Authority from the Minister of Finance to the Commissioner of Taxes to collect Combined Charge on Payments in respect of Rabbit-skins Rabbit Carcasses, and Opossum-skins
(1) PURSUANT to section 13 of the Finance Act (No. 2), 1942, I hereby authorize the Commissioner of Taxes to collect social security charge and national security tax upon—
(a) All payments made by a purchaser to the seller of any rabbit-skins, rabbit carcasses, or opossum-skins in respect of the purchase thereof from such seller; and
(b) All payments made by any auctioneer or dealer (whether acting on behalf of the seller or on behalf of the purchaser) to the seller of any rabbit-skins, rabbit carcasses, or opossum-skins in respect of the purchase thereof from such seller;
as if the moneys so paid, subject to the deduction of any amount fixed by the Commissioner under subsection 4 of section 13 of the Finance Act (No. 2), 1942, as representing the expenditure incurred by the seller in the production thereof, were salary or wages of the seller.
(2) This authority shall not apply to any payment made to a licensed dealer, or to any payment made on a sale of any skins or carcasses by any person subsequent to the sale or disposal thereof by a licensed dealer, or to any payment made to an auctioneer or dealer acting as agent for a seller, or to any payment made in respect of goods purchased by retail in a shop.
(3) For the purposes of this authority all moneys credited to or applied on account of a seller shall be deemed to have been paid when so credited or applied.
(4) In this authority the following definitions and rules of construction shall apply :—
(a) “Auctioneer” or “dealer” means and includes any person carrying on a business which comprises or includes the sale by auction or otherwise of any one or more of the above-mentioned classes of goods as auctioneer or agent on behalf of the seller, or the purchase of such goods as agent for a buyer or buyers:
(b) “Licensed dealer” means—
(i) In respect of dealings in rabbit-skins, any broker, country dealer, or wholesale trader who is licensed as such under the Sale of Rabbit Skins Emergency Regulations 1942:
(ii) In respect of dealings in opossum-skins, any broker who is licensed as such under the Opossum Regulations 1934:
(iii) In respect of dealings in rabbit carcasses, any person who is for the time being engaged in carrying on the business of purchasing rabbit carcasses for resale or for processing for resale, and who has procured from the Commissioner of Taxes a certificate that he is a licensed dealer in rabbit carcasses for the purposes of this authority. (Such certificate shall be granted as of right and without fee or charge to every such person as aforesaid who applies in writing therefor):
(iv) In respect of dealings in any of the said three classes of goods, any other person who has procured from the Commissioner of Taxes a certificate that he is a licensed dealer in such class of goods. (Such certificate may be granted or refused in the discretion of the Commissioner and may be revoked by him at any time):
(c) “Seller” includes an agent selling on behalf of a seller:
(d) “Payments made” means the net amount paid after deducting from the purchase-price all commission, insurance, freight, classing charges, and other expenses incurred in connection with the sale and properly charged against the seller, and in the case of opossum-skins any royalties thereon paid or payable by the seller:
(e) Words importing the singular number include the plural number and words importing the plural number include the singular number:
(f) Words importing the masculine gender include females:
(g) All words referring to persons include firms, companies, and other bodies of persons corporate or unincorporate.

Industry Licensing (Pulp and Paper Manufacture) Notice 1939, Amendment No. 1
PURSUANT to section 14 of the Industrial Efficiency Act, 1936, I, Daniel Giles Sullivan, Minister of Industries and Commerce, hereby give notice as follows :—

This notice may be cited as the Industry Licensing (Pulp and Paper Manufacture) Notice 1939, Amendment No. 1.

This notice shall be read together with and form part of the Industry Licensing (Pulp and Paper Manufacture) Notice 1939 (hereinafter called “the principal notice”).

Paragraph 2 of the principal notice is revoked and the following substituted therefor :—
“2. The industry to which this notice relates is the following: The manufacture of (a) pulp, or (b) paper and board, or (c) multi-walled paper bags, as herein respectively defined.”
- Paragraph 3 of the principal notice is revoked and the following substituted therefor :—
“3. For the purpose of this notice—
“(a) ‘Pulp’ means the crude fibre which is produced either mechanically or chemically from fibrous cellulose materials, whether raw or waste, and from which by suitable treatment, paper and board, plastics, or rayon may be made:
“(b) The term ‘paper and board’ means a matted or felted sheet, whether homogenous or laminated, made of pulp material and formed on screening equipment from a water suspension, and in particular includes the products generally described as paper, bristol, cardboard, paperboard, wallboard, hard board, and insulating board:
“(c) ‘Multi-walled paper bag’ means any container—
“(i) The walls of which are composed of two or more plies of paper of not less weight than 20 lb. (24 by 36, 480); and
“(ii) Which is designed either to hold commodities such as cement, fertilizer, fruit, cereals, or the like or to be an outside container for packaged or bottled commodities; and
