The Bulls Grocery Delivery Notice 1942.

PURSUANT to Regulation 4 of the Delivery Emergency Regulations 1942,* the Minister of Transport doth hereby give notice as follows:—

1. This notice may be cited as the Bulls Grocery Delivery Notice 1942.

2. This notice shall come into force on the seventh day after the date of publication thereof in the Gazette.

3. The scheme set out in the Schedule hereto is hereby provided for the district described in the said Schedule.

SCHEDULE.

THE BULLS GROCERY DELIVERY SCHEME, 1942.

(1) For the purpose of this scheme, unless the context otherwise requires,—

“The district” means the area within a radius of one mile and a half from the Post-office, Bulls:

“Wholesale purchaser” means a person who purchases groceries for resale or for transport to an area outside the district or for consumption at an hotel, hospital, or similar institution requiring large supplies of groceries daily.

(2) It shall be a condition of this scheme that groceries shall be delivered within the district to the premises of wholesale purchasers only.

(3) The names and addresses of the vendors who are parties to this scheme are as follows:—

3. The scheme set out in the Schedule hereto is hereby provided for the district described in the said Schedule.

SCHEDULE.

THE WELLINGTON AND HUTT VALLEY GROCERIES DELIVERY SCHEME, 1942.

(1) For the purposes of this scheme, unless the context otherwise requires,—

“The district” means the area constituted as follows: The cities of Wellington and Lower Hutt; the boroughs of Upper Hutt, Petone, and Eastbourne; the Town District of Johnsonville:

“Bread Delivery Scheme” means the Wellington and Hutt Valley Bread Delivery Scheme, 1942, published in the Gazette dated the 17th of September, 1942, at page 2387:

“Wholesale purchaser” means a person who purchases groceries in greater quantities than are required for ordinary household use, such as for a hospital, hotel, or camp:

“Minister” means the Minister of Transport.

(2) For the purpose of assisting in the administration of this scheme there shall be two committees as follows:—

(a) Wellington Committee—

(i) Those members appointed by the Wellington City Council for the Wellington Committee of the Bread Delivery Scheme;

(ii) One member to be appointed by the Wellington Grocers’ Industrial Union of Employers;

(iii) The Zoning Officer for North Island.

(b) Hutt Valley Committee—

(i) Those two members appointed by the Minister to represent the local authorities for the Hutt Valley Committee of the Bread Delivery Scheme;

(ii) One member to be appointed by the Wellington Grocers’ Industrial Union of Employers;

(iii) The Zoning Officer for North Island.

(3) (a) The member to be appointed to the Wellington and Hutt Valley Committees by the Wellington Grocers’ Industrial Union of Employers under clause (2) of this scheme shall be appointed by resolution of the Association as soon as may be after the coming into force of this scheme.

(b) Any committee member appointed by the said Association may in like manner be removed from office.

(4) Any committee member, other than the Zoning Officer, may resign his office by writing addressed to the Minister.

(5) On the death, resignation, or removal from office of any committee member, other than the Zoning Officer, the vacancy created thereby shall be filled by appointment in the manner in which the vacating member was appointed.

(6) The functions of each committee shall be to receive and investigate complaints affecting the administration of this scheme in its area, to advise the Minister on any matters that may be referred to the committee by the Minister or that may be considered by it of its own motion, and to make recommendations to the Minister for amending this scheme.

(7) Subject to the foregoing provisions of this scheme, each committee may regulate its procedure in such manner as it thinks fit.

(8) It shall be a condition of this scheme that no party to the scheme shall deliver groceries for any one person, household, or family by motor-vehicle—

(a) In a parcel of less than either 8 lb. in weight or 3 cubic feet in measurement; and

(b) More frequently than once in any week commencing on a Monday, except in the case of deliveries to a wholesale purchaser.
