(6) The functions of the committee shall be to receive and investigate complaints affecting the administration of this scheme in its area, to advise the Minister on any matters that may be referred to the committee by the Minister or that may be considered by it of its own motion, and to make recommendations to the Minister for amending this scheme.
(7) Subject to the foregoing provisions of this scheme, each committee may regulate its procedure in such manner as it thinks fit.
(8) The conditions of this scheme are that no groceries shall be delivered for any one household, family, or person—
(i) On Saturday to Monday, inclusive, in any week;
(ii) On more than one occasion in any week.

The Industrial Conciliation and Arbitration Act, 1925.—Proposed Cancellation of Registration of Industrial Union.

NOTICE is hereby given that, pursuant to and in exercise of the powers in this behalf conferred upon me by section 23 of the Industrial Conciliation and Arbitration Act, 1925, the registration of the Dunedin Milk Roundsmen’s Industrial Union of Workers, registered number 1904, situated at Dunedin, will, unless cause to the contrary is shown, be cancelled at the expiration of six weeks from the date of this notice.

NEW ZEALAND.—NORTH ISLAND.—AUCKLAND HARBOUR.
Alterations and Establishment of Buoys and Beacons.
Position : Rangitoto Beacon : Lat., 36° 47’ S.; long., 174° 49’ E. Rough Rock Beacon : Lat., 36° 49’ S.; long., 174° 49’ E. Bean Rock Lighthouse : Lat., 36° 50’ S.; long., 174° 50’ E.(approx.).
(1) Buoy discontinued.
Details : The unlighted black buoy marking the end of Duder Spit, in position 241° about 5 cables from Rangitoto Beacon, will be permanently withdrawn.
(2) Lighted Buoy to be established.
Abridged description : Fl. R.
Details : A black buoy exhibiting a flashing red light every 6 sec., flash 2 sec., will be established in position 201° 5,200 ft. from Rangitoto Beacon.
(3) Position of Buoy to be altered.
Details : The lighted red buoy about 4·5 cables from Rough Rock will be moved to a position 093° 3,070 ft. from Rough Rock Beacon.
(4) Buoy Light to be altered.
Abridged description : Occ. R. ev. 10 sec.
Details : The light on the black Fairway Buoy, about 8 cables from Rough Rock Beacon, will be altered from flashing red every 12 sec. to occulting red every 10 sec., eclipse 5 sec.
(5) Buoy to be established.
Abridged description : Fl. Or. ev. 6 sec.
Details : A red buoy exhibiting a flashing orange light every 6 sec., flash 2 sec., will be established in a position 144° 3,300 ft. from Rough Rock Beacon.
(6) Lighted Leading Beacons to be established.
Front Beacon.—Abridged description : Occ. Or. ev. 6 sec.
Rear Beacon.—Abridged description : Fl. ev. 3 sec.
Details : Two wooden pile structures painted white are being established in position 044° 4,600 ft. and 102° 6,980 ft. from Bean Rocks Light. The front beacon will exhibit an occulting orange light every 6 sec., eclipse 3 sec., at an elevation of 18 ft., visibility 6 miles; arc of visibility from 048° through east and south to 303°. The rear beacon will exhibit a flashing white light every 3 sec., flash 1 sec., at an elevation of 40 ft.; visibility 8 miles; arc of visibility from 079° through east and south to 286°. The beacons in line 142° 30’ lead through the centre of a dredged channel 900 ft. wide with a least depth of 33 ft. M.L.W.S.
Directions : Deep draught vessels entering Rangitoto Channel from northward should steer to pass about 500 ft. westward of the outer lighted black buoy, then steer to pass about 450 ft. westward of the lighted black buoy in (2) above. When abreast of this buoy the leading beacons should be in line and should be kept in line until nearing the fairway buoys (3) and (4) above, when course should be altered to pass between these buoys and thence to the westward, passing about 500 ft. southward of the red buoy in (5) above; thence into the harbour as directed.
NOTE.—The changes in buoys will be made on the 25th February, and the lighted beacons will come into operation as soon as they are completed. No further notice will be given.

Position : Somes Island Lighthouse: Lat., 41° 15′6 S.; long., 174° 52′ E. (approx.).
Details : Two blue and white chequered can buoys with staff and globe surmounts have been established in positions 093° 4,400 ft., and 091° 3,900 ft. respectively from the above lighthouse.

Details : A rock with a depth of about 2½ fathoms is reported to exist in the above position.

IT is hereby notified for general information that, in pursuance of the powers vested in me by Regulation 44 of the National Service Emergency Regulations 1940, I have, on the 25th February, 1943, issued to
James Joseph O’Connor, Marine Cook, 44 Mein Street, Newtown, Wellington, Registration No. 636845, and
James Twomey, Farm Hand, Winiata, Taihape, Registration No. 636241,
notices calling them up for service with the Armed Forces, such persons having been severally convicted for that, being reservists belonging to a division of the Reserve the enrolment of which has been proclaimed, they did fail to make application in writing for enrolment in that class of the Reserve as required by Regulation 43 (1) of the National Service Emergency Regulations 1940.
