The Lighting Restrictions Suspension Notice, 1942.
Pursuant to the Lighting Restrictions Emergency Regulations 1941, the Dominion Lighting Controller doth hereby give notice as follows:—

This notice may be cited as the Lighting Restrictions Suspension Notice 1942.

This notice shall come into force on the day following publication thereof in the Gazette.

As from the date of the coming into force of this notice Part VII of the Lighting Restrictions Orders 1942, as set out in the Lighting Restrictions Orders 1942, Amendment No. 3,* shall come into force and shall continue in force until further notice.

As from the date of the coming into force of this notice, Parts I to VI of the Lighting Restrictions Orders 1942† shall be read subject to the provisions of Part VII of those Orders.

The Lighting Restrictions Orders 1942, Amendment No. 3.
Pursuant to the Lighting Restrictions Emergency Regulations 1941, the Dominion Lighting Controller doth hereby make the following Order:—

This Order may be cited as the Lighting Restrictions Orders 1942, Amendment No. 3, and shall be read together with and deemed part of the Lighting Restrictions Orders 1942* (hereinafter referred to as the principal Orders).

This Order shall come into force on the day following the date of publication thereof in the Gazette.

The principal Orders are hereby amended by adding the following Part and Schedules:—
“PART VII.—SPECIAL PROVISIONS RELATING TO PERIODS OF PARTIAL SUSPENSION OF LIGHTING RESTRICTIONS.
“Order No. 19: Modification of Parts I to VI of these Orders.
“1. The provisions of this Part of these Orders shall come into force at such time or times and continue in force during such period or periods as the Controller may from time to time specify by public notice.
“2. While this Part of these Orders continues in force the provisions of Parts I to VI of these Orders shall have full effect except in so far as they are expressly modified or excluded by the provisions of this Part of these Orders.
“3. While this Part of these Orders continues in force the provisions of Parts II to VI of these Orders that are specified in the First Schedule to these Orders shall not apply.
“4. While this Part of these Orders continues in force, the provisions of these Orders, as amended by this Order, shall, unless the context otherwise requires, be read as if—
“(a) References to the situation of any premises or shop window or open shop-front in any of the areas described in the Second Schedule to these Orders included references to any premises or shop window or open shop-front, as the case may be, fronting upon any road or part of a road forming part of any of the boundaries of that area:
“(b) References to the situation of any road or street light-source or any external light-source in any of the areas described in the Second Schedule to these Orders, included references to every such light-source situated in, or attached to any premises fronting upon, any road or part of a road forming part of any of the boundaries of that area:
“(c) References to the waters of the Waitemata Harbour were, except in the case of clause 11 of this Order, references to all those waters of that harbour west of a straight line drawn from North Head to West Tamaki Head:
“(d) References to the waters of Port Nicholson were, except in the case of clause 11 of this Order, references to all those waters of Port Nicholson north of a line drawn due east from Dorset Point to the point of its intersection with the opposite shore.
“EXTERNAL LIGHTING OUTSIDE PERIODS OF EMERGENCY (PART II).
“5. While this Part of these Orders continues in force these Orders shall be read as if the following Order were substituted for Order No. 2:—
“‘Order No. 2: General.
“‘1. Notwithstanding anything to the contrary in this Order,—
“‘(a) No light outside any premises shall be left on time-switch control:
“‘(b) Unless there is a responsible person in attendance to operate the light-control switches all external lights shall be switched off during hours of darkness. For the purposes of this clause a responsible person is a person of the age of fourteen years or more.
“‘2. Every external light-source that is situated in any of the areas described in the Second Schedule to these Orders and is visible from any of the waters of the Waitemata Harbour or, as the case may be, any of the waters of Port Nicholson, shall be shrouded so that neither the light nor its shroud can be seen with unaided vision during hours of darkness from any point one mile or more distant from the light-source and so that no undue amount of light therefrom may escape on to, or be reflected by, nearby premises or structures.
“‘3. At Waitemata Harbour and Port Nicholson all wharf working lights and railway-yard lights shall be screened so that as far as is practicable without interfering unduly with working conditions neither the light-source nor its shroud can be seen from any part of the harbour.
“‘4. This Order shall not apply to navigation lights displayed with the consent and in accordance with the instructions of the Naval Board or the Air Board, nor to the use, in accordance with the terms of approval thereof, of any harbour light or aircraft obstruction light that is approved by the Controller.’
“6. While this Part of these Orders continues in force these Orders shall be read as if the following Order were substituted for Order No. 3:—
“‘Order No. 3: Road and Street Lighting.
“‘In the case of every road and street light-source that is situated in any of the areas described in the Second Schedule to these Orders and is visible from any of the waters of the Waitemata Harbour or, as the case may be, any of the waters of Port Nicholson,—
“‘(a) Every electric-discharge lamp shall be replaced by an incandescent filament lamp:
“‘(b) The light-source shall be so shrouded and the power so adjusted that neither the light-source nor its shroud can be seen with unaided vision during hours of darkness from any part of the harbour and so that no undue amount of light therefrom may escape on to, or be reflected by, nearby premises or structures.’
“INTERNAL LIGHTING OUTSIDE PERIODS OF EMERGENCY (PART II).
“7. While this Part of these Orders continues in force these Orders shall be read as if the following Order were substituted for Order No. 4:—
“‘Order No. 4: General.
“‘1. In the case of any premises that are situated in any of the areas described in the Second Schedule to these Orders and are visible from any of the waters of the Waitemata Harbour or, as the case may be, any of the waters of Port Nicholson,—
“‘(a) For every window and skylight visible from any part of the harbour through which light might otherwise be emitted, a brownout screen shall be provided:
“‘Provided that nothing in this paragraph shall apply with respect to any skylight so long as the following conditions are complied with, namely:—
“‘(i) That each interior light-source is itself so shrouded with an opaque reflector that no direct light from the source passes above the horizontal; and
“‘(ii) That in the opinion of the Local Lighting Controller there is no excessive light reflected through the skylight from the interior.
“‘(b) Every screen and shroud required by this clause to be provided shall be used to prevent the emission of light throughout hours of darkness:
“‘Provided that any window covered with a brownout screen may be partly opened for ventilation so long as each interior light-source is so situated or shrouded that there is no direct emission of light from the light-source through the opening:
“‘(c) If light might otherwise escape from any doorway the door shall be kept closed at all times during hours of darkness, except to the extent required for ingress and egress.
“‘2. (1) Subject to the provisions of Order No. 5 hereof, unless there is a responsible person in attendance on the premises to operate the light-control switches, or unless all windows and skylights from which light might otherwise escape are covered by blackout screens, all lights shall remain switched off during hours of darkness. For the purposes of this clause a responsible person is a person of the age of fourteen years or more.
“‘(2) Subject to the provisions of Order No. 5 hereof, no light inside any premises shall be left on time-switch control.’
“8. While this Part of these Orders continues in force Order No. 5 of these Orders shall be read as if it were amended by omitting the words ‘clause 5 of Order No. 4’, and substituting the words ‘clause 2 of Order No. 4.’
“9. While this Part of these Orders continues in force these Orders shall be read as if the following Order were substituted for Order No. 6:—
“‘Order No. 6: Shop-front and Shop Window Lighting.
“‘In the case of any shop window or open shop-front that is situated in any of the areas described in the Second Schedule to these Orders and is visible from any of the waters of the Waitemata Harbour or, as the case may be, any of the waters of Port Nicholson, instead of a brownout screen being provided for the window or shop-front, lights may be displayed therefrom so long as the following conditions are complied with, namely:—
“‘(a) That the lights are shielded by means of a pelmet or pelmets of opaque material, or by opaque paint, so that no light-source can be seen from any point outside the shop; and
“‘(b) That the total power of the window and shop light-sources is regulated so that the amount of light emitted from the window and the interior, as measured
