The Steel Control Notice No. 2

PURSUANT to the Supply Control Emergency Regulations 1939* and the Steel Emergency Regulations 1943†, the Steel Controller doth hereby order and direct as follows:—

  1. (1) This notice may be cited as the Steel Control Notice No. 2‡.
    (2) This notice shall come into force on the 1st day of January, 1944.

  2. In this notice, unless the context otherwise requires,—
    “Appropriate Controller or Area Authority”, in relation to any application under this notice, means the Controller or Area Authority whose description in the second column of the First Schedule hereto is set opposite the description in the first column of that Schedule of the class of steel to which the materials referred to in the application belong:
    “Owner”, in relation to any steel, includes any person having the steel in his possession or control or on order by him.

  3. This notice shall apply with respect to carbon, alloy, and stainless steel in any of the following shapes and sections: Billets, blooms and slabs; joists, angles, tees, and channels; plates; rails; track material; flats, rounds, squares, hexagons, and octagons; pipes and tubes; wire, wire rope, and wire netting; tin-plate and terne-plate; sheets, hoop, and strip; wheels and axles.

  4. (1) No owner of any steel to which this notice applies shall sell, supply, or otherwise dispose of the steel, or any part thereof, to any other person unless—
    (a) The owner first receives an application duly completed by that other person in the form in the Second Schedule hereto; and
    (b) The application is approved by the appropriate Controller or Area Authority.
    (2) For the purposes of this clause an application shall be deemed to have been approved if the application form bears on the face thereof a reference to an approval number allotted at any time after the coming into force of this notice by the appropriate Controller or Area Authority in respect of the proposed use of the materials referred to in the application.
    (3) Every owner who sells, supplies, or otherwise disposes of any steel to which this notice applies shall forward all applications to such persons and at such times as may be directed by the Steel Controller.

All steel required for shipbuilding and repairs to ships Shipbuilding Controller, Wellington Officer in Charge, Shipbuilding Division, Marine Department, Auckland; Chief Executive Officer, Shipbuilding Division, Marine Department, Wellington; Senior Surveyor of Ships, Marine Department, Lyttelton; Senior Surveyor of Ships, Marine Department, Dunedin.
4. All wire rope, rails, track material, and other steel directly required for mining or quarrying purposes, or for the gas industry Mining Controller, Wellington ..
5. All wire rope, fencing wire, barbed wire, haybaling wire, wool-dumping wire, wire netting, and piping required for agricultural purposes Primary Industries Controller, Wellington
6. All wire rope, bush-tramway rails, track material, and other steel required for the purpose of the timber industry Timber Controller, Wellington .. Conservator of Forests at Auckland, Rotorua, Nelson, Christchurch, Hokitika, Invercargill.
7. All steel not belonging to any of the above-mentioned classes: and, in particular, all steel used in factories, engineering shops and elsewhere, of which the use has heretofore been controlled by the Factory Controller Factory Controller, Wellington .. Steel Control Officer, Department of Industries and Commerce, at Auckland, Wellington, Christchurch, Dunedin.

  1. If project approval number is quoted under paragraph 4 hereof, the materials described above may be supplied without completion of approval form hereunder. Otherwise, materials must not be supplied until approval form has been signed by a duly Authorized Approving Officer.
