IN pursuance and exercise of the powers and authorities conferred upon him by section twenty-five of the Reserve Bank of New Zealand Act, 1933 (hereinafter referred to as “the said Act”), and of every other power thereunto him enabling, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby appoint
Edward Coldham Fussell, Esquire, B.A.,
to be the Deputy Governor of the Reserve Bank of New Zealand subject to the provisions of the said Act.

Appointments in the New Zealand Naval Forces.

HIS Excellency the Governor-General has been pleased to approve the following promotions and appointments in the New Zealand Naval Forces:—
Acting Warrant Writer Leonard Stanley Stanners, promoted to rank of Acting Paymaster Sub-Lieutenant, to date 1st December, 1940.
Acting Warrant Writer Keith Raymond Wilding Kear, promoted to rank of Acting Paymaster Sub-Lieutenant, to date 1st February, 1941.
Flying Officer Lancelot Henry Higgins, Royal New Zealand Air Force, seconded to Fleet Air Arm, New Zealand Naval Forces, to date 7th April, 1941, for training in Australia, and appointed H.M.S. “Achilles.”
ROYAL NAVAL RESERVE (NEW ZEALAND).
Lieutenant Commander (Acting Commander) Andrew Douglas Holden, appointed H.M.S. “Matai” in command on commissioning, to date 1st April, 1941, and as Senior Officer, 25th Mine-sweeping Flotilla, and as Officer Instructor to the Royal Naval Volunteer Reserve in continuation. To continue to serve in the rank of Acting Commander.
Probationary Temporary Lieutenant Joseph William Monaghan, appointed H.M.S. “Kapuni” in command on commissioning, to date 1st April, 1941.
Charles William Abraham Peterson, Esquire, D.S.C., entered as Temporary Lieutenant (E) (to serve under T. 124 agreement), to date 3rd April, 1941, and appointed H.M.S. “Matai,” to date 3rd April, 1941, in Acting rank of Lieutenant Commander (E). (To serve as Chief Engineer.)
Horace Alexander Bower, Esquire, entered as Temporary Lieutenant (E) (to serve under T. 124 agreement), to date 24th March, 1941, and appointed H.M.S. “Matai,” to date 24th March, 1941. (To serve as Second Engineer.)
Frederick George Radford, Esquire, entered as Temporary Sub-Lieutenant (E) (to serve under T. 124 agreement), to date 16th March, 1941, and appointed H.M.S. “Matai,” to date 16th March, 1941. (To serve as Third Engineer.)
Oscar Aubrey Rixon, Esquire, appointed Honorary Lieutenant, to date 8th April, 1941.
ROYAL NAVAL VOLUNTEER RESERVE (NEW ZEALAND).
Commander Alexander David Boyle (Commander, R.N. (Retired)), placed on retired list and promoted to Captain, to date 17th July, 1940.
Lieutenant Commander Alister Barclay Gilfillan, appointed H.M.S. “Muritai” in command, vice Holden, to date 1st April, 1941.
Lieutenant Raymond Victor Berry, appointed H.M.S. “Philomel II” additional, temporarily, for duty at Navy Office, Wellington, to date 26th March, 1941.
Sub-Lieutenant Cyril Howard Hilliard, appointed H.M.S. “Matai” additional, for H.M.S. “Gale,” temporarily, on commissioning, to date 3rd April, 1941,

N.Z. TEMPORARY STAFF.
Major G. R. Blackett, M.C., is appointed Area Staff Officer, No. 1 Area, Auckland. Dated 7th April, 1941.
Major T. G. Hislop, The Wellington Regiment (City of Wellington’s Own), to be Major with pay and allowances of a Captain, and is appointed General Staff Officer, 3rd Grade (Training, Territorial Force), Army Headquarters, Wellington. Dated 5th April, 1941.
Major H. Henderson is appointed Officer Commanding, No. 1 Training Battalion, Mobilization Camp, Burnham. Dated 8th April, 1941.
Captain W. F. Anderson ceases to be attached to the Branch of the Adjutant-General, Army Headquarters, and is attached to the Branch of the Director of Mobilization Army Headquarters, Wellington. Dated 15th April, 1941.
Major (temp.) A. McLauchlan, M.C., The North Auckland Mounted Rifles, to be Captain (temp.), and is appointed Camp Commandant, Military Camp, Whangarei. Dated 7th May, 1941.
Captain G. A. King relinquishes the appointment of Adjutant, 1st Field Company, Corps of N.Z. Engineers, and retains the appointments of Adjutant, 22nd Field Company, and 4th (Works) Company, Corps of N.Z. Engineers, Auckland. Dated 9th May, 1941.
Lieutenant O. Mills relinquishes the appointment of Company Commander, 2nd Battalion, National Military Reserve, Wellington, and is appointed Assistant Area Officer, No. 5 Area, Wellington. Dated 14th September, 1940.
