in the street at any point on a vertical plane 4 ft. above street-level at a distance of 6 ft. from the building-line, does not exceed 0·1 (one-tenth) of a foot candle; and
“ ‘(c) That no individual light-source in the shop window exceeds in light output that of a 60 watt tungsten filament general service electric lamp.’
“ SPECIAL PROVISIONS AFFECTING PUBLIC SERVICES (PART IV).
“ 10. While this Part of these Orders continues in force Order No. 13 of these Orders shall be read as if it were amended by omitting the words ‘either during or outside periods of emergency’ and substituting the words ‘during periods of emergency, and may, outside periods of emergency, use such number of spotlights as the officer shall deem necessary for the purpose of completing the work.’
“ SPECIAL PROVISIONS RELATING TO CERTAIN PLACES OUTSIDE PERIODS OF EMERGENCY (PART VI).
“ 11. While this Part of these Orders continues in force Order No. 18 of these Orders shall be read as if it were amended by substituting for clause 1 thereof the following new clause:—
“ ‘1. This Order shall apply with respect to the following places:—
“ ‘The Cities of Auckland, Lower Hutt, and Wellington, and the Boroughs of Birkenhead, Devonport, Northcote, Petone, and Eastbourne, together with such portions of the counties or boroughs surrounding the above-mentioned cities and boroughs as are visible from any of the waters of the Waitemata Harbour or Port Nicholson.’
“ Order No. 20: Exemptions as to Vehicle Lighting.
“ 1. Subject to the provisions of clause 4 of this Order, while this Part of these Orders continues in force Regulations 17 to 19 of the Lighting Restrictions Emergency Regulations 1941 shall not apply with respect to any vehicle while the vehicle is in any headlight-restriction area or parking-light area.
“ 2. Subject to the provisions of clause 4 of this Order, while this Part of these Orders continues in force Regulation 16 of the Lighting Restrictions Emergency Regulations 1941 shall not apply with respect to any vehicle while the vehicle is in any headlight-restriction area except in the case of a vehicle on any of the roads or parts of roads specified in clause 3 of this Order.
“ 3. The roads and parts of roads referred to in clause 2 of this Order are the following:—
“ (a) All roads and parts of roads situated in the Boroughs of Devonport, Takapuna, Northcote, and Birkenhead:
“ (b) All that portion of the Northcote Main Highway within the Waitemata County:
“ (c) The following roads and parts of roads in the City of Auckland: Weona Place, Winsomere Crescent from its intersection with Weona Place to its intersection with Lemington Road, Lemington Road, Garnet Road from its intersection with Lemington Road to its intersection with West End Road, West End Road, Jervois Road from its intersection with West End Road to its junction with College Hill Road, College Hill Road, Victoria Street from its junction with College Hill Road to its intersection with Hood Street, Hood Street from its intersection with Victoria Street to its intersection with Fanshawe Street, Fanshawe Street from its intersection with Hood Street to its junction with Sturdee Street, Sturdee Street, Quay Street from its intersection with Sturdee Street to its junction with Tamaki Drive, Tamaki Drive, Cliff Road from its junction with Tamaki Drive to its junction with Glendowie Parade, Glendowie Parade from its junction with Cliff Road to its intersection with Peacock Road; together with all roads and parts of roads situated in any part of the area bounded towards the west, north-west, north, and north-east generally by the waters of the Waitemata Harbour and towards the south-west, south, and south-east generally by a line drawn along the roads and parts of roads hereinbefore described from the western end of Weona Place to the junction of Quay Street with Tamaki Drive:
“ (d) All roads and parts of roads situated in the Borough of Eastbourne:
“ (e) The following roads and parts of roads situated in the Hutt County, the City of Lower Hutt, the Borough of Petone, the Makara County, and the City of Wellington respectively: the Eastbourne - Lower Hutt Main Highway from its intersection with the northern boundary of the Borough of Eastbourne to its intersection with Seaview Road, Seaview Road, Hutt Park Road from its intersection with Seaview Road to its junction with Jackson Street, Jackson Street from its intersection with Hutt Park Road to its intersection with Jessie Street, Jessie Street, the Esplanade from its intersection with Jessie Street to its intersection with the Hutt Road, the Hutt Road from its intersection with the Esplanade to its intersection with Aotea Quay, Aotea Quay from its intersection with the Hutt Road to its intersection with Waterloo Quay, Waterloo Quay, Customhouse Quay from its junction with Waterloo Quay to its intersection with Jervois Quay, Jervois Quay from its intersection with Customhouse Quay to its intersection with Cable Street, Cable Street, Chaffers Street from its intersection with Cable Street to its intersection with Herd Street, Herd Street, Oriental Parade from its intersection with Herd Street to its junction with Evans Bay Parade, Evans Bay Parade, Seatoun Road from its intersection with Evans Bay Parade to its junction with Watford Road, Watford Road, Aberdeen Quay, Shelly Bay Road, Karaka Bay Road, Marine Parade from its junction with Karaka Bay Road to its junction with Hector Street; together with all roads and parts of roads situated in any part of the area bounded towards the east and north generally by the waters of Port Nicholson, and towards the north-west, west, south, and south-east generally by a line drawn along the roads and parts of roads hereinbefore described from the intersection of Aotea Quay with Waterloo Quay to the intersection of Herd Street with Oriental Parade.
“ 4. Notwithstanding anything contained in the foregoing provisions of this Order, the lamps attached to every vehicle that is or may be used at any time in any headlight-restriction area or parking-light area shall at all times while this Part of these Orders continues in force be maintained in such condition and be so adjusted as to enable the provisions of such of the said Regulations 16 to 19 as would, but for the provisions of this Order, apply to the vehicle, to be complied with in respect of the vehicle at any time while this Part of these Orders is not in force.
