that for the passage in the Schedule to the said Proclamation which commences with the words “ towards the south-east ” and continues to the end of the said Schedule there shall be read the following words, namely :—
“ Towards the south-east by lines bearing 239° 8′ for 13400 links, 149° 8′ for 2900 links, and 239° 8′ to the eastern boundary of Provisional State Forest 1691 (Gazette, 1919, page 1284); towards the west by the said provisional State forest and Provisional State Forest 1657 (Gazette, 1920, page 2846); and towards the north and west by Provisional State Forest 1690 (Gazette, 1919, page 1284), as the same is delineated (for the purpose of assisting the description hereinbefore contained and not so as to govern or control the same in the event of any variance or discrepancy between such delineation and the description hereinbefore contained) on plan No. 145/17, deposited in the Head Office of the State Forest Service at Wellington, and thereon bordered red ”;
and I do hereby further declare that this Proclamation shall take effect as from the date on which the said Proclamation was intended to take effect.

A PROCLAMATION.
BY virtue and in exercise of the powers and authorities conferred upon me by section eighteen of the Forests Act, 1921–22, I, George Vere Arundell, Viscount Galway, Governor-General of the Dominion of New Zealand, do hereby set apart the Crown land described in the Schedule hereto as a permanent State forest.
SCHEDULE.
SOUTHLAND LAND DISTRICT.—SOUTHLAND FOREST-CONSERVATION REGION.
ALL that area in the Southland Land District, Wallace County, containing by admeasurement 597 acres 2 roods 25 perches, more or less, and being Sections, 8, 8A, and 9, Block XXII, Jacobs River Hundred. As the same is more particularly delineated on plan 210/15, deposited in the Head Office of the State Forest Service, at Wellington, and thereon bordered blue.
Given under the hand of His Excellency the Governor-General of the Dominion of New Zealand, and issued under the Seal of that Dominion, this 8th day of January, 1941.

Consenting to the Raising of Portion (£4,000) of the Central Hawke’s Bay Electric-power Board’s Loan of £25,000 and prescribing the Conditions thereof.

At the Government Buildings at Wellington, this 18th day of December, 1940.

WHEREAS by Order in Council made on the seventeenth day of December, one thousand nine hundred and thirty-eight, and subject to the determinations as to borrowing and repayment therein set out, consent was given to the raising by the Central Hawke’s Bay Electric-power Board (hereinafter called “ the said local authority ”) of the sum of twenty-five thousand pounds (£25,000), to be known as “ Reticulation Loan, 1938 ” (hereinafter called “ the said loan ”) :
And whereas the authority conferred by the said Order in Council has not been exercised to the extent of four thousand pounds (£4,000) :
And whereas the authority has lapsed in accordance with the provisions of clause six of the said Order in Council, and it is not now lawful or competent for the said local authority to raise this amount or any portion thereof except in accordance with the provisions of a further Order in Council that may be issued pursuant to section eleven of the Local Government Loans Board Act, 1926 (hereinafter called “ the said Act ”) :
And whereas the said local authority is desirous of raising the balance of the said loan amounting to four thousand pounds (£4,000) (hereinafter called “ the said sum ”) and it is expedient to authorize the said local authority to raise the said sum on the conditions hereinafter set out :
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by section eleven of the said Act, as set out in section twenty-nine of the Finance Act, 1932 (No. 2), and of all other powers and authorities enabling him in this behalf, doth hereby consent to the raising in New Zealand by the said local authority of the said sum up to the amount of four thousand pounds (£4,000) for the purpose for which the said loan was authorized, and in giving such consent doth hereby determine as follows :—
(1) The term for which the said sum or any part thereof may be borrowed shall not exceed twenty-five (25 years).
(2) The rate of interest that may be paid in respect of the said sum or any part thereof shall be such as shall not produce to the lender or lenders a rate exceeding three pounds ten shillings (£3 10s.) per centum per annum.
(3) The said sum or any part thereof, together with interest thereon shall be repaid by equal aggregate annual or half-yearly instalments extending over the term as determined in (1) above.
(4) The payment of such instalments shall be made in New Zealand and no such instalment shall be paid out of loan-moneys.
(5) The rate payable for brokerage, underwriting, and procuration fees in respect of the borrowing of the said sum or any part thereof shall not in the aggregate exceed one-half per centum of any amount raised.
(6) No moneys shall be borrowed under this consent after the expiration of two years from the date hereof.

THE RIGHT HON. P. FRASER PRESIDING IN COUNCIL.
WHEREAS the Hawke’s Bay Electric-power Board (hereinafter called “ the said local authority ”), being desirous of raising the sum of twenty-five thousand pounds (£25,000) by a loan to be known as “ Reticulation Loan, 1940 ” (hereinafter called “ the said loan ”), for the purpose of further reticulating in that part of the Hawke’s Bay Electric-power District comprised in the constituent districts of the County of Hawke’s Bay, the Town District of Taradale, the Borough of Hastings, and the Town District of Havelock North, has complied with the provisions of the Local Government Loans Board Act, 1926 (hereinafter called “ the said Act ”), and it is expedient that the precedent consent of the Governor-General in Council as required by the said Act should be given to the raising of the said loan :
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by section eleven of the said Act, as set out in section twenty-nine of the Finance Act, 1932 (No. 2), and of all other powers and authorities enabling him in this behalf, doth hereby consent to the raising in New Zealand by the said local authority of the said loan up to the amount of twenty-five thousand pounds (£25,000), and in giving such consent doth hereby determine as follows :—
