Certificate under the Licensing Act Emergency Regulations 1940 and Amendments.

I CERTIFY that the licensed premises known as Wairakei Hotel, situated at Wairakei East, Taupo County, in the Provincial District of Auckland, are being used for emergency purposes by the Government of New Zealand, and that the accommodation license in force in respect of such premises is suspended as from the 1st day of September, 1942.

Exemption Order under the Transport Legislation Emergency Regulations 1940.

PURSUANT to the Transport Legislation Emergency Regulations 1940, the Minister of Transport doth hereby order and declare that the provisions of clause (1) of Regulation 7 of the Motor-drivers Regulations 1940, so far as they relate to drivers of heavy trade-motors, shall not apply to Philip Arthur Henderson, of Paora Road, Hawera.

Altering the Boundaries of Emergency Motor-vehicle Districts in Terms of the Motor-vehicles Impressment Emergency Regulations 1941.

PURSUANT to the powers conferred on him by Regulation 3 of the Motor-vehicles Impressment Emergency Regulations 1941, the Minister of Transport doth hereby amend the Warrant constituting Emergency Motor-vehicle Districts dated 5th day of November, 1941, and published in New Zealand Gazette No. 91 of 13th day of November, 1941, at page 3656, by revoking in the Schedule to the said Warrant the descriptions of Emergency Motor-vehicle District No. 15 and Emergency Motor-vehicle District No. 16 and substituting therefor the following descriptions:—

Emergency Motor-vehicle District No. 15: Waitotara, Waimarino, Wanganui, and Rangitikei Counties, together with all boroughs and town districts situated within the said area (Centre, Wanganui).

Emergency Motor-vehicle District No. 16: Kiwitea, Pohangina, Oroua, Manawatu, Kairanga, and Horowhenua Counties, together with all boroughs and town districts situated within the said area (Centre, Palmerston North).

The Palmerston North Groceries Delivery Notice 1942.

PURSUANT to Regulation 4 of the Delivery Emergency Regulations 1942,* the Minister of Transport doth hereby give notice as follows:—

  1. This notice may be cited as the Palmerston North Groceries Delivery Notice 1942.

  2. This notice shall come into force on the Monday following the date of publication thereof in the Gazette.

  3. The scheme set out in the Schedule hereto is hereby provided for the district described in the Schedule hereto.


SCHEDULE.

THE PALMERSTON NORTH GROCERIES DELIVERY SCHEME, 1942.

(1) For the purposes of this scheme, unless the context otherwise requires,—

“ The district ” means the City of Palmerston North and Milson Settlement :

“ Week ” means a week commencing on a Monday :

“ Delivery ” means delivery by use of a motor-vehicle and “ delivered ” has a corresponding meaning.

(2) For the purpose of assisting in the administration of this scheme there shall be a committee as follows:—

Palmerston North Groceries Delivery Committee—

(a) Two members to be appointed by the Palmerston North City Council ;

(b) One member to be appointed by the Palmerston North Master Grocers’ Association ;

(c) The Zoning Officer for the North Island.

(3) (a) The members to be appointed to the committee by the Palmerston North City Council and the Palmerston North Master Grocers’ Association under clause (2) of this scheme shall be appointed by resolution of the Council and Association respectively as soon as may be after the coming into force of this scheme.

(b) Any committee member appointed by the said Council or Association, as the case may be, may in like manner be removed from office.

(4) Any committee member, other than the Zoning Officer, may resign his office by writing addressed to the Minister.

(5) On the death, resignation, or removal from office of any committee member, other than the Zoning Officer, the vacancy created thereby shall be filled by appointment in the manner in which the vacating member was appointed.

(6) The functions of the committee shall be to receive and investigate complaints affecting the administration of this scheme in its area, to advise the Minister on any matters that may be referred to the committee by the Minister or that may be considered by it of its own motion, and to make recommendations to the Minister for amending this scheme.

(7) Subject to the foregoing provisions of this scheme, each committee may regulate its procedure in such manner as it thinks fit.

(8) The conditions of this scheme are that no groceries shall be delivered for any one household, family, or person—

(i) In a parcel of less than either 8 lb. in weight or 3 cubic feet in measurement ;

(ii) On Saturday to Monday, inclusive, in any week ;

(iii) On more than one occasion in any week.

(9) The names and addresses of the vendors who are parties to this scheme are as follows:—
