License authorizing Hutt Valley Electric-power Board to erect, maintain, and use Electric Lines within the Hutt Valley Electric-power District.

IN pursuance and exercise of the powers conferred by the Electric-power Boards Act, 1925, the Public Works Act, 1928, and of all other powers in anywise enabling him in this behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby authorize the Hutt Valley Electric-power Board (hereinafter with its successors and assigns referred to as “the licensee”), subject to the conditions set forth in the Schedule hereto, to lay, construct, put up, place, reconstruct, maintain, and use within the Hutt Valley Electric-power District the electric lines described in the Second Schedule hereto ; and, further, for the purposes of section seventy-six of the Electric-power Boards Act, 1925, doth hereby authorize the licensee subject to the said conditions to construct and maintain the said electric works.

FIRST SCHEDULE.

1. LICENSE SUBJECT TO REGULATIONS.

In respect of the lines hereby authorized, the licensee shall comply with the Electrical Supply Regulations 1935, the Electrical Wiring Regulations 1935, and with any regulations made or to be made in amendment or supplementation thereof or in substitution therefor. The conditions by clause 27-11 of the Electrical Supply Regulations 1935, directed to be implied in all licenses, shall be incorporated in and shall form part of this license except in so far as the same may be inconsistent with the provisions hereof.

2. SYSTEM OF SUPPLY.

The system of supply shall be as described in paragraphs (a) and (f) of clause 21-01 of the regulations.

Electrical energy at a pressure of 11,000 volts shall be received in bulk from the Public Works Department.

The primary-distribution voltage shall be 11,000 volts between phases. The secondary-distribution voltage shall be approximately 400 volts between phases and 230 volts between any phase and neutral.

3. DURATION OF LICENSE.

This license shall, unless sooner determined in accordance with the provisions hereinafter expressed, continue in force until the 29th day of October, 1950. Upon the expiry of the said term, or upon the sooner determination of this license by revocation or otherwise, all rights hereby granted to the licensee shall cease and determine ; but such expiration or determination shall not relieve the licensee of any liability therefor incurred under this license.

4. CHARGES FOR ELECTRICAL ENERGY.

The charges for electrical energy shall not exceed 1s. per unit for lighting purposes and 6d. per unit for motor-power, heating, or cooking purposes: Provided that “lighting purposes” shall include the operation of motor-generators for lighting purposes ; and provided further that if accounts are paid within fourteen days of due date the charges shall not exceed 10d. per unit for lighting purposes and 4½d. per unit for motor-power, cooking, and heating purposes.

In the case of wholesale supply the charge shall not exceed £12 per kilovolt-ampere per year plus 1s. 2d. per unit. “Wholesale supply” for this purpose shall be held to be a supply in respect of which the consumer shall guarantee to pay not less than £180 per year.

5. COMPLETION OF WORKS.

The period for completion of the works authorized in paragraph A of the Second Schedule hereto shall be eight years.

6. TELEGRAPH LINES.

The licensee shall rectify to the satisfaction of the Minister of Public Works any interference or disturbance caused by the erection or operation of the licensee’s system that affects the satisfactory working of the lines of communication which are the property of the Railways or Post and Telegraph Departments and were erected prior to the licensee’s lines, or of the Railway Department’s lines of communication proposed to be constructed along the middle-line of the railway extension from Waterloo to Silverstream.

SECOND SCHEDULE.

ELECTRIC LINES AUTHORIZED.

A. LINES adapted for the supply of electricity in accordance with this license as follows : the plans referred to being all deposited in the office of the Minister of Public Works at Wellington :—

(1) Commencing at the intersection of King Street, in the Borough of Upper Hutt, with the Wellington-Masterton State Highway and proceeding thence along the said highway to the junction of that highway with the Akatarawa-Waikanae Road ; as generally indicated by a continuous red line on plan P.W.D. 111836 :

(2) Generally following the Mangaroa Valley Road and connecting the existing 6 kV. lines along that road from Whiteman’s Valley and Wallaceville ; as generally indicated by a continuous yellow line on plan P.W.D. 111837 :

(3) Commencing at the intersection of Gracefield Road and Park Road ; thence following the Wellington City water-supply pipe track in an easterly direction to Section 7, Block XVI, Belmont, Survey District ; thence in a southerly direction along the pipe-line reserve to the Wainui-o-mata Road and then generally following that road to the intersection of Moore’s Valley Road and Wainui-o-mata Valley Road ; thence generally following the Wainui-o-mata Valley Road to the sea-coast at a point in Part 4, Orongorongo Block, Block IX, Pencarrow Survey District, near the mouth of the Orongorongo River, with a branch line up Fitzherbert Road for 2 miles 40 chains, and also a branch line up Moore’s Valley Road for 3 miles ; as generally indicated by a continuous red line on the plan marked P.W.D. 112664 :

(4) Commencing at the proposed Public Works Department substation on Section 63, Pahatunui Agricultural Reserve, Block IX, Paekakariki Survey District, adjoining the Haywards-Paekatunui Road ; thence generally following that road and the Horokiwai Valley Road to a point on the latter road opposite Section 90, Block IX, Paekakariki Survey District ; thence across Sections 90, 89, 88, 87, and 86, Block IX, Paekakariki Survey District, to the Pahatunui-Plimmerton Road ; thence following generally that road and the foreshore of the Porirua Harbour to Section 82, Block IX ; thence across Sections 82 and 81 to connect with the licensee’s existing 11 kV. line on the Wellington–Paekakariki State Highway ; as generally indicated by continuous red lines on the plan marked P.W.D. 111839 :

(5) Commencing at a point on Waterloo Road opposite the present railway terminus at Waterloo and proceeding in a north-easterly direction parallel with the proposed railway and road extension to connect with the existing lines in Cemetery Road ; as generally indicated by continuous red and green lines on the plan marked P.W.D. 113709 :

(6) Commencing at the junction of the Wellington-Masterton State Highway and the Akatarawa-Waikanae Road and proceeding generally along that road to the licensee’s existing 6 kV. substation on that road with a branch line to the Public Works Department’s proposed substation at Akatarawa ; as generally indicated by dotted red and green lines on the plan marked P.W.D. 111841 :

(7) Commencing at the proposed Public Works Department substation in Section 63, Pahatunui Agricultural Reserve, Block IX, Paekakariki Survey District, adjoining the Pahatunui to Haywards Road, and generally following that road to its junction with Moonshine Road, and thence along that road for approximately 60 chains ; as generally indicated in continuous red and green lines on plan marked P.W.D. 111842 :

(8) Commencing at the junction of the Akatarawa-Waikanae Road and the Wellington-Masterton State Highway and following the State highway to a point opposite Section 18, Block XVI, Akatarawa Survey District, with branch lines (a) following the road adjoining Sections 7 and 5, Block XVI, and (b) following the road through Sections 11, 12, and 13, Block XVI, Akatarawa Survey District, each for a distance of approximately 1 mile ; as generally indicated by continuous yellow and red lines on the plan marked P.W.D. 111843.

B. Such other electric lines as may now be in use within the said Hutt Valley Electric-power District.

C. Such distribution and service lines branching from the said electric lines and from other electric lines which the licensee may be duly authorized to construct, maintain, and use as now or from time to time hereafter may be necessary for the distribution of electrical energy within the Hutt Valley Electric-power District and reasonably incidental to the electrical works authorized by this license.

D. All other electrical works reasonably incidental to the construction and use of the above-mentioned lines or any of them.
