata Block, being portion of the
licensed premises aforesaid—has been taken possession of and is
being used on behalf of the New Zealand Government for purposes
connected with the war in which His Majesty is now engaged ;
and do hereby declare that the publican's license in force in respect
of the said hotel shall not be suspended, but do hereby declare that
whilst this certificate remains in force the aforesaid part of the
said licensed premises shall not be licensed premises, and that the
provisions of the Licensing Act, 1908, and the amendments thereof
relating to licensed premises shall not apply to the said portion of
the premises, and that this exemption shall be deemed to have been
in force as from the 2nd day of November, 1942.

The Hastings and Area Bread Delivery Notice 1943
PURSUANT to Regulation 4 of the Delivery Emergency
Regulations 1942, the Minister of Transport doth hereby
give notice as follows:
-
This notice may be cited as the Hastings and Area Bread
Delivery Notice 1943. -
This notice shall come into force on the Monday following
the date of publication thereof in the Gazette. -
The scheme set out in the Schedule hereto is hereby provided
for the district described in the Schedule hereto.
SCHEDULE
THE HASTINGS AND AREA BREAD DELIVERY SCHEME 1943
(1) For the purposes of this scheme, unless the context otherwise
requires,–
"The district" means the Borough of Hastings, the Town
District of Havelock North, and portion of the Hawke's
Bay County as bounded by a blue line on the plan :
"The plan" means the plan of the district deposited for the
purposes of the scheme in the Head Office of the Transport
Department under No. TT 3394 :
"Milk scheme" means the Hastings Milk Delivery Scheme,
1942, published in the Gazette dated the 10th December,
1942, at page 2872 :
"The Minister" means the Minister of Transport.
(2) For the purpose of assisting in the administration of this
scheme there shall be a committee as follows:–
(a) Two members appointed by the Hastings Borough Council
under clause (2), paragraph (a), of the Milk Scheme :
(b) One member to be appointed by the Bakers' Bread Supply,
Ltd. :
(c) The Zoning Officer for the North Island.
(3) (a) The members to be appointed to the committee by the
Hastings Borough Council and the Bakers' Bread Supply, Ltd.,
under clause (2) of this scheme, shall be appointed by resolution
of the Council and company respectively as soon as may be after
the coming into force of this scheme.
(b) Any committee member appointed by the said Council or
company, as the case may be, may in like manner be removed from
office.
(4) Any committee member, other than the Zoning Officer,
may resign his office by writing addressed to the Minister.
(5) On the death, resignation, or removal from office of any
committee member, other than the Zoning Officer, the vacancy
created thereby shall be filled by appointment in the manner in
which the vacating member was appointed.
(6) The functions of the committee shall be to receive and
investigate complaints affecting the administration of this scheme
in its area, to advise the Minister on any matters that may be
referred to the committee by the Minister or that may be considered
by it of its own motion, and make recommendations to the Minister
for amending this scheme.
(7) Subject to the foregoing provisions of this scheme, each
committee may regulate its procedure in such manner as it thinks fit.
(8) It is a condition of this scheme that bread shall be delivered
within the district only by the parties and in the areas as described
hereunder:–
