“ (iii) In which each ply of paper forms an individual tube so fabricated into the bag that the longitudinal seams are not in alignment and so nested into the bag that before the ends are fastened it is moveable relatively to the other tubes ; and
“ (iv) In which either the bottom ends or the bottom ends and top ends respectively of each of the tubes are closed and also fastened to the corresponding ends of the other tubes whether by sewing, stapling, or sticking with adhesives, or by two or more of these methods so as substantially to close such end or ends, except that a valve or other opening may be provided for filling or emptying.”

5. Except as hereby modified the principal notice shall continue in full force and effect.

The Woollen Mills Labour Legislation Suspension and Modification Order 1943

PURSUANT to the Labour Legislation Emergency Regulations 1940, the Minister of Labour doth hereby order as follows :—

1. This Order may be cited as The Woollen Mills Labour Legislation Suspension and Modification Order 1943.

2. This Order applies to all industries carried on in woollen-mills (including woollen-hosiery mills) where the manufacture of woven or machine or hand-knitted fabrics or hosiery is carried on.

3. The provisions of all Acts and of all regulations thereunder, and of all awards and industrial agreements under the Industrial Conciliation and Arbitration Act, 1925, and of all agreements under the Labour Disputes Investigation Act, 1913, and of all other voluntary agreements affecting conditions of employment are hereby (1) suspended so far as any such provisions operate to prevent the employment of women and boys on shift-work, or on Sundays or holidays in any industry to which clause 2 hereof applies ; and (2) modified in respect of the employment of all workers on shift-work in any industry to which clause 2 hereof applies, to the extent necessary to give effect to the terms and conditions hereinafter provided.

4. Subject as hereafter set out, each male adult worker employed on shift-work shall receive, in addition to his ordinary wages, the sum of 3s. per shift, and each female worker and each youth employed on shift-work shall receive, in addition to his or her ordinary wages, the sum of 1s. 6d. per shift : Provided that in addition to the foregoing payments each female worker on night shift (irrespective of age) shall receive a bonus of 1s. 6d. per shift, which payment shall not be included as part of the total sum to be distributed to day workers under the provisions of clause 5 hereof.

5. (a) Where a shift (hereinafter referred to as “the first shift”) is worked within the ordinary daily clock-hours prescribed by the Woollen Mills Employees’ award in force for the time being, the shift rates prescribed by clause 4 hereof shall not be payable to the workers employed on such first shift, but an amount equivalent to the total amount of the additional shift rates payable to the workers employed on the second shift, or if more than two shifts are worked, an amount equivalent to the total amount of the additional shift rates payable to the workers employed on the second shift, or to the total amount of the additional shift rates payable to the workers employed on the third shift (whichever of such total amounts is the greater) shall be distributed amongst all workers who work on the first shift, and for this purpose such first-shift workers shall be classified as under, viz. :—

A. Senior male workers :
B. Senior female workers :
C. Junior workers, whether male or female.

The distribution shall be equal between members of each class, but a Class A worker shall receive twice the amount that a Class B worker receives, and a Class B worker shall receive twice the amount that a Class C worker receives.

(b) Where no shift is worked completely within the ordinary daily clock-hours hereinbefore mentioned, the workers on all shifts shall be paid the additional shift rates prescribed by clause 4 hereof.

6. For all work done on Sundays or whole holidays double time shall be paid. All extended hours beyond the daily or weekly limits prescribed in any Act, award, or agreement applicable shall be paid for at the rate of time and a half.

7. Satisfactory arrangements shall be made for conveying female workers employed on the late or night shifts to their homes. Where female workers are employed on the third shift provision shall also be made for their conveyance to work if necessary.

8. The employer shall provide each night-shift worker with tea at the usual meal interval and also at one other time (as may be mutually arranged) during the course of the shift.

9. Where regular shifts are worked they shall, wherever practicable, rotate so that workers are employed alternately in four-weekly periods on day or night shifts respectively.

10. The Woollen Mills Labour Legislation Suspension Order 1940, and the Woollen Mills Labour Legislation Suspension Order 1940, Amendment No. 1, are hereby revoked.

11. This Order shall come into effect on the day of the date hereof.

The Sawmilling Industry (Christmas Holidays) Notice 1943

NOTICE is hereby given that, pursuant to Regulation 20 of the Industrial Man-power Emergency Regulations 1942, the Timber Controller hereby requires and directs as follows :—

1. This notice may be cited as the Sawmilling Industry (Christmas Holidays) Notice 1943.

2. Subject to the provisions of this notice—

(a) Every undertaking in the sawmilling industry shall, in the week commencing on the 20th day of December, 1943, be operated until a time not earlier than the usual closing-time on Wednesday, the 22nd day of December, 1943 ; and

(b) Every worker who in that week is for the time being employed or engaged in or in connection with that undertaking shall in that week work until a time not earlier than the usual closing-time on Wednesday, the 22nd day of December, 1943.

3. Subject to the provisions of this notice—

(a) Every undertaking in the sawmilling industry shall, in the week commencing on the 3rd day of January, 1944, be operated from a time not later than the usual commencing-time on Wednesday, the 5th day of January, 1944 ; and

(b) Every worker who in that week is for the time being employed or engaged in or in connection with that undertaking shall in that week work from a time not later than the usual commencing-time on Wednesday, the 5th day of January, 1944.

4. (1) Where, pursuant to Regulation 20 of the Industrial Man-power Emergency Regulations 1942, any direction has been or is hereafter given by the Timber Controller in respect of any undertaking in the sawmilling industry requiring that undertaking to be operated for a specified number of hours in any week or requiring the workers employed or engaged in or in connection with that undertaking to work for a specified number of hours in any week, nothing contained in that direction shall apply with respect to the weeks commencing on the 20th day of December, 1943, the 27th day of December, 1943, and the 3rd day of January, 1944, respectively.

(2) Except as otherwise specially provided herein, the provisions of this notice shall be in addition to and not in derogation of the provisions of any such direction as aforesaid.

5. Nothing in this notice shall be construed to require that any of the operations of any undertaking in the sawmilling industry be not carried on at any time during the period commencing at the usual closing-time on Wednesday, the 22nd day of December, 1943, and ending at the usual commencing-time on Wednesday, the 5th day of January, 1944, or that any worker employed or engaged in or in connection with that undertaking shall cease to work at any time during that period.
