PURSUANT to the powers conferred upon me by Regulation 3 : 2
of the Dairy Factory Managers Regulations 1941, I, James
Gillispie Barclay, Minister of Agriculture, hereby appoint :-
(1) On the recommendation of the New Zealand Dairy Board—
William Ernest Scott, Esquire,
being a dairy company director ;
(2) On the recommendation of the New Zealand Dairy Factory
Managers' Association—
James McKercher McDonald, Esquire,
being a member of the said association ;
(3) On the recommendation of the Board of Governors of the
Massey Agricultural College-
Professor William Riddet
being a member of the staff of the Massey Agricultural
College; and
(4)
George Maxwell Valentine, Esquire,
being a member of the staff of the Department of
Agriculture,
to be members of the Dairy Factory Managers Registration Board
established by the said regulations.

The Navigational Instruments Notice 1942.
PURSUANT to the Munitions Emergency Regulations 1941, the
Minister of Supply and Munitions doth hereby give notice as
follows :-

  1. This notice may be cited as the Navigational Instruments
    Notice 1942.
  2. Chronometers and sextants are hereby declared to be
    munitions for the purposes of the Munitions Emergency Regulations
  3. Every person who owns or has in his possession or control
    any chronometer or sextant capable of being used for purposes
    of navigation is hereby required to furnish his name and address to
    the Secretary of the Shipbuilding Committee, Marine Department,
    Wellington, within fourteen days after the publication of this notice
    in the Gazette, together with particulars of the chronometer or sextant
    and, if it is being used for the time being for purposes of navigation,
    a statement to that effect.

Approval of a Testing Officer under the Motor-drivers Regulations
1940.
IN terms of Regulation 5 of the Motor-drivers Regulations 1940,
the Minister of Transport doth hereby approve, until further
notice, of the person named in the Schedule hereunder being a
Testing Officer under the said regulations.

Otahuhu and Area Milk Delivery Scheme, 1942, amended.
WHEREAS by a notice (hereinafter referred to as “the said
notice”) published in the Gazette on the 12th day of February, 1942, at page 504, the Minister of Supply and Munitions,
pursuant to Regulation 3 of the Delivery Emergency Regulations
1940, approved the Otahuhu and Area Milk Delivery Scheme, 1942
(hereinafter referred to as “the scheme”):
And whereas the said regulations have been revoked by the
Delivery Emergency Regulations 1942:
And whereas it is desired to amend the scheme for the purposes
described hereunder :
Now, therefore, the Minister of Transport, pursuant to the
Delivery Emergency Regulations 1942, doth hereby amend the
scheme by adding thereto the following clauses:-
“5. (1) For the purpose of assisting in the administration of
this scheme there shall be a committee to be named the ‘Otahuhu
and Area Milk Zoning Committee,’ which shall consist of the
following members:-
“(a) Two members to be appointed by the Otahuhu Borough
Council:
“(b) One member to be appointed jointly by the Manukau
County Council and the Mount Wellington Road
Board:
“(c) Two members to be appointed by the vendors who are
parties to the scheme:
“(d) The Zoning Officer for the North Island.
“(2) Any member of the committee may at any time resign
his office by writing addressed to the Minister.
“(3) On the death or resignation of any member of the committee, the vacancy created thereby shall be filled by appointment
in the manner in which the vacating member was appointed.
“(4) The functions of the committee shall be to receive and
investigate complaints affecting the administration of this scheme,
to advise the Minister on any matter that may be referred to the
committee by the Minister or that may be considered by it of its
own motion, and to make recommendations to the Minister for
amending this scheme.
“(5) Subject to the foregoing provisions of this scheme the
committee may regulate its procedure in such manner as it thinks
fit.”
